ANNEXATION OF TERRITORY TO THE CITY OF SANTA ANA, DESIG-
NATING AN APPROPRIATE NAME OF "BAIMS ANNEX NO. 1" FOR
SAID TERRITORY ~ND GIVING NOTICE OF PROTEST HEARING THEREON
WHEREAS, at the request of property owners in t~e territory
herein described, a description and map of said territory were
presented ~ the Santa Aha Planning Commission, and said Commission
approved the annexation of said territory, and said descri~ion and
map were presented to the Boundary Commission of Orange County,
Catiforala;
NOW, THEREFORE, BE IT RESOLVED: That the City Council of the
City of S~ta Aha hereby initiates proceedings for annexation of the
territory herein described to the City of S~ta Ana for the ~llow-
lng reasons:
1. That the area csn best be served by the City of Santa
Ana with municipal services of the highest caliber anywhere obtain-
able.

That said municipal services can be furnished to the
in the territory at approximately half of the cost of
the services offered by any other City that could serve ssid prop-
erties.
3. That when the property in the territory is fully dev-
eloped with commercial au d industrial buildings the savings to the
owners in fire insurance premiums will be greater than all taxes
paid to the City of Sm ta Ana.
4. That when and if the present owners of property in
said territory desire to sell or lease their property, they will
receive a higher cash return for the same than would be obtainable
if said property were annexed to any other city, because of the
recognized maturity, high quality, economy and integrity of the
City Government of Santa Aha, the low bonded indebtedness of Santa
Aha, and the many years of established annual reduction in the
tax rate which nas made Santa Ana the leading City in the United
States of America for continued annual reduction of the tax rate.
5- That for all of the aforesaid reasons it is to the
economic advantage of said territory to become a part of the City
of Santa Ana, rather than to commit its entire future to inferior
services in exch~ge for tricks of salesm~ship and promises of
uncertainty.
BE IT FURTHER RESOLVED: That the City Council hereby declares
its intention to annex all of the territory hereinbelow described
under the provisions of the Annexation of Uninhabited Territory Act
of 1939, ~nd hereby finds and declares that said territory is un-
inhabited within the meaning of Government Code Section 35303 on
the date of t~e adoption of this Resolution; that ssid territory
is contiguous to the City of Santa Ana, lies in the County of Orange,
State of California, and is described as:
