Present: Councilmen William Jerome, J.L.McBride, Thomas F. Larsen, Milford W. Dahl, Courtney R. Chandler. Absent: Councilmen None A previous meeting having been scheduled in the Council Chamber, the City Council adjourned its meeting to the Mayor's Office on motion of Councilman Dahl,seconded by Larsen and carried. ,, In Re This being the date s et for hearing of protests ordering the vacation Resol. No. 53-1~4 Vacate portion of Vance Street. (Hearing date) and abandonment of a portion of Vance Street and no oral or written protests were received. The Council havingunanlmously waived the reading of the Resolution, on motion of Councilman Jerome, seconded by Larsen and carried, the following Resolution entitled: "Resolution No. 53-144 ordering the vacation and abandonment of a portion of Vance Street" was considered and passed by the following vote: Ayes, Councilmen Noes, Councilmen Absent, Councilmen William Jerome, J.L.MeBride, Thomas F. On motion of Councilman Dahl, seoonded by Lateen and carried, the following Ordinance entitled: "Ordinance approving the annexation of that certain territory designated "Schulman Annexation" wag int~oduced, considered and placed on file for second reading. On motion of Councilman Dahl, seconded by Jerome and carried, Map of Tract No. 1502, submitted by Hugh M. Neighbour, Jr., for the dedioatiom of B~istol Street and Santa Clara Avenue was approved and Money Order check in the sum of $5$0.00 for sidewalk improvements accepted and officials authorized to sign Map and Agreement. # On motion of Comncilman Dahl, s~oonded by McBride and carried, Map of Tract No. 185~, SUbmit~eA by Geox'ge M. Sandstrom etal for the de~ication of Yalnu~ Street between Baker Street .and Bristol Street and bond in the sum of $11,000..00 were approved and officials author- izod to sign Map. It was moved by Councilman Dahl, seconded by Jerome and carried, that the proper officials enter into an agreement with George M. Sandstrom etal whereby the City will agree to pay the extra cost of the additional work as set forth in the statement of policy previously adopted. . The Council having unanimously waived the reading of the Resolution, on motion of Councilman Dahl, seconded by Jerome and carried, the following Resolution entitled: "Resolution No. 53-145 Accepting Easement Deed" from Harvey Franklin Bennett for an easement fox- street purposes on Gx'and Avenue south of First St~.eet, was considered and passed by the following vote: Ayes, Councilmen William Jerome, J.L.McBride, Thomas F. Guho, Contractor for damages to improve- ments on West Pine Street and on motion of Councilman McBride, seconded by Larsen and carried, the eommunicatlon and claims were on received, filed and total amount of claims ordered withheld' from the contractorts final payment. # The Council having unanimously waived the reading of the Ordinance, motion of Councilman Dahl, seconded by Jerome and carried, the follow- ing Ordinance entitled: #Ordinance amending Santa Ana Municipal Code by amending A~ticle IX thereof creating changes in district boundaries and by amending Sheet Number 26 of the Districting Map to show the reclassification# from I%-1 to ~-2 District, all lots in Tract No. 1788 on the west side of King Street to the Santa Ana River between 15th and Washington Avenue, except Lots l, 37, 38, 39 and 40 facing King Street which shall remain as R-1 District, in accordance with the Amendment Application of Walter Oole etux, was considered, designated Ordinance No. N~-15 and passed by the following vote: Ayes, Councilmen William Jerome, J.L.McBride, Thomas F. Noes, Councilmen None Absent, Councilmen None The Council having unanlmously waived the reading of the Resolution, on motion of Councilman Lateen, seconded by McBride and carried, tYae following Resolution entitled: "Resolution No. 53-148 authorizing the Mayor and Clerk of the Council to execute that certain agreement between the City and the State of 0allfornia, Department of Public Works, Division of Highways for channelizing traffic at the inter- section of North Flower Street and Santa Ana Boulevard" was considered and passed by the following vote: Ayes, Councilmen William Jerome, J.L.McBride, Thomas F. Lateen, Milford W. Dahl, Cou~tney R. Chandler. Noes, Councilmen None Absent, Councilmen None . On motion of Councilman Jerome, seconded by Dahl and carried, the request of John L. Wehrly, D.D.S. that one or two meters be restricted to twenty-four minutes at 624 North Main Street, was referred to the committee on curb usage for report. # On motion of Councilman Dahl, seconded by Jerome and carried, the request of Alice C. Sanchez and Aurora S. Romero, 422 East Third Street, for a time limit zone, was referTed to the committee on curb usage for report. # On motion of Councilman McBride, seconded by Dahl and carried, the biennial report of the Orange County Joint 0utfall Sewer, was ~eoeivedand filed. Communication was read from the City Attorney stating that the Public Works Office, llth Naval District, advise that the fuel line to E1 Toro which they propose to ~ is largely upon Railway right-of-way and the Railway Company has suggested condemnation proceedings as a method of obtaining an easement. On motion of Councilman Dahl, seconded by Jerome and carried, the Attorney was instructed to advise the Public Works Office, llth Naval District that the City is not in favor of condemnation proceedings, is open to negotiations and part- icularly adverse to fuel line being installed on Seventeenth Street. It was moved by Councilman Jerome, eeoonded by Dahl and carried, to amend the 1953-55 Budget by the creation of a new expenditure activit~ account within the Parking Meter Fund and to transfer into thisnew activity account the sum of $1200.00, which shall be taken from the unappropriated reserve of the Parking Meter Fund, for the purpose of meeting%he Council's commitments on off-street parking. On motion of Councilman McBride, seoonded by Lateen and carried, Phil M. ~own, Clyde H. Ashen, John H. Agreement VII-Ora-2, 174-SA, between the City and the State of covering Freeway Califo~nia~between the northerly City Limits at Chapman Avenue and the Easterly City Limits at Maybury Street and proposed map were referred to the Manager and Assistant Engineer for further study. # It was moved by Councilman Dahl, seconded by Lateen and carried, that a communica$ion be addressed to the County Planning Commission refer- ence the Segerstrom-Croddy application for change of zone, that the final determination of the request be withheld until Joint consider~ ation can be given between the City of Santa Ana and the County Planning Commission; and it iS to be expressed in that communication that it is believed such a zone change would seriously affect the City!! and the Council ~esires to haFe the opportunity to be informed of the facts in order to take the prope~ stand in the matter.
