AGENDA TITLE:
Amend Agreement with Redistricting Partners, LLC to Increase Contract Amount by
$10,500 for Redistricting and Mapping of Demographics (General Fund)
RECOMMENDED ACTION
Authorize the City Manager to execute an amendment to the agreement with Redistricting
Partners, LLC to increase compensation amount by $10,500 for redistricting and mapping
of demographics in compliance with Federal and California Voting Rights Act
Requirements, subject to non-substantive changes approved by the City Manager and
City Attorney.
DISCUSSION
On September 9, 2021, the City entered into an agreement with Redistricting Partners,
LLC to provide demographic analysis, census mapping, drafting maps and other essential
tasks. Redistricting Partners, LLC, provided significant support in the redistricting process
and were invaluable in public outreach efforts. Additionally, Redistricting Partners, LLC,
worked closely with the Orange County Registrar to oversee the processing of new lines
and the adoption of them.
The City received a late invoice from Redistricting Partners, LLC, but the contract amount
has been exhausted due to the amount added by the invoice. In order to continue the use
of this consultant for future purposes, an increase in the contract amount is requested.
The current aggregate amount of $50,000 with the additional invoice received of $10,500
is over the City Manager’s $50,000 award authority, and therefore requires City Council
approval.
ENVIRONMENTAL IMPACT
There is no environmental impact associated with this action.

FIRST AMENDMENT TO AGREEMENT WITH REDISTRICTING PARTNERS LLC
THIS FIRST AMENDMENT to the above-referenced agreement is entered into August 16, 2022, by and
between Redistricting Partners, LLC. (“Consultant”), and the City of Santa Ana, a charter city and
municipal corporation organized and existing under the Constitution and laws of the State of California
(“City”).
RECITALS
A.The parties entered into Agreement No. N-2021-178 (“Agreement”) dated September 9, 2021, to
retain Consultant to provide demographic analysis, census mapping, draft maps presentation, and
public outreach for the 2021-2022 City Council ward redistricting process.
B.The parties now wish to amend the Agreement to increase the compensation to cover services
previously rendered.
The Parties therefore agree:
1.Section 2(a), Compensation, is hereby amended to increase the total sum to be expended under the
term of the Agreement by $10,500 for a total annual amount not to exceed $60,500.
2.Except as modified by this First Amendment, all terms and conditions of the Agreement, shall remain
in full force and effect.
IN WITNESS WHEREOF, the parties hereto have executed this First Amendment to the Agreement on the
date and year first written above.
