control the problem of Juvenile delinquency: (1) Deputize all children
between ten and seventeen years of age which places the delinquents
and lawbreakers outside their own circle; (2) Whenever a child up to
the age of seventeen commits a crime punishable by confinement, place
the parents in Jail ~nstead; (3) Use a "youth court" with the children

Communication was read signed by Walter C. Collins and Grace F.
Vandenberg stating they are owners of two pieces of property south of
Washington Avenue and east of the A.T.&.S.?. right-of-way, each 162.5
feet on Washington Avenue by 750 feet deep and zoned M-2; offering to
dedicate to the City a fifty-foot strip for the purpose of having a
street through the center and agreeing to pave 36 feet but preferrtn
that no curbs or sidewalks be required. On motion of Trustee Dahl,
seconded by Jerome and carried, the matter was referred to the
Administrator and City Engineer for recommendation and report at the
next meeting.
On motion of Trustee Jerome, seconded by Hunter and carried,
Resolution Accepting Three Easement Deeds from Robert F. Buchheim etum
Hugh M. Neighbour, Jr. etux and Lucien Butler Ward crux, conveying
certain property located on the west side of Baker Street, north of
Santa Clara, was referred to the Council as a whole for report at the
next meeting.

On motion of Trustee Dahl, seconded by Jerome and carried, communi-
cation from Santa Aha Board .of Realtors protesting the publication by
the Pacific Telephone and Telegraph Company Of three separate class-
ified telephone directories in Orange County, was received and filed.

On motion of Trustee Hunter, seconded by Mcbride and Carried, the
request of Mrs. Mabel G. Webster and Mrs. Sallie G. Herrington that a
blind strip of land at the rear end of their lot at 1419-21 Spurgeon
Street be closed, was referred to t~he Administrator, Engineer and Fire
Chief for report at the next meeting.

On recommendation of the committee and on motion of Trustee Dahl,

Company, in the sum of $22,244.?6 was accepted for the improvement of
East Delhi Road from Main Street to the East City Limits, and all

The Committee reported that Penn Construction Company was the low
bidder for the construction of a storm sewer on Pine Street from
Shelton Street to Third and Patton Streets but the amount bid was in
excess of the Engineer's estimate, and on motion of Trustee Dahl,
seconded by Mcbride and carried, all bids were rejected.

On motion of Trustee Mcbride, seconded by Dahl and carried, communi-
cation from the Metropolitan Water District, together with certified
copy of Resolution No. 4115 levying a tax for the fiscal year 1952-
1953 upon taxable property taxable by the District, including taxable
property lying within 12xe City of Santa Ana, were received and filed.
Communication was read from :the B~ard of Supervisors advising that pro-'
posed annexation cf approximately'eight acres lying between the River
Channel and King Street south of 15th Street, oWned by Wa~ter W. COle,

Communication was read from Attorney C. Arthur Nisson, Jr. reference
claim of Mrs. George W. Upton for alleged injuries sustained by fall-
ing on the sidewalk at 1921 South Sycamore Street and offering to
settle the claim for $1200.00. On motion of Trustee Dahl, seconded
by Jerome and carried, the claim was referred to the City Attorney
Insurance Carrier.
On motion of Trustee Dahl, seconded by Hunter and carried, proper
authorities were authorized to execute Assignment to County
District No. 1 of Orange Oounty, for purchase of sewer pipe for Dyer
Roadt from Gladding-McBean Company.

Com~Anication was read from the City of San Fernando protesting pro-
posal concerning a 4% State-wide sales tax, and on motion of Trustee
Dahl, seconded by McBride and carried, the communication was received
and filed.

Communication was read from the City of Fullerton, together with
Resolution. No. 1579 opposing the proposal of the County Supervisors
Association for legislation with reference to a 4% State-wide sales
tax, and on motion of Trustee Hunter, seconded by Dahl and carried,
the communication and Resolution were received and filed.

On motion of Trustee Jerome, seconded by Dahl and carried, the
resignation of Byron F. Quivey from the Fire Department, effective
September 3, 1952, was received and~filed.

On motion of Trustee Jerome, seconded by Dahl Mud carried, commun~-
cations from the Board of Supervisors authorizing the consolidation
of special election with the general election for the purpose of
levying and collecting a tax on property within the City for the
purpose of constructing a swimming pool and bath house in Memorial
Park and providing additional recreational equipment for parks, and
for the purpose of submitting to the electors of the City the ~
of the adoption of a City Charter, were received and filed.
On motion of Trustee Jerome, seconded by McBride and carried,
communication from George Coffman protesting the manner in which the
garbage trucks are driven was referred to the City Engineer.
Communication was read from Willia~ Nutter, on behalf of the Latter
Day Saints Church, expressing thanks to the City Council and to the
City Engineer for the approval of a pedestrian sign at 501 South
Halladay Street, and on motion of Trustee Hunter, seconded by Dahl
and carried, the communication was received and filed.

A petition was read signed by five residents and property owners on
West Myrtle Street between South Parton and South Garnsey Streets,
requesting that a "No School Parking Sign" be placed on West Myrtle
Street. On motion of Trustee Hunter, seconded by Dahl and carried,
the request was referred to the Administrator and Chief of Police
for report.

On motion of Trustee Dab/, seconded by Jerome and carried, the claim
of Katherine M. Ellsworth, in the sum of $260.00, for injuries
sustained in a fall on the sidewalk at 607 E. Sixth Street was
referred to the City Attorney and Insurance Carrier.

Communication was read from the Planning Commission recommending
approval of Tentative Map of Tract No. 1459, which Tract represents
nearly all the land bounded on the south by Edgewood Road; on the
east by Tract No. 733;.on the north by Tract No. 705; and on the west
by an irregular line, most of which is approximately 147 feet west of
Santiago Avenue, subject to the condition that the southerly boundary,
now shown along the north side of Edgewood Road, be moved to the
center line of Edgewood Road. On motion of Trustee Dahl, seconded
by Jerome and carried, the recommendation of the Planning Commission
was accepted and Tentative Map of Tract No. 1658 approved subject to
condition as set forth by the Planning Commission.

notification of the State Boa~d of Equalization of alcoholic beverage
application made by Leonard E. Gorzeman, 302 W. 4th Street, was
received and filed.

application of Glen H. Boyett to drive taxicabs was received and
permit granted.
On motion of Trustee Hunter, seconded by Dab/ and carried, the request
of R. Lee Luskey, on behalf of Kiwanis Club of Santa Aha, to SOlicit
funds through distribution of "National Kidst Day# lapel buttons, on
Saturday, September 27th, was granted.

On motion of Trustee McBride, ~eeonded by Jerome and carried, the
reports of the Police Department, Water and Sewer Department,
Building Department and Judgers Office, for August, 1952, were
received and referred to the Finance Committee.

demands as audited by the Finance Committee were approved and Clerk
was authorized to issue warrants for eame.

Hunter, Trustee, was granted permission to leave the State from

work at a cost of approximately $1100.O0 on the north one-half of

A report was made by the Administrator reference request of the First
National Bank for removal cf parking meters in the first, second and
third ten-minute parking stalls o~ the west side cf Main Street
immediately south of the southwest corner of Fourth and Main Streets,
and that loading zones be established tn the parking zones. The
Admlnietrator stated that a yellow loading zone under the state law
is for the sole purpose of loading or unloadi~ passengers or freight
and under common usage and unde~standlng in the state, it has become
a zone for the use of commercial vehicles only. On motion of
Trustee Hunter, seconded by Dahl and carried, the Attorney was
instructed to prepare an amendment to the Section of the. Municipal
Code to provide for limited term parking with 12 and 2~ minute
limitations rather than the existing 10 and 20 minutes ae used on the
green curbs.
