On motion of Councilman McBride, seconded by Jerome and carried, the
bids were referred to the Director of Public Works and Purchasing
Agent for report at their convenience.
This being the date set for hearing on proposed amendments to the
"Officia~ Land-Us.e Districting plan, Parking and Professional Use, no.
protests were received.
On motion of Councilman Dahl, seconded by Jerome and carried, the
following Ordinance entitled:
"Ordinance smending Chapter 1, Article IX of
the Santa Ana Municipal Code to establish "P"
District for Parking and Professional Use"
was introduced, considered and placed on file for second reading.
This being the date set for hearing on the amendment application of
Ralph Mitchell, nQ protests were received for the reclassification of
property situated on the south side of Chestnut Avenue beginning at a
point 482.4~ south of Chestnut Avenue and extending 1556.71' along the
east line of the Southern Pacific Railway Spur, between the A.T.&.S.F.
Railway and the S.P.Railway Spur, from the R-1 District to the R-3,
C-2 and M-2 Districta. On motion of. Councilman Dahl, seconded by
Jerome and carried, the Attorney was .instructed to prepare an Ordinanc,
to reclassify the property as recommended by the Planning Commission
with the exception of the easterly 150~ lying along McClay Street,
which is recommended for C-2 District, and that it be deleted from the
reclassification.
Communication was read from the Planning Commission recommending
approval of the proposed annexation of a 94.95 acre parcel of ground
located southeast of the corner of the intersection of Delhi Road and
Flo~r Street, and o~ motion of Councilman Dahl, seconded by McBride
and carried, the communication was received and filed.

Communication was read from the Planning Commission showing respeotlv~l--
terms of office of members of the Planning Commission, and on motion
of Councilman McBride, seconded by Jerome and carried, the communi-
cation was received and filed.
On motion of Councilman Jerome, seconded by McBride and carried, the
recommendation of the~ Planning Commission was approved and variance
granted to Charles L. and Helen S. Davis to permit the remodeling of
the second floor of existing residence on property at 327 East Wash-
ington Avenue, to provide for two apartments, an exterior stairway to
be constructed to provide access to these apartments.
On motion of Councilman Jerome, seconded by Dahl and carried, the
recommendation of the Planning Commission wa~ approved and variance
granted to Orville E. and Theresa F. Parker, to permit the construct-
ion of a two-bedroom dwelling for income purposes, in front of the
existing garage apartment at rea~ of property at 2072 Cedar Street, i~i
R-2 Zone, on a parcel of ground containing 5400 square feet instead
of the 6000 square feet required.

Communication and Resolution No.626 of the Planning Commission were
read on the application of Bristol Drug Company, recommending the re-
clas,~ification of property at the northeast corner of Third and Bristo~
Streets, from the R-2 District to the C-2 District. On motion' of'
Councilman Dahl, seconded by Jerome and carried, a notice of public
hearing was ordered published setting date of hearing as May 17th,195~
Communication and Resolution No. 627 of the Planning Commission were
read on the application of Charle~ C. Bi-is¢o, recommending the re-
classification of property at 1715 ~'~est 17th Street, on the north sideli
of the street between Aloha and~Brlstol Streets, from R-1 and R-2
Districts to C-2 District. On motion of Councilman Jerome, seconded
by Larsen and carried, a notice of public hearing was ordered publishe~
setting date of hearing as May 17th, 1954.
On motion of Councilman Dsdul, seconded by Larsen and carried, Tent-
ative Map of Tract No. 2188, submitted by Earl S. Young, consisting of
eleven lots with 20 foot setback lines, located between Haliaday
Street and the Holly Sugar Company property, one lot depth south of
Emmett Street, was approved subject to the condition that improvements
on Halladay Street be made by the owners to include concrete curb and
gutter, and a minimum of 6" of Untreated rock base and 2~" of plant
mix surfacing from gutter to the center of Halladay Street.
On motion of Councilman Dahl, seconded by Larsen and carried, Map of
Tract No. 2068 and bond in the amount of $71,000.00, submitted by
Orange County Development Company, .~ere approved for the dedication of
Lora Lane, Douglas Street, Joane V/ay, Doreen Way, Rene Drive, Rita ~'~ay
and a portion of Edinger Street, and agreement covering improvements
was ordered signed.

of application by the United States of America for an order of
immediate possession of the easement area condemned and taken by the

On motion of Councilman McBride, seconded by Jerome and carried, the
communication from the Sta~e Employees' Retirement System advising
that the Retirsment Law requires an actuarial investigation and' re-
valuation of the assets and liabilities under the System to be made al
least every four years and is required ~again as of June 30, 1954, was
received and filed.
On motion of Councilman McBride, seconded by Jerome and carried, the
communication from the State Controller reference estimate of apport-
ionments to be made from the Motor Vehicle License Fee Fund during
the 1954-55 Fiscal Year, was received and filed.

Communication was read from Mrs. A.B.Sample, Finney ~uto Glass, 409
North Ross Street, requesting a solution to the problem of parking
facilities at the place of business, and on motion of Councilman
Larsen, seconded by Jerome and carried, the request was referred to
the curb usage committee for report.
On motion of Councilman Jerome, seconded by McBride and carried, the
request of Arrowhead and Puritas Waters, Inc., t~ install a cement
approach of 30 foot width along the curb line at 1102 East Sixth
Street, was referred to the committee on curb usage with power to act

On motion of Councilman McBride, seconded by Jerome and carried, the
Manager's report for March, 1955, of the Orange County Mosquito Abate-
ment District, was received and filed.

On motion of Councilman Jerome, seconded by McBride and carried, prop~
officials were authorized to execute agreement dated April 20th, 1954
with W. T. Grant Company, for use of the streets, at the northeast
corner of East Fourth and Bush Streets, during the construction of th
building.
On motion of Councilman Jerome, seconded by McBride and carried, the
notifications of the State Board of Equalization of alcoholic beverag~
applications of Eliza P. Marucci, 201 West Washington Avenue and
Norman G. Kong, 801 East Fourth Street, were received and filed.
On motion of Councilman Jerome, seconded by Larsen and carried, the
request of Frances W. King that stop signs be installed immediately
at the corner of 15th and Bush Streets, was referred to the curb usag~
committee for recommendation.
Communication was read from the Director of Public Works recommending
that all frontage roads built by the State in connection with the
Freeway be named. On motion of Councilman McBride, seconded by Dahl
and carried, the communication was received, filed and Director of
Public Works instructed to recommend to the Planning Commission the
proper names for the streets.
It was moved by Councilman Jerome, seconded by Dauhl and carried, that
the Clerk be instructed to make a formal request of the Department of
Commerce, Bureau of the Census, that a special Federal census be held
~ithin the City of Santa Ana during the month of October, 195h, or as
close thereto as possible; that a check in the amount of $2,825.00 be

authorized to sign the formal agreement between the City and the
Bureau for the special census.

On motion of Councilman Dahl, seconded by Lateen and carried, the ·
request of H. G. Cotton for two 50 foot driveways on Grand Avenue, for
the proposed service station at East Fourth Street and Grand Avenue,
was referred to the curb usage committee for report.

On motion of Councilman Dahl, seconded by Lateen and carried, the
Purchasing Agent was authorized to sell as scrap one shallow well pump
head and accompanying parts as having no value for the purpose for
which, o~'iginally designed.
It was moved by Councilman Dahl, seconded by Lateen and carried, that
escrow instructions be approved for purchaser property of Minnie M.
Wild, at 636 North Ross Street, for Civic Cent~.~r Site; the Mayor was
authorized to execute the s~me and the Director of Finance authorized
to draw a warrant in the sum of $8,750.00, depositing same in escrow.

On motion of Councilman McBride, seconded by Jerome and carried, the
communication from the Santa Aha Boa~,d of Realtors, requesting
that final action be deferred on the Subdivision Ordinance in order
that it may be given further study, was received and filed.
It was moved by Councilman Dahl, seconded by McBride and carried,
the Clerk answer the Realtor's letter advising that the request be
rejected on the basis that it has been more than twc months since the
Subdivision Ordinance was given first reading and action delayed durin
that period of time for the purpose of consideration by the various
groups, .and the changes recommended makos it urgently necessary to
adopt the Ordinance.

On recommendation of the committee and on motion of Councilman Jerome,
seconded by Lateen and carried, the bid of the United States. Pipe and
Foundry Company, at a total per foot price of $1.6668, was accepted
for the furnishing of 20,000 fe~t, 6 inch, Cast Iron Pipe, and all
other bids rejected.

At the request, of the committee and on motion of Councilman Jerome,
seconded by Lateen and carried, the bids for the re-paving of Third
Street from Ross to Spurgeon Streets, were held over until the next
· meeting.
On recommendation of the committee and on motion of Councilman Larsen,
seconded by McBride and carried, the bid of A.M.Donaher and Son, in
the sum of $8,120.00 wa~ accepted for the furnishing of one street
sweeper, and all other bids rejected.

the Assistant Secretary stated that consideration and study should be
given the metered ~ime on the parking meters and suggested that the
operation of the parking me~rs be changed from 9:00 A.M. to 5:30
on Mondays, Tuesdays, Wednesdays, Thursdays and Saturdays, and from
9:00 A,M. to 8:00 P.M. on Fridays, to conform to the shopping hours.
