Subject:Agenda Review Follow Up for October 15, 2024 City Council Meeting
Good Afternoon Mayor, Mayor Pro-Tem and Councilmembers (BCC),
Here is a wrap up from Agenda briefings for the City Council Meeting to be held on Tuesday October
15, 2024. There was a single question.
Agenda Agenda Item Question or Concern Staff Response
Item Title Summary from Council
Number
Application to the A Councilmember The Prohousing Designation is an

acknowledgement and recognition of
California State asked if there might be
existing status as a leader in housing
Department of HCD some consequences to
production and does not commit the
for Prohousing obtaining a
City in any way to additional laws or
Designation Program “Prohousing”
regulations beyond those already in
under the Permanent designation. Might this
place and applicable to all cities and
Regulations. lock the City of Santa
counties statewide. Moreover, the
Ana into something.
Designation does not result in any new
impacts on staff, such as reporting
requirements, since those already
apply evenly statewide. Jurisdictions
that have the Designation have a
competitive advantage when applying
for State grants, such as the $8 million
incentive program grant funds
announced this year. The Designation
does not result in any new
commitments or penalties should the
City opt out at any time, and does not
change the way laws are applied to
jurisdictions or how they review
housing projects. Once a jurisdiction
receives the recognition, the
Designation is valid for three years.
