ASSEMBLY BILL 198~ AND DECLARING TltAT STATE AID FOR
LIBRARIES IS NEITHER NECESSARY NOR DESIRABLE.
WHEREAS, there is now under consideration by the Education
Committee, Assembly Bill 198~, which would provide certain finan-
cial grouts or aid from State funds to library systems which com-
ply with min%mum standards and requirements~ and ~hich Bill creates
a Public Librarykid Board for the administration of the provisions
of said bill; and
WHEREAS, it is believed that expression from local agencies may
assist the Education Committee in arriving at its recommendation,
and may assist the State Lagislators in their f~nal vote on this
question;
NOW, THEREFORE, BE IT RESOL~-ED: That the City Council of the
City of Santa Ana hereby declares its finn oppo,sition to the pro-
purposes, intent and pattern of Assembly Bill 198~, and
that:

effect of such spending, even through the use of rewards for con-
formity, should forever be opposed by the people of the State.
2. That any new State expenditure imposed on top of Cali-
fornia,s already depleted State Treasury must be opposed unless
i'ts urgent necessity compels agreement among all the citizens
and the divergent groups and organizations of the State. At a
time when our new State Administration is seeking more taxes for
more spending as a s~stem of bal~cing our State budget we must
instinctively react against any new grants or gifts of public funds
that may justify a request for even more taxes and further spending.
3. We must express opposition to any system of State control
of purely local agencies, even a system of bonuses or rewards for
approved behavior, fifthly believing t~at only matters of compelling
State-wide interest need be regulated from the State Legislature.
BE IT FURTHER RESOLVED: That the Clerk of the Council is dir-
ected to send a certified copy of this Resolution to Senator John
A. I,~urdy, Jr., Assemblyman Bruce Sumner, and Assemblyman Richard
T. Hanna.

at their regular meeting held on the 15th day of February, 1960.
