HomeMy WebLinkAbout68-155RESOLUTION 68-155 EXPRESSING THE OPPOSITION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO THE PROPOSED CONSTITUTIONAL AMENDMENT ON PROPERTY TAX LIMITATION (PROPOSITION 9 WATSON AMENDMENT) WHEREAS, the City Manager has informed this Council of the effect of the proposed constitutional amendment known as the "Watson Amendment" which will be placed on the November 5th ballot for approval or disapproval by the voters of the State; and WHEREAS, this initiative, if enacted, would threaten the very existence of local rule, delay the improvement of our water system and other vitally needed City facilities, and would cost the average property tax payer far more dollars eventually than would be saved; and WHEREAS, the enactment of this constitutional amendment would require vastly increased substitute taxes needed to replace essential revenues; NOW, THEREFORE, BE IT RESOLVED: 1. That this Council does hereby oppose the initiative amendment which would add Section 30 to Article XIII of the California Constitution; 2. That the Clerk of the Council is authorized to distri- bute the position of this Council to the other governmental agencies.
