Present: Trustees Absent: Trustees William Jerome, J.L.McBride, Orson H. Hunter, Milford W. Dahl, Courtney R. Chandler. None Each member of the City Council having received copies of the Minutes of November 3, 1952, reading of the Minutes was dispensed with and approved on motion of TruStee Jerome, seconded by McBride and carried. # In. Re Resol. No. 52-95 Accepting easement for Right-of-Way Joint Outfall Sewer On motion of Trustee McBride, seconded by Hunter and carried, the following Resolution entitled: "Resolution Accepting Easement for Right-of-Way" wherein the Orange County Flood Control District presented to the of Santa Ana a grant of easement for right-of-way for Joint Outfall Sewer Purposes for the use and benefit of Cities of Santa Aha, and Fullerton, was read, considered, designated Resolution No. 52-95 In Re Ordinance Amend. Application Reclassify West 1st St. btn Baker and Pistol Sis. Harold H. Girl Scout Council On motion of Trustee Hunter, seconded by McBride and carried, the Cler~ was instructed to forward a copy of the Ordinance establishing a maximum speed limit on the north side Of Delhi Road to the County Road Department requesting them to establish the same speed limit on the south side of the street. Communication was read. from the Planning Commission recommending approval of Revised Tentative Map'of Tract No. 1676, submitted by Paul B. Witmer, covering land along a southerly extension of Halladay Street and the southerly extension of Hickory Street with a tier of three lot~ on both sides of each street. These lots extend from the southerly lines of the lots frontlng On the south side of McFadden Street to an irregular line approximately 332 to 343 feet south of the center line of McFadden Street. On motion of Trustee McBride, seconded byJerome and carried, the recommendation of the Planning Commission WaS accepted and Revised Tentative Map of Tract No. 1676 approved subject upon con- dition that drainage is made satisfactory to the City Engineer. # Communication was read from the Planning Commission recommending approval of Tentative Map of Tract No. 1434, submitted by W.K.Lindeay, showing a tier of lots on each side of a proposed 740 foot westerly extension of Sharon Road, subject to the condition that a stree~ ~unning north from Sharon Road approximately along the line separating Lots 2 and 3 is provided. On motion of Trustee McBride, seconded by Jerome and carried, Tentative Map of Tract No. 1434 was referred to th, Planning Commission for ~urther study. No. 52-96 Abandon loading zones; Establish loading zone; W. 5th St. Communication was read from the Chamber of Commerce commending the Council and Planning Commission for action taken toward the creation of an industrial zone adjoining the tracks of the Southern Pacific and Santa Fe Railroads, and on motion of T~ustee Hunter, seconded by Jerome and carried, the communication was received and filed. Communication was read from Robert S. Farrar, Principal, Senior High School requesting that boulevard stops be installed at the south end of the campus, namely, at Ross and Camile Streets and at Patton and Camile Streets. On motion of T~ustee Hunter, seconded by Dahl and carried, the request was referred to the Administrator, City Engineer and Chief of Police for report at the next meeting. Communication was read from A.H.Famularo requesting an ex~ension of thirty working days for the comple'tion of the Maple Street storm sewer and on motion of Trustee McBride, seconded by Jerome and carried, the request was granted. On motion of Trustee McBride, seconded by Jerome and carried, Appli- cation No. 33752 of the Pacific Electric Railway Company, for authorit. to adjust and increase its interurban fares, was received and filed. On motion of T~ustee Dahl, seconded by Jerome and carried, the request of Ou~. Lady of Guadalupe Church that certain streets be closed on the afternoon of December 7th in order to celebrate the annual parade in honor of Our Lady of Guadalupe, was granted. On motion ef Trustee McBride, seconded by Dahl and carried, proper officials were authcri*zed to execute agreement between the City and Santa Aha Commercial Company providing for the rental, by the contract~ of one 1947 GMC, la ton, open top, dump truck, when proper figUres have been inserted in the agreement. On motion of Trustee Dahl, seconded by McBride and carried, proper officials were authorized to execute Crop Lease b~tween the City of Santa Ana, member Cities of the Joint Outfall Sewer System and Jack N. This being the date set for hearing in the matter of Bertram W. Vogel, 1506 North Main Street, on revocation of City Sales Tax Pe~t No. 1093 for non-payment of Sales Tax, the Clerk read communication from N~. Vogel requesting an extension of time on payment of delinquent sales tax, and on motion of T~ustee Dahl, seconded by Jerome and carried, the hearing was continued until December 15, 1952. On motion of Trustee Jerome, seconded by Dahl and carried, the follow- ihg Resolution entitled: "Resolution concerning parking limitations ~ under Ordinance No. 1030" abandoning loading zones en the south side of Fifth Street between Hain and Sycamore Streets, being the east 20 ft. of the west 68 ft., and the east 25 ft. of the west 155 ft., and establishing a loading zone on the south side of Fifth Street between Hain and Sycamore Streets, being the east 45.5 ft. of the west 51.5 ft., was read, con- sidered, designated Resolution No. 52-96 and passed by the following 290 In Re Notice of. None None On motion of Trustee Dahl, seconded by Jerome and carried, the Notice of Hearing of Application for Adjustment of Claim No. 52-L.A. 131-926,1 of the Industrial Accident Commission on behalf of Johan J. Hansen, former Fire Marshal,was received and filed. On motion of Trustee Jerome, seconded by Dahl and carried, the demands as audited by the Finance Committee were approved and Clerk authorized ~o issue warrants for same. On motion of Trustee Jerome, seconded by Dahl and carried, the notification of the State Board of Equalization of alcoholic beverage application made by Marvin E. Miller and George W. Upton, Jr. dba ,U, pton's Dutch Lunch, 415 West 4th Street, was received and filed. Communication was read from the City Engineer stating that on Novembe~I 14th a traffic count was made at Flower Street and Delhi Road which showed that 767 cars went through the north one-half of the intersect- ion between 8 A.M. and 5 P.M., 446 cars went east, through the south one-half of the intersection which is outside of the City and twelve pedestrians crossed the intersection travel3ing east and west, and, in his opinion a 35 mile speed limit is Justified. On motion of Trustee Dahl, seconded by Hunter and carried, the communication was l'eceived and filed. Communication was read from Arthur E. Curran requesting that stop signs be placed at the intersections of Cypress and Cubbon Streets and. Orange and Cubbon Streets, and on motion of T~ustee Jerome, seconded by Hunter and carried, the request was referred to the Administrator, City Engineer and Chief of Police for report. On recommendation of the City Engineer and on motion of Trustee Hunter, seconded by Jerome and carried, the Clerk was authorized to advertise for bids for the furnishing of lO,O00 feet of 6 inch Cast Iron Water Pipe, to be Class 150 Bell and Spigot, cement lined, manufactured in accordance with Federal Specifications WW-P-421 Type I or Type II; bids to be opened December 15, 1952. ,, On motion of Trustee Jerome, seconded by Dahl and carried, the application of Troy Boyd, Jr. to d~ive taxicabs, was received and permit granted. # On motion of Trustee McBride, seconded by Dahl and carried, the request of Robbins-Henderson-Ltd. for permission to install signs showing the. address of the National Automobile Club, 313 West 17th St.m, which proposed locations are between curb and sidewalk at the five main entrances to the City, was referred to the City Engineer and Attorney with power to act. On motion of T~ustee Dahl, seconded by McBride and carried, the claim of the Pacific Telephone and Telegraph Company for damage to 6 feet of their single tile duct and $00-pair, 2S-gauge alpeth cable, on the south side of 17th Stre~t~ about 200 feet west of Santiago Avenue, in ~ the eetimated sum of $250.00,~wa~ referred to the City Attorney. # On motion of Trustee DaB-l, seoonded by Jerome and carried, the In Re Civil Service Board Minutes Minutes of the Civil Service Board dated October l~, 1952, were In Re Request Nfs. On motion of Trustee Dahl, seconded by Jerome and carried, the reques of Mrs. Robert Weiland that a crossing guard be placed at Bristol Street to protect the children who attend the Glenn L. On recommendation of the committee and on motion of Trustee Dahl,- seconded by Jerome and carried, a traffic guard is to be placed at request the intersection of Broadway and Cubbon Streets, in compliance with / In Re Petition Requesting footbridge over Santiago Creek of members of the Spurgeon School Parent Teacher Association. On motion of Trustee Hunter, seconded by McBride and carried, the report of the Council on the petition requesting that a footbridge be erected, constructed and maintained for school children over Santiago Creek from the west end of River Lane to the north end of Baker Street, was deferred until Tentative Map of Tract No. 1~34 submitted In Re Petition to close North Flower St. In Re Appointment A.H.Allen '(Museum Board) In Re Maintenance Agreement Co.Sanltation Dist. Absent Trustees None On motion of T~stee Hunter, seconded by McBride and carried, the petition of residents of North Flower Street and vicinity requesting that North Flower Street be closed completely was denied. # On motion of Trustee Dahl, seconded by Jerome and carried, A.H.Allen was appointed aea member of the Bowers Memorial Museum Board; term to expire March 19, 1957. On motion of Trustee McBride, seconded by Jerome and carried, the Mayor and Clerk were authorized to execute Interim Maintenance Agree- ment dated November 17, 1952, between the City and County Sanitation District Number One of Orange County, for the maintenance, service and repair of Santa Ana trunk line. .
