PLANNING COMMISSION AND GP. ANTING A VARIANCE ON
VA 68-22, FILED BY JOHI~ A. O'CONNOR, SUBJECT
TO CERTAIN CONDITIONS
WHEREAS, after public hearing on notice, the Planning
Commission granted a variance on VA 68-22, filed by JOHN A.
O'CONNOR, to permit the construction of a convalescent hospital
at 1951 North Fairview Street, Santa Ana, California, in an
R-1 District; and
W~EREAS, Appeal Application 207 was filed by RIVERVIEW
HOSPITAL appealing the decision of the Planning CoK~ission and
presenting the matter to the City Council; and
WHEREAS, the City Council, after public hearing on notice,
has determined that said Variance Application meets the require-
ments of Section 9250.8 of the Santa Aha Municipal Code and that
said Variance should be granted subject to certain conditions;
NOW, THEREFORE, BE IT RESOLVED: That the City Council of
the City of Santa Ana does hereby affirm the decision of the Planning
Commission and does hereby grant a variance on VA 68-22, filed by
JOHN A. O'CONNOR, to permit the construction of a convalescent
hospital at 1951 North Fairview Street, Santa Ana, California; said
Variance is granted subject to the following conditions:
That the development be according to the revised and approved
plot plan and elevations, except for minor modifications to
be approved by the Planning Department;
That a 10-foot landscaped yard be maintained along Edna Drive
for the entire length of the development, except at approved
drives. The 10-foot yard shall be landscaped in accordance
with a detailed landscape plan to be submitted and approved
by the Planning Department; said landscaping shall be
continuously maintained;
3. That the trash area be enclosed with a 6-foot high masonry wall
and solid gate;
That a 6-foot high masonry wall (height to be measured from
finished grade) be erected along the easterly property line
adjacent to the proposed parking if and when the adjacent
property is developed for residential purposes.
THE FOLLOWING CONDITIONS ARE TO BE COMPLIED WITH PRIOR TO THE ISSUANCE
OF A BUILDING PERMIT:
That a deed be provided for Fairview Street for vehicular access
rights except at approved drive;
NOTE: Approved drive is to be a 35-foot single drive or a
40-foot drive in combination with adjacent property
to the south;
That an on-site drainage flow plan and grading plan be submitted
to the Department of Public Works;
7. That all conditions that may be set by Council for Parcel Map
544 be complied with;
THE FOLI~OWING CONDITIONS ARE TO BE COMPLIED WITH PRIOR TO ISSUANCE
OF UTILITIES RELEASE BY THE DEPARTMENT OF BUILDING SAFETY AND HOUSING:
8. That the owner provide sanitary sewer facilities to meet with the
approval of the Department of Public Works;

That the owner place sidewalk on Edna Drive and Fairview
Street;
That the total number of beds in the development be limited
to 125; and
That suitable entrances be provided for persons entering the
building from the parking area.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 3rd day of June, 1968.
