Also, I have just recently within the last year or so replaced water heaters. To replace these new water heaters is not
cost effective and would have to be passed on to the
tenants.

I wish to express my opposition to the proposed rules 1111 and 1121.
As a housing provider we believe that the exorbitant costs to replace existing gas powered water heaters and
furnaces will only make housing less affordable.
My family and I are also opposed to the fact that this will likely displace countless residents while these units
are replaced.
We find that this is environmentally insensitive to take existing operationally dependable furnaces and water
heaters when they are useful and safe.
This frivolous waste is antithetical to the concept of conservation.
Please record my opposition.
Pleaes consider the already burdened tenants in the multifamily units across this state that can no longer afford
these impositions.

Dear Mayor Amezcua and Councilmembers,
We,Juan and Virginia Bernal, residents of Santa Ana for nearly 47 years, are deeply concerned
that tomorrow the City Council is considering opposing Proposed Amended Rules (PAR) 1111
and 1121 by the Southern California Air Quality Management District (SCAQMD).
I, Virginia, have read the February 18 meeting Agenda Item 18 , the Draft Motion in Opposition,
and find that 6 of the 10 arguments cited are about the cost—arguments which ignore critical
aspects of reality.
The cited $20 billion cost imposed on consumers do not deliver MINIMAL, but HUGE
improvements:
o Question the math: Citing net cost? Because gas appliance replacement cost
too—the rules apply when purchases of new appliances are needed. The cost
cited has no mention of time—I assume for several years, perhaps a decade?
o Asthma, other respiratory and cardiovascular ill-health costs, plus work loss
caused by fossil use in the home are valued at over$3.7 billion annually.1
o Residential appliances alone emit more NOx—and almost as much direct PM2.5
pollution— into the SCAQMD region as oil and gas production, oil refining, and
cement manufacturing combined. 1

o Residential and commercial buildings are responsible for roughly 25% of
California's greenhouse gas (GHG) emissions. 2 Cost of damages caused by
extreme weather due to climate change is becoming extreme too, likely
unmeasurable.
More disagreement regarding costs:
o Costs of electrification must be faced by consumers if we are to slow down and
mitigate climate change. The longer we wait, the costs only get greater. Leading
scientists on climate tell us we have just a few years to reduce emissions if we
are to avoid out of control climate change.
o For low-income families there are multiple sources of financial assistance.
SCAQMD lists several of these in their website, showing that this assistance can
add up to $9,000.
o Re: construction costs, there will be savings in new construction when no
infrastructure for gas is needed.
Increased demands on the power grid are NOT a reason to oppose the new PARS.
o The new PARS will message electric utilities, manufacturers and retailers about
the upcoming demand for heat-pump building and water heaters, helping
increase production and sales, bring down costs.
o The power grid needs to grow regardless, due to increasing demand for clean
electric energy for its efficiency and popular awareness that it will help avoid
extreme weather events, including droughts that have led to the severe wildfires
we've seen recently.
When you declare concern for homeowners, renters and businesses, and that our city remains
committed to sustainable solutions to combat the climate change crisis, your declaration does
not ring true or informed. It is a myopic view, sacrificing our long-term welfare for the very
short-term $ gains.
Please do not oppose the SCAWMD rules 1111 and 1121.

disproportionate amount of Orange County's pollution burden. Proposed Rules 1111 and 1121 would make great
strides towards addressing public health in the city. By electrifying gas appliances such as furnaces and water
heaters, the city can reduce residents' exposure to toxic NOx emissions that result in asthma, lung cancer, and
cardiovascular diseases.
Additionally, there are a number of programs that make installation of electric appliances more affordable for
working families. The state's HEEHRA program offers families between $4,00048,000 for installation costs, and
South Coast AQMD's Go Zero program provides $1,500 in rebates for water heaters and heat pumps. Electric
appliances are not a burden to Santa Ana residents - they are a public health benefit that is more within reach
than ever.

My name is Dominic Bendinelli and I urge you to please oppose the resolution on Agenda Item 18 of the
upcoming regular city council meeting. Santa Ana is one of the most impacted cities in our County by air
pollution and we deserve to have clean air! SCAQMD rules 1111 and 1112 would help us and the entire region
lower our household emissions and create the conditions for electric appliances to reduce even further in price.
Today's rebates and incentives from the federal level, the state, SCAQMD and other jurisdictions (like our
lucky neighboring cities who have OCPA marketplace access) continue bringing down the cost associated with
electrification.
By electrifying gas appliances such as furnaces and water heaters, the city can reduce residents' exposure to
toxic NOx emissions that result in asthma, lung cancer, and cardiovascular diseases. I moved to Orange
County and got involved in fighting for a healthier environment because of these very emissions. My mother-in-
law was diagnosed with Lung Cancer in April 2023 in a case attributed to air pollution like the toxic NOx
emissions that come from in-home gas appliances. I moved here shortly after to care for her, but unfortunately
she succumbed to her illness in August of that same year. My mission is to try and save as many people as I
can from a similar fate and so now I am dedicated to cutting air pollution in as many forms as possible. We are
lucky to live in a time when technology has provided us such efficient electric machines that make the switch
incredibly easy. A heat pump water heater for example can heat the same amount of water as a gas water
pump using three times less energy! The SCAQMD rules give us a five year gap until effect to ensure
education, incentives and planning are well in place before implementation for those who wish to wait. Please
do not oppose the SCAQMD rules, they will ensure cleaner air for our current and future residents.

Dear Mayor Amezcua & Members of the City Council,
The Apartment Association of Orange County (AAOC) respectfully requests your support for the
resolution introduced by Councilmember Penaloza which would express Santa Ana’s opposition
to South Coast Air Quality Management District (SCAQMD) Proposed Amended Rules 1111 and
1121.
We understand the intent of these proposed rules being brought forward for the consideration of
the SCAQMD board of directors. However, the disparate impact they would have in communities
like Santa Ana reflects both a level of short sightedness and ignorance as to the compounding
impact regulations such as these are having on housing affordabilityand the threat they pose to
renters and landlords alike.
The financial cost to replace gas water heaters and furnaces with electric models is significant.
For most multifamily properties, it will cost approximately $10,000 per set of units to be replaced.
Most multifamily properties have multiple sets that would likely need to be replaced at the same
timewhich would further exacerbate thefinancial impact created by the proposed rules.
However, this is not the most significant impact of the proposed rules for which Santa Ana should
be concerned. The bigger concern is how SCAQMD’s proposed rules would contribute to renter
displacement.
Most existing multifamily properties – including many newer developments - were not built with
the infrastructure necessary to accommodate the increased electrical load that would be created
by all-electric water heater and furnace systems. Additionally, it is not uncommon to have shared
furnaces and water heaters among multiple units. Retrofitting multifamily properties will not be as
simple as swapping out gas for electric water heaters and furnaces. It will require the capping of
gas lines, extensive rewiring of systems, the likely replacement of electrical panels and lines to
the buildings, which will impact renters’ units, as well as utility rooms and common areas.

Projects of this magnitude will create significant impacts on renters as the extensive onsite work
will affect the habitability of their unitsfor an extended period. That means renters will be
displaced and forced to look for housing elsewhere. This displacement will not only affect the
renters’ housing situation, but it will also affect the children who attend local schools, as well as
anyone who works nearby and the businesses that employ them.
Santa Ana has previously enacted rent control and just cause eviction policies to protect renters
from displacement and to keep children in their schools. Not opposing a regional regulatory policy
that flies in direct opposition to those protective efforts would not only be hypocritical, but also
irresponsible.
AAOC urges you to support Councilmember Penaloza’s resolution opposing SCAQMD Proposed
Amended Rules 1111 and 1121.

Members of the Santa Ana City Council,
Tonight you will vote on a proposal to oppose South Coast Air Quality Management District
(SCAQMD) rules 1111 and 1121. These rules, regulating gas furnaces and water heaters, would
regulate one of the largest sources of noxious NOx emissions, would improve public health by
reducing the negative effects of diseases like asthma, and clean the air that we all breathe.
SCAQMD is the air regulator for 17 million Californians who suffer from some of the worst air
quality in the country. Within the South Coast region, Santa Ana stands out on CalEnviroScreen
as a city that is disproportionately burdened by multiple sources of pollution, including the kinds
that would be regulated by the proposed rules.
These rules have recently been revised to use a new framework, which, alongside previous
claims in the proposed resolution, make most of the statements in the resolution no longer
accurate or potentially misleading. Below we respond to each clause of the resolution
individually:
● Clause 3 claims “Rules 1111 and 1121…[will deliver] minimal measurable air quality
improvements.” At Working Group Meeting #8, held February 13, 2025, AQMD staff
presented this slideshow, which on Slide 6 shows that NOx emission reductions from
space and water heating would be greater than reductions from refinery equipment, and
between 6 to 7 times greater than reductions from electricity generating facilities.
● Clause 4 claims “these rules propose a ban on natural gas-powered furnaces.” This is no
longer accurate, with Slide 11 of the Working Group Meeting presentation showing that
even after 2036, the new framework for the rules would allow gas furnaces to be sold. A
plaintext interpretation of that slide can be found here, under “Healthy Air Standards.”
● Clause 5 implies that the rules will “significantly elevate costs.” However, the AQMD
staff report at pdf page 38 found the rules cost-effective in every instance but one.
Additionally, with the new rules framework, the onus is no longer on the owner but on
the appliance manufacturer.
● Clause 6 says “Rules 1111 and 1121 specifically impact individual homeowners,
apartment complexes, and businesses.” This is no longer the case, as Slide 12 of the
Working Group Meeting presentation shows that solely appliance manufacturers are
subject to the proposed rules.
● Clauses 7 and 8 state that new electric appliances would be “costly” or “financially
burdensome,” however there are numerous rebates available for consumers, including the
pilot Go Zero Program by AQMD (of which 75% of rebate funding will go to
overburdened communities as shown on pdf page 7), HEEHRA rebates funded by the
Inflation Reduction Act, Comfortably CA, and Golden State Rebates.
● Clause 7 also mentions electrical panel upgrades, however the AQMD staff report at pdf
page 34 finds that at most 9% of homes would need a new electrical panel.
● Clause 9 states that these rules will “impose a significant increase in electricity demand
on California’s power grid.” This concern may be true, which is why it is important to
ease access to more renewable energy sources, generation, and storage, such as making it
easier to install, solar panels, wind turbines, and battery energy storage systems. More
renewable and distributed energy resources will ease grid demand and enable ratepayers
to own their own power and realize lower rates.
● Finally, Clause 10 demands “solutions be both practical and equitable, balancing
environmental benefits with the economic realities faced by residents and businesses.”
These proposed rules have been amended to address affordability concerns and the
agency proposing them has begun a pilot rebate program alongside numerous other rebate
programs. These proposed rules would reduce emissions by more than could be reduced
by regulating every refinery in the South Coast Region. And these proposed rules would
reduce health impacts by preventing:
● 4,000 premature deaths
● 16,000 new asthma cases
● 4,000 emergency room visits
These rules are practical, will benefit overburdened communities, and represent some of
the largest environmental benefits proposed by AQMD.
Given these flaws in the proposed resolution, Climate Action Campaign respectfully requests
you vote no on Item 18.

My name is Greg I have made Santa Ana my home for over 10 years, along with my wife who was born
and raised here, and her parents who have been proud Santaneros for over 50 years. All of us have
directly experienced the effects of climate change, environmental injustice, and toxic pollution in our
communities--from the chronic lead poisoning of the soil to the fact that only 4% of the land in this city
is considered green space. Reliance on fossil fuels has led to an ecocidal effect on the health of
ourselves, our city, and our planet. Fortunately, there are solutions in clean energy and sustainable
practices, with state and government providing much-needed rebates and incentives for working class
people like me to afford electric vehicles and chargers, heat pumps, induction stoves, and other home
weatherization improvements.
