THE CITY OF SAANTAANA EXPRESSING ITS
OPPOSITION TO AB 299
WHEREAS, the City Council of the City of Santa Ana has become
aware of the provisions of AB 299 dealing with collectively bargaining
of firefighters with the governing body; and
W~EREAS, the concept of AB 299 is, in the opinion of the City
Council, contrary to good governmental practices;
NOW, THEREFORE, BE IT RESOLVED: That the City Council of the
City of Santa Ana opposes AB 299 on the following grounds:
1. It is opposed to any attempt by the State of
California to interject itself into local affairs by
delineating what municipalities shall or shall not do
in dealing with its employees. Home rule is too highly
valued to permit of its dilution by State intrusion.
2. The idea of firefighters or any other group of
public employees uniting to bargain collectively ( and
coercively) is offensive and not in the best interests
of the public. Unionization of public employees, and
particularly those involved directly with public safety,
would be a practice fraught with peril.
BE IT FURTHER RESOLVED: That copies of this Resolution be
forwarded to our legislators.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 1st day of April, 1968.
