OF LOCAL CITY CONTROL
WHEREAS, Assembly Bill NO. 61 is designed for the sole
purpose of allowing cities and counties to enact ordinances to
control, if they so desire,"topless" and "bottomless" exhibitions
and demonstrations, without fear of state pre-emption; and
WHEREAS, the full Assembly has approved this bill by a
vote of 50 to 10, and the Senate Governmental Efficiency Co~mittee
has taken this bill "under submission"; and
WHEREAS, this bill is supported by the League of California
Cities, the County Board of Supervisors' Association, and Governor
Reagan; and
WH~P~KAS, the City of Santa Ana has places featuring "top-
less" and'Bottomless" entertair~ent despite the coramunity concensus
that such "entertainment" is offensive;
NOW, THEREFORE, BE IT RESOLVED: That the City Council of
the City of Santa Ana hereby expresses, on behalf of the citizens
of this cc~muunity, its support of Assembly Bill No. 61; and urges
that our Senators be urged to communicate the sense of this Reso-
lution to the Senators serving on the Governmental Efficiency
C~ittee in order that this local problem may be resolved locally.

Aha~ at its regular meeting held on the 21st day of April, 1969.
