OF SANTA ANA DECLARING ITS POSITION ON THE OR3~NGE
COUNTY HARBOR DISTRICT AND APPROVING THE PROGRAM
OF THE ORANGE COUNTY LEAGUE OF CITIES TO INITIATE
DISSOLUTION PROCEEDINGS
WHEREAS, the taypayers within the Orange County Harbor
District should have an opportunity to determine their future
with regard to harbor facilities and services, and
WHEP~EAS, the original purpose of said harbor district,
to wit: to develop and maintain Newport Harbor, has been so
greatly changed, altered and added to by legislative amendments
that the present purposes, powers and philosophy of the harbor
district are entirely different from the original purposes,
powers and philosophy of said district; and
WHEREAS, there appears to be some overlapping of juris-
diction between the Harbor District and certain cities relating
to law enforcement and fire fighting, and some expenditures by
the Harbor District of funds for local benefit rather than
regional recreational benefit; and
WHEREAS, there exists a separate taxing jurisdiction in
the agency of the Harbor District which levies taxes to be used
exclusively for harbor purposes; and
WHEREAS, there exist two parallel administrative agencies,
the District and the County, for the administration of the
regional harbors, beaches, and parks program in Orange County; and
W~EREAS, representatives of twenty-four of the cities in
Orange County in April, 1968, at the League of Cities Board meeting,
voted that "action be taken to cause the dissolution of the Orange
County Harbor District as it now exists", and "that the functions
of said Harbor District be undertaken by a separate department of
the County government in conjunction with parks, beaches, harbors,
and regional recreation generally,"; and
WHEREAS, it would be of benefit to the residents and taxpayers
in both the cities of Orange County and the County generally to
undertake these changes;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA: That it is in the best interests of the
citizens of this city and the County of Orange (a) that the Orange
County Harbor District be dissolved, and (b) that the duties and
functions of said District be transferred to a County Department
of Parks, Beaches and Harbors under the County Administrative
Officer of Orange County and the Board of Supervisors of Orange
County;
BE IT FURTHER RESOLVED: That the City of Santa Ana's
representative to the Executive Committee of the Orange County
League of Cities is hereby authorized to vote in favor of the plan
proposed by the League of Cities Harbor District Dissolution
Committee.
PASSED AND ADOPTED by the City Council of the city of Santa
Ana at its regular meeting held on the 20th day of January, ~3~9~.
