The following are inquiries and staff responses related to Agenda items for the Tuesday February 18, 2025
City Council Meeting:
Agenda Item 10: Purchase Order Contract with Magnetic Forensics
What are examples of criminal activity that this software would assist with?
This technology significantly enhances our ability to investigate and solve serious crimes while
ensuring strict adherence to legal safeguards and privacy protections.
Magnet Forensics plays a crucial role in solving complex and high-impact crimes where digital
evidence is often a key component, including:
· Homicides & Violent Crimes: Extracts digital evidence such as call logs, messages, and
location history to establish timelines, suspect movements, and victim interactions
· Human Trafficking & Child Exploitation: Recovers encrypted or deleted communications
used to lure human trafficking victims, providing actionable leads for law enforcement.
· Drug Trafficking & Organized Crime: Uncovers communication networks, financial
transactions, and location data critical in dismantling criminal organizations
· Fraud & Financial Crimes: Identifies digital footprints linked to identity theft, wire fraud, and
financial exploitation
· Robberies & Property Crimes: Retrieves digital evidence, including photos, videos, and GPS
data, linking suspects to crime scenes
· Cybercrimes & Terrorism Investigations – Assists in identifying and tracking individuals
engaged in online threats, hacking, and extremist activities.
We fully recognize that using this technology raises important legal and ethical considerations.
Protecting privacy and constitutional rights remains a top priority, and our department is committed
to ensuring that Magnet Forensics is only used in a manner consistent with the law.
· Search Warrants & Legal Authorization – Detectives will only use this technology when a
search warrant has been obtained as part of an active criminal investigation or when the
device owner gives explicit consent.
· Strict Legal Compliance – Our department adheres to all applicable digital rights protections,
including Fourth Amendment protections against unreasonable searches and seizures.
· No Indiscriminate Data Access – This technology is not used for random searches or mass
data collection. Each use is case-specific and subject to legal oversight.
Magnet Forensics is an investigative tool that enhances our ability to solve serious crimes while

On page 699 of the adopted 2024-2025 Budget, it states that $1,227,080 is spent on "Salaries &
Benefits". Is that what the City is paying for 4 FTE City staff for parking operations?
This is the salary and benefits for the Parking Meter Staff (the 4 FTEs for parking operations):
· 3 Parking Control Officers,
· Economic Development Spec. III (Partial)
· and Admin. Staff (Partial)
· Parking Control Officers (will be removed)
Why, in addition to salaries, is there also an additional $583,210 for “Contract Services-
Professional” for the Parking Meters on page 701 of the adopted 2024-2025 Budget?
These costs include the yellow listed above: Parking Enforcement, Data Ticket, Park Mobile, IPS, etc.
Parking Enforcement and Data Ticket will be removed.
How many spaces are in the:
-Spurgeon (Fiesta) Structure: 648
-Birch Structure: 396
-Main Structure: 364
What is the average percentage of occupancy of each of those structures? What days and times are
any of those structures full?
Birch 89% Occupancy and full on Weekends and
Peak times (peak times: Peak time is 11am
to 3pm on Monday to Friday and 6pm to
Midnight on Thursday to Sunday)
Main 55% Occupancy but increase expected as
Rafferty ramps up leases. Only full on Fiesta
Patrias or OC Pride.
Fiesta 70% Occupancy, full on Artwalk and
Sundays during the day
