Each member of the City Council having received copies of the Minutes of August 3 and 10, 1953, reading of the Minutes was dispensed with and approved on motion of Councilman Jerome, seconded by Dahl and carried. . C. Missildine was introduced, considered and placed on file for second reading. On motion of Councilman Dahl, seconded by Jerome and carried, the statement of L. H. Eckel, County Auditor, fixing the assessed valua- tion of the City at $68,820,570.00 for the year 1953-54, was received and filed. . On motion of Councilman Dahl, seconded by Larsen and carried, the following Ordinance entitled: "Ordinance No. NS-10 of the City of Santa Ana, California, fixing the amount of money ascertained to carry on the various departments of the City of Santa Ana, to pay the bonded indebtedness falling due for the current year 1953-1954, fixing the rate of taxation for the current year 1953-19~4, and designating the number of cents on each $100.00 for the various funds of said City and hereby levied on the whole of the ta~able property of said City" was read, considered and passed as an ~mergency OrdinAnce by the following vote: Ayes, Councilmen William Jerome, Thomas F. On motion of Councilman Jerome, seconded by Dahl and carried, the Mayor was authorized to sign escrow instructions from E. H. Warhurst, etux for right-of-way on South Main Street. # On motion of Councilman Jerome, seconded by Dahl and Carried, the reading of the Resolution was waived. On motion of Councilman Jerome, seconded by Larsen and carried, the following Resolution entitled: "Resolution No. 53-122 Accepting Easement Deed" from E. H. Warhurst and Lillian M. Warhurst conveying an easement for street purposes over and across the westerly seven feet of Lot Two in Block M of Tract No. 252, McFadden Home Tract No. 252, for the widen- ing of South Main Street, was considered and passed by the following vote: Ayes, Councilmen William Jerome, Thomas F. Larsen, Milford W. Dahl, Courtney R. Chandler Noes, Councilmen None Absent, Councilmen J. L. McBride. # The Council having unanimously waived the reading of the Resolution, on motion of Councilman Dahl, seconded by Lateen and carried, the following Resolution entitled: "Resolution No. 53-123 authorizing and directing the Clerk of the Council to advertise for bids for the reconstruction of Grand Avenue from Fourth Street to Seventeenth Street (except across Santa Ana Freeway)" was considered and passed by the following vote: Ayes, Councilmen William Jerome, Thomas F. Larsen, Milford W. Dahl, Courtney R. Chandler Noes, Councilmen None Absent,.Councilmen J. L. McBride. In Re Withdrawal of ~m.l~.nd~aAn~PstlrioC~ti°n On motion of Councilman Jerome, seconded by Larsen and carried, the recommendation of the Planning Commission was approved and variance granted to Joseph Catherina to permit construction of two duplexes on two lots at the southeast corner of St. Andrews Place and Evergreen Street, described as Lots i and 2, Block G, Tract No. 696. . On motion of Councilman Larsen, seconded by Jerome and carried, the recommendation of the Planning Commission was approved and variance granted to Katherine Fitzgerald to permit constr~:ction of a 12' x 12~ frame building for the preparation of barbequed meats at 1219 W. 1st Street. On motion of Councilman Jerome, seconded by Dahl and carried, the recommendation of the Planning Commission was approved and variance granted to Sue R. Henry to permit alteration of an upstairs bedroom into a kitchen to provide an extra apartment at 1801 Bush Street. . On motion of Councilman Jerome, seconded by Larsen and carried, the recommendation of the Planning Commission was approved and variance granted to Dr. Sidney R. and Nelba L. ~nwin to permit 'Construction of three stores to be situated five feet from the inside of the sidewalk in the 2000 block S. Flower Street, described as a portion of Lot l0 of Tract No. ll91. # On motion of Councilman Dahl, seconded by Larsen and carried, the recommendation of the Planning Commission was approved and Variance granted to Ethel Covington to permit use of the two first floor apart- ments for professional use, i.e., physicians, dentists, etc. at 1522 N. Sycamore Street. . On motion of Councilman Jerome, seconded by Larsen and carried, the recommendation of the Planning Commission was approved and variance granted to Lewis C. Elliott to permit change of the use of the present building at 1701 Spurgeon-301 E. 17th Street from an R-2 use to a general commercial office; subject to no signs being erected on Spurgeon Street. # Communication and Resolution No. 545 of the Planning Commission were read on the application of Allison Honer, recommending the reclassifi- cation of the southwest corner of 15th and College Avenue from R-1 to R-3 Zone. On motion of Councilman Larsen, seconded by Jerome and car- ried, a notice of public hearing was ordered published setting date as September 8th, 1953. Communication and Resolution No. 543 of the Planning Commission were read on the application of Allison Honer, recommending the reclassifi- cation of the northwest corner of 17th and Bristol Streets from R-1 and R-2 to C-2 Zone. On motion of Councilman Larsen, seconded by Jerome and carried, a notice of public hearing was ordered published setting date of hearing as September 8th, 1953. The Planning Commission having recommended the denial of the applicati, of J. R. Sandstrom, it was moved by Councilman Dahl, seconded by Larse~ be granted, and carried, that the request of J. R. Sandstrom/to withdraw his appll cation for reclassification of a parcel of land consisting of 6.15 acres situated between Myrtle, Oak, Halladay and Bishop Streets. Ro Sandstrom for the abandonment of Hickory Street between Bishop and Myrtle Streets, east of Oak and west of Halladay Street. On motion of Councilman Dahl, seconded by Jerome and carried, Map of Tract No. 1888, submitted by College Park, a limited partnership, covering the dedication of Edinger, Pomona, Woodland, Garnsey and Occidental Streets, and agreement were approved for official signa- tures, subject to filing of bond in the sum of $57,500.00 and approval by the Attorney. On motion of Councilman Dahl, seconded by Jerome and carried, the subdivider was ordered to remove all eucalyptus trees on all the boundaries of the subdivision. On motion of Councilman Jerome, seconded by Dahl and carried, Map of Tract No. 182h 'and agreement submitted by Park Lane Estates and Park Lane-Homes for the dedication of Memory Lane, Park Lane, Westwood Street, Towner Lane, Freeman Lane, Lowell Lane and Olive Lane and bond in the sum of $72,800.00, were approved and officials authorized to sign map and agreement. On motion of Councilman Dahl, seconded by Larsen and carried, the request of J. W. Smith for one-hour parking zones between Tenth and Washington Avenue on Main Street, was referred to the committee on for report curb usage/and the Clerk instructed to advise the applicant of the Council's action. On motion of Councilman Jerome, seconded by Larsen and carried, the report of Diehl and Company on an examination of the accounts and records of the City for the period January 1 to April 30, 1953, was received and filed. On motion of Councilman Dahl, seconded by Jerome and carried, the request of the Santa Ana City Schools for a thirty-five foot driveway on Fourteenth Steet near French Street for the warehouse and mainte- nance yard, was granted. On motion of Councilman Jerome, seconded by 'Dahl and carried, Clarence Amling Roses, Inc., were granted permission to drill a twelve inch well to produce water for irrigation purposes to be located approxi- mately 600 feet easterly of the center line of Sullivan Street and 100 feet southerly of the northerly boundary of their property. On motion of Councilman Dahl, seconded by Larsen and carried, the application of Stanton House Movers to move an apartment house thirty- two feet in height from 609 N. Ross Street to 830 Eo Chestnut Street, was granted. On recommendation of the Engineer and on motion of Councilman Larsen, seconded by Jerome and carried, the Clerk was authorized to advertise for 10,O00 feet of 12 inch and 5,000 feet of 8 inch cast iron pipe, Class 150, Bell and Spigot, cement line, manufactured in accordance with Federal Specifications WW-P-421 Type I or II $ bids to be opened September 8th, 1953. A complaint was read from Henry Thibodeau, o~er of a four-unit apart- ment house at 625-27~ E. On motion of Councilman Dahl, seconded by Larsen and carried, the complaint was received and filed and the Clerk instructed to advise Mr. Thibodeau that the City is not in a position to make such determination. On motion of Councilman Dahl, §econded by Jerome and carried, the appli. cation of Harley F. Lee, §o-owner of the One Day Shirt Service, 407~ W. 17th Street for a ten minute parking zone, was referred to the stank ing committee on curb usage for report. On motion of Councilman Dahl, seconded by Jerome and carried, the Mayor and Clerk were authorized to sign an agreement with the County Sanita- tion District No. I of Orange County for th~ maintenance and repair of the trunk sewer lines belonging to District No. 1. On motion of Councilman Dahl, seconded by Larsen and carried, the Manager was requested to report on those items on the agenda that he is in a position to report on. , On recommendation of the Manager and on motion of Councilman Dahl, seconded by Larsen and carried, the low bid of Worthington-Gamon Meter Division in the amount of $21,070.00 for water meters was accepted and all other bids rejected and certified checks ordered returned to the unsuccessful bidders. On recommendation of the committee and on motion of Councilman Dahl, seconded by Larsen and carried, the low bid of United States Rubber Company for the furnishing and delivering of copper conductors and cables for the Fire Department, was accepted and the other bid rejec- ted and certified check ordered returned. On recommendation of the committee and on motion of Councilman Dahl, seconded by Larsen and carried, the contract for the construction of a sanitary sewer along Delhi Road between Bristol and Main Street was awarded to the low bidder, W. C. Rados for ~he amount of $31,226.25 and all other bids rejected. It was moved by Councilman Jerome and seconded by Dahl, that it is the intent of the City to provide an amount equal to 25% of the approximate cost, estimated at $276,000.00, of acquisition and improvement of the Off-street Parking District No. i to serve the area adjacent to and east and north of the intersection of Fourth and Main Streets; contri- bution not to ex,ed $70,000.00. COuncilman Larsen voted "No" for the reason that he believed the pro- perry owners had not exhausted every possible effort to develop their own lots or solved their own problems; that he was against ~he idea of the City going into the parking lot business and against the assessment district plan at ~his time. Motion carried. On recommendation of the committee and on motion of Councilm~n, Dahl, seconded by Larsen and carried, the reGuest of Rettew and Company for a loading zone in front of 116 E. A report was read of the Building Inspector reference petition filed on variance violations at 1323 W. Edinger Street, stating that all requirements had been complied with and on motion of Councilman Dahl, seconded by Larsen and carried, the report was received and filed. It was moved by Councilman Dahl, seconded by Jerome and carried, that the Attorney prepare a Resolution to assess the property around the Edison School on Orange Avenue for the improvements in Assessment In Re Vacate Street Water Well on E. St. Gertrude Pl. District No. 195. . On motion of Councilman Dahl, seconded by Jerome and carried, the Attorney was directed to file a nuisance abatement against the South Main Mutual Water Company to vacate E.
