AGENDA TITLE
Third Amendment with A1 Party Rental for Event Equipment Rental Services at City
Events (General Fund)
RECOMMENDED ACTION
Authorize the City Manager to execute an agreement amendment with A1 Party Rental
for event equipment rental services at City events to increase the annual amount by
$50,000 through March 31, 2025, for a new agreement total of $590,000 (Agreement No.
A-2025-XXX).

DISCUSSION
On April 5, 2022, the City of Santa Ana awarded an agreement to A1 Party Rental for
equipment rental services at City Events. The award was made through a Request for
Proposal process where A1 was selected.
On October 4, 2022, an amendment was issued to increase the annual amount by $64,000
per year through March 31, 2025 to accommodate the additional events that the Parks,
Recreation, and Community Services Agency (PRCSA) undertook. The size of City events
such as Fourth of July, Chicano Heritage Festival, Fiestas Patrias, Mid-Autumn, and Winter
Village continues to grow. On January 16, 2024, the City awarded an amendment to
increase the annual amount by $45,000 per year to cover the increase of existing and new
events. With each event growing yearly, the City is looking to increase the agreement
amount by $50,000 to accommodate the last event of the agreement, the Tet Festival.
ENVIRONMENTAL IMPACT
There is no environmental impact associated with this action.
FISCAL IMPACT
PRCSA has been able to identify funding in its Fees & Donations Contractual Services
account (02213200-62300) to support this increase, although PRCSA intends to request
additional General Fund dollars at the Mid-Year Update to provide for costs related to

THIRD AMENDMENT TO AGREEMENT WITH A1 PARTY RENTAL
TO PROVIDE, INSTALL, AND REMOVE RENTAL EQUIPMENT
FOR VARIOUS CITY EVENTS
THIS THIRD AMENDMENT to the above-referenced agreement is entered into on January 21,
2025, by and between A1 Party Rental (“Contractor”), and the City of Santa Ana, a charter city
and municipal corporation organized and existing under the Constitution and laws of the State of
California (“City”).
RECITALS
A. The parties entered into Agreement No. A-2022-050 (“Agreement”) dated March 15, 2022,
to provide equipment rentals for various events conducted by the City’s Parks, Recreation,
and Community Services Agency for a three (3) year term. The Agreement remains current
and in effect through March 31, 2025.
B. On October 4, 2022, the parties entered into a First Amendment to the Agreement (#A-
2022-192) to increase the overall annual compensation for services during the remainder
of the term of the Agreement.
C. On January 16, 2024, the parties entered into a Second Amendment to the Agreement (#A-
2024-012) to increase the overall annual compensation for years 2 and 3 of the Agreement
to fund and accommodate additional events held by the City.
D. The parties wish to further amend the Agreement to increase the overall compensation to
increase the budget for the upcoming Tet Festival to be held in January 2025. There are
no further amendments contemplated by this Third Amendment.
The Parties therefore agree:
1. Section 2.a., Compensation, is hereby amended to increase the total not-to-exceed amount
for the remainder of the Agreement by an additional $50,000.00. The total amount to be
expended during the term of this Agreement shall not exceed $590,000.00.
2. There shall be no further amendments to the Agreement prior to its expiration.
3. Except as modified by this Third Amendment, all terms and conditions of the Agreement,
as amended, shall remain in full force and effect.
