Clerk was authorized to open the bids for the construction of a 33",
24" and 21" reinforced concrete pipe storm sewer on Third Street
between Pa~ton and Main Street and on Ross Street from Third Street
to Eighth Street, as follows:

On motion of Councilman Jerome, seconded by McBride and carried, the
bids were referred to the City Manager and Director of Public Works
for report and recommendation at this meeting.

The Clerk read communication from the Planning Commission recommending
approval of a variance submitted by Samuel J. and Mary B. Stronge and
Helen B. Smith for the First Christian Church, to construct a ~hu~eh
and accessory buildings with improvements and off-street parking in
connection with the use of the property at 1716-22 West 17th Street.
Attorney George Tobias representing seventeen or eighteen property
owners within the affected area requested an extension of time in
order to meet with the Church g~oup. The reason for opposition to -
the Church was that 16th Street could not be extended west of College
Avenue, if the Church is constructed. Attorney Winthrop O. Gordon,
representing the applicants and the Church g~oup, stated their time is
limited as it is necessary to meet the terms of agreement and option.
On motion of Councilman Jerome, seconded by Larsen and carried, the
matter'was continued until June l, 1953 in order that the two groups
might reach a compromise.

This being the date set for the continued hearing on variance
application of Oliver E. Huseth to permit use of the living room in the
existing residence at 1323 West Edinger as a dry cleaning and tailoringi
agency, to be operated by Mrs. Donna Swank, the Clerk read communication
from the Planning Commission recommending denial of the variance.
Thomas B. Shedden, 1530 South Hesperian Street, representing a group
of property owners stated certain residents signed the petition obJect~
lng to the Agency. Thomas McLaughlin, 1418 Hesperian and Arnold
Wheeler, stated their objections to the establishment of the business.
On motion of Councilman Jerome, seconded by Larsen and carried, the
Attorney was instructed to prepare a Resolution granting the variance
with the following conditions:
(1) There is to be no dry cleaning equipment, no steam presses, and
no steam boilers upon the property;
(2) There is to be only one sign which shall be unlighted and shall
not exceed 12 square feet in area.
(3) That the yards and lawn areas around the residence shall be
planted to lawn and landscaped to conf~rm to the surrounding
neighborhood.
On motion of Councilman Jerome,
seconded by McBride an~ carried, the
recommendation of the Planning Commission was approved and variance
granted to Jack W. Smith to. construct two apartment buildings with six
units in each, with garages and launda~y rooms in rear, a t 619 North
Baker Street, subject to the conditions as imposed by the Planning.
Commission, and to the condition that the garage space is ample.
The City Manager was instructed to investigate the parking facilities
and furnish a written report outlining his findings.
On motion of Councilman McBride, seconded by Jerome and carried,
the
recommendation of the Planning Commission was approved and variance
granted to C.V.Taormina to permit expansion of the present salvage
yard operation to include the salvage and handling of aluminum, brass,
copper and other metals, erection of a building for the purchase and
sales.cf salvaged materials at 2323 West Fifth Street, subject to the
conditions as imposed by the Planning Commission, and to the condition
that the painting of signs on the fence be permitted only on the~West
Fifth Street side, not to exceed 12 square feet in area.
On motion of Councilman McBride, seconded by Larsen and carried, the
recommendation of the Planning Commission was approved and variance
granted to Charles B. Linger to const~uet a 40' x 28' two-story build-
ing with two offices on the lower floor, two apartments on the second
floor and the front 105~ of the property to be used for parking at
317 East 17th Street, subject to the conditions as imposed by the
Planning Commission.

The Vic~ Mayor announced that a minimum price of $24,000.00 would be
acceptable to the City for the purchase of property described as Lots
3 and 5 of the Main Street Tract, located at the northeast corner of
20th and North Main Streets, subject to the following conditions:
The City will pay regular seller's portion of escrow
and title fees~
The City will not pay any broker's fee or share thereof;
Following the initial offer,~addltiona~ offers will be
entertained at the value of $500.00 ov.~r the highest
previous bid.
Successful bidder must file a cashier's check or instrument
of equivalent surety to .the amount of 10% of the accepted
bid, to be fi2ed with the Clerk of the Council by 5:00 P.M.
May 20, 1953.
Thomas W. Andrew, as broker for Dr. R.I.Brockbank, offered $24,000.00
for the property, and on motion .of Councilman Lateen, seconded by
Jerome and carried, the bid was accepted. On motion of Councilman
Jerome, seconded by Lateen and carried, proper official was authorized
to enter into an escrow and to execute deed to the property.
E.C.Misslldine, Chairman of the Industrial Committee, gave a brief
resume of the. area recommende~ by the Planning Commission to be suit-
able for M-1 Industrial Zone, being property bounded on the north by
~Delhi Road, on the east by South Main Street, on the south by the
extended center line of Talbert Road and on the west by Bristol Street
Ag~eeingwith the Commission's recommendation was Randolph Mart, Legal
Representative of the Southern Pacific Railroad Company and the P.E.
RallwayCompany, who stated that the Railroad Company had $400,000.00
in escrow to purchase 95 acres of land south of Delhi Road if it were
zoned for industry. Thomas E. Reff®~ma~,Attorney, stated that the
City needs industry to provide a payroll for its citizens. Whelan
Leonard, a Los Angeles realtor, said~he was representing both the
prospective buyer and seller of the acreage sought by the Railroad
Company. Attorney R.C~Mize, representing four property owners and
himself, with approximately 400 acres, stated his clients were in
favor of the industrial zoning. The communications, opinions and
maps, submitted by Attorney Mize were ordered filed. William C.
Croddy stated he owned land west of the proposed industrial area and
is in favor of the industries. The Clerk read two protes~ petitions,
one containing 27 names objecting to industry on the west side of Main
Street, the other 88 names, presented by Mrs. Wayne Crowther, stating
that industry would create a hazard to the Washington School children.
J. Ogden Markel stated his reasons for opposing the seven favorable
features set forth in the study made by the Commission. E.A.Meredlth,
2130 Park Drive, was of the opinion that the industrial zone should be
on the east side of Main Street. On motion of Councilman Jerome,
seconded by Lateen and carried, the matter of Area N-A being designate~
as M-1 Industrial Zone, was taken under advisement fo~ further
consideration.

residential development, being property bounded on the north by
Chestnut Avenue, on the east by Lyon Street and Ritchie Street, as ,~
connected by the right-of-way of the A.T.&.S.F.R.R., on the south by'
the extended line of Commercial Street, which is a line 300 feet north!
of St. Andrews Place and on the west by the extended easterly line of
Standard Avenue. Edward Hall, representing 19 property owners
stated their reasons for favoring the recommendation of the Commlssion!~
but objected to industrial development south of the area. Colonel
Ntllard, 1329 Orange Avenue, complimented the Planning Commission on
its recommendation to retain this southeast 'section for residential
development. The Clerk read petition presented by F~re. Ann Millard,
containing names of 53 property owners protesting the rezoning of any
property north of Delhi Road in ~the southeast section for industrial
purposes. The petition was ordered filed. L.J.LeRoy, Industrial
.Agent, Santa Fe Railway Co., gave his reasons for favoring industrial
zoning of the section south of Chestnut Street along the Santa Fe
Railroad on the easterly side of the track and the extension of the
new Freeway. E.A.Neredith, 2130 Park Drive, agreed with the statemen~
made by Mr. LeRoy. John W. Herndon, Chairman of Industrial Committee
of the Chamber of Commerce, was of the opinion that recommendations
of the Planning Commission were excellent. On motion of Councilman
McBride, seconded by Lateen and carried, the matter of Area "B", belngl
designated for residential development, was taken under advisement for!
further consideration.
Communication was read from the Planning Commission recommending
approval of Tentative Nap cf T~act No. 1825, submitted by Park Lane ~.
Estates covering property bounded on. the north by Memory Lane and on
the east by Flower Street, and as recommended by the Division of High-li
ways. On motion of Councilman Jerome, seconded by Lateen and carried!~
the recommendation of the Planning Commission w~s approved subject to
the following conditions: That all streets be 60 feet and the main
entrance to the subdivision be located at Lowell Lane; that the right-i
of-way line be located 50 feet from the existing center llne of Memory!i
Lane and front yard requirements be 25 feet within the Tract.

On motion of Councilman Jerome, seconded by Lateen and carried, Nap
of Tract No, 1786, submitted by Emmet C. Rogers, for the dedication of
Baker Street and 21st Street, for highway purposes, was approved and
officials authorized to sign same, when improvements are completed.

Clerk was instructed to write a letter to R.K.McLean, M.D. advising
that the matter of a new City Library is in the hands of the Planning
Commission for recommendation.

completed, and on motion of Councilman McBride, seconded by Jerome

completed, and on motion of Councilman McBride, seconded by Jerome

On motion of Councilman McBride, seconded by Larsen and carried, the
requests of %he Veterans of Foreign Wars, Post No. 1680 to sell poppie~

and 23rd and the Veterans of Foreign Wars Santa Ana Memorial Post
7140 on May 22nd thru May 30th, were granted.

Communication was read from the Principal, Edison School, 2063 Orange
Avenue, requesting that an additional cross-walk be placed near the
school for the safety of %he children, and on motion of Councilman
Larsen, seconded by MCBride and carried, the request was referred to
the CityNanager, Director of Public Works and the Chief of Police
for recommendation and report at the next meeting.

Communication was read from T.G.Burnett, 1045 West Bishop Street,
petition signed by fifty-six residents in the vicinity of Lowell Schoc
requesting that a four-way stop sig~ be installed at the corner of
Bishop and Shelton Streets. On motion of Councilman McBride,
by Larsen and carried, the matter was referred to the City Manager,
Director o~ Public Works and the Chief of Police for recommendation
and report at the next meeting.

Communication was read from Dave MacDougall, 1120 South Lowell Street
stating his views reference the City license tax and the 100% penalty,
and on motion of Councilman McBride, seconded by Larsen and carried,
the communication was received and filed.
On motion of Councilman Jerome, seconded by McBride and carried, the
matter of the 100% penalty added to delinquent licenses was submitted!i
to the City Manager and the Clerk for study and possible revision
and report to the Council at a future date.
Communication was read from County Tax Collector advising that the
County intends to sell at public auction tax-delinquent property
described as Lot 4, Block "P" in Tract No. 668, being property
located on Hickory Street between Delhi Road and Anahurst Place.
On motion of Councilman McBride, seconded by Jerome and carried, the
Clerk was instructed to notify the Tax Collector that the City con-
sents to the sale of such property.

A petition was read signed by fifty-six residents and property owners
requesting that a crossing guard be stationed at Bristol and Bishop
Streets for the safety of the school children, and on motion of
Councilman McBride, seconded by Jerome and carried, tP~e request was
referred to the City Manager, Director of Public Works and the Chief
of Police for recommendation and report at the next meeting.

On motion of Councilman McBride, seconded by Jerome and carried, the
Minutes of the Executive Committee of the Joint 0utfall Sewer held at
Anaheim, May 7, 1953, were received and filed.

On motion of Councilman Jerome, seconded by McBride and carried, the
applications of Donald B. Richardson, Hazel Jane Stalnaker and Alvin
Oxford to drive taxicabs, were received and permits granted.
On motion of Councilman Jerome, seconded by McBride and carried, the
notification of the State Board of Equalization of alcoholic beverage~
application made by Stuart O. Stevens, 310 E. 4th Street, was
received and filed.

On motion of Councilman Jerome, seconded by Larsen and carried, the
demands as audited by the Finance Committee were approved and the
Clerk authorized to issue warrants for same.

On motion of Councilman Jerome, seconded by Larsen and carried, Notice
of Hearing on the application of~the Pacific EleCtric R~ilwayCo., a
corporation, and J.L.Haugh, for authority to sell and lease certain
passenger operative certificates and certain passenger facilities,
was received and filed.
A written report was read from the City Attorney regarding the recenti~
amendment requiring posting of blocks to prohibit parking during
certain hours of the day and advising that Assembly Bill 3199 woul~
solve the problem and is now in the Governorls hands for signature.
On motion of Councilman McBride, seconded by Jerome and carried, the
report was received and filed.
