HomeMy WebLinkAbout68-017RESOLUTION 68-17 OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFOP~NIA, URGING CONSIDERATION OF THE UNIFORM BUILDING CODE AS ADOPTED BY THE INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS IN CONNECTION WITH ANY CHANGES MADE IN EITHER STATE LEGISLATION OR AMENDMENTS TO THE CALIFORNIA ADMINI STP~ATIVE CODE WHEREAS, it has come to the attention of this City Council that the Building Standards Commission and the Commission of Housing and Community Development have scheduled a hearing in San Francisco on February 26, 1968, to consider amending various provisions of the Administrative Code relative to buildings; and WHEREAS, it appears that such proposed amendments would have the effect of creating conflicts with the Uniform Building Code as established by the International Conference of Building Officials; and WHEREAS, such Uniform Building Code and standards set forth therein, adopted through the democratic processes of joint efforts of building officials, have been developed to meet the various problems involving the construction industry and building generally and the needs of uniformity, not only in California, but in other states and various parts of the world; and WHEREAS, regulations inconsistent with such Uniform Building Code, whether adopted by an administrative body of the State of California, by the State Legislature, or by any other body, would not serve the best interest of the State of California and the in- habitants of local government, unless it were clearly shown that a provision in such Uniform Building Code was not adequate; and WHEREAS, there has been no showing by evidence or by any claim whatsoever that any of the standards set forth in such Uniform Building Code are inadequate; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana, California, as follows: 1. That the Building Standards Commission and the Commission of Housing and Community Development be strongly urged not to adopt any rules, regulations, or standards that would be in conflict with, or which would supersede, any provisions of said Uniform Building Codes as adopted by the International Conference of Building Officials; and, further, that the California State Legislature be urged to adopt legislation requiring State agencies to take into consideration said Uniform Building Code and prohibiting them from enacting rules, regulations, or standards contrary to said Code unless it is clearly shown by overwhelming evidence that such standards do not meet minimum requirements for preserving health, safety, and welfare. 2. That the Clerk of the Council of the City of Santa Ana is hereby directed to certify to the passage and adoption of this Resolution, causing copies thereof to be sent to the Governor of the State of California, the California State Legislature, the League of California Cities, the International Conference of Building Officials, and the California Chapter of the International Conference of Building Officials; and such Resolution shall thereafter be in full force and effect.
