persons requested information as to the extent the setback line would
affect'their properties and if the City intends to purchase the
properties in the ne~r future. It was explained that appraisals
would be made by an accredited appraiser if and when the properties
are to be purchased. On motion of Councilman Lateen, seconded by
Jerome and carried, the following Ordinance enti~!ed.
"Ordinance establishing setback lines on each
side of We,st Eighth Street, between Broadway
and Shelton Streets"
30 feet on the north and 54 feet on the south, both measured at right
angles with and from the surveyed center line, was introduced, con-
sidered and placed'on file for second reading.
This being the date set for hearing on the vacation, abandonment and
closing of a portion of Dorman Str.~et~ no written or oral protests

The Council having unanimously waived the reading of the Resolution,

This being the date set for hearing protests on annexation to
City of certain uninhabited territory designated as "Delhi and Bristol
N.W.", no protests were received. On motion of Councilman Jerome,
sebonded by Dahl and carried, the following Ordinance entitled:

Communication was re~d from the P~anning Commission recommending
of variance by. Resolution No;634
approval_/to permit erection of the First Evangelical United Brethren
Church on a five-acre parcel of property situated on the west side of
Santiago Avenue, between Buffalo and Avalon Streets, if extended west,
subject to certain conditions. Letters were read from various person~
objecting to the erection of the Church. Attorney Fred D. Johnston,
on behalf of the Church, e~lained the reasons why the Church desired
to build on the property. Attorney ~alter Steiner, representing
approximately 200 persons who had signed a petition objecting ~the
variance, gave reasons why the variance should not be granted.
Snyder, 2205 Poinsettia Street, asked whether the improvements as
stipulated by the Planning Commission were to be borne by the Church
and how soon such improvements ~ould be made. Mr. Heiser, a member
of the Church Building Committee, stated that the improvements would
be made as soon as the property was purchased. Frank Pope, Realtor,
said property values would decrease in the i~mediate area, if the
variance was granted. Joe Moore, 2109 Valencia Street, stated thst
the street should be improved on both sides rather than on only one
side. Numerous persons objected to the additional noise and traffic
which would be created. The Chairman asked Mr. Heiser if the Ch'urch
had made any attempt to locate elsewhere. Mr. Heiser stated that the
had looked at several locations but this location was the most Eesirab
for their purpose. The Council having unanimously waived the:reading
of the Resolution, on motion of Councilman L~rsen, seconded by McBride
and carried, the following Resolution entitled:

Communication was read from the Planning Commission recommending approv
of variance application of Howard Ry~ to permit use of property at 802
and 806 West 2nd Street, for off-street parking for employees
customers~ cars and storage for merchandise, subject.to certain
conditions. Attorney Lloyd Maines, representing various property
owners in the Im~:ediate hrea stated that the planning is conflicting
and that a si~Z~oot concrete block wall built on three sides cE the
property is 5et ~ sufficient safeguard; also, that the off-street park~

storage facilities would create a hazard to the children in the
neighborhood and Mr. Ryan should be required to construct a building.
Attorney Robert E. Webb, representing the applicant said the storage
yard would not be a detriment to the surrounding area and thc type of
~aterials to be stored such as tires, Pubes, rims and used materials
are hauled away twice a week. On motion of Councilman Jerome,
seconded by Dahl and carried, the recommendation of the Planning
Commission was approved and variance granted to Howard Ry~n, subject
to the conditions as set forth by the Commlhsion.

operation of a completely modern trailer court, withplaygro~nd
facilities, in conjunction with the existing Kellog~s Motor Court, at
2651 Santa And Boulevard, on portions of Lots z~ and 7, and all of Lots
5 and 6, Block D, Tract 512, but that request to uss the~rest of the
property involved in the application, for this purpose, consisting of
Lot 2, Block C, and portions of Lot Y, Block D, and Lot l, Block C,
Tract 512, be denied. Attorney M.S.Bernard, representing the applican
objected to the recommendation of the Pl~n~n~ Commission and requested
that the original request for vsriance on all of the lots be granted,
and that he had pictures of the properties andwould g3t them from his
office. On motion of Councilman Dahl, seconded by Lateen and csrried
the matter was centinued until Attorney Bernard returned. The Council
having unanimously waived the reading of the Resolution, on motion of
Counci!man McBride, ~eoonded by D~hl and carried, a Resolution grantin
the variance on the original request, entitled:

Communication of the Planning Commission ~:as read submitting Resolution
No. 631 recommending the reclassification of property situated cn the
south side of First Street between Lyon Street end Grand Avenue, from
the R-l, R-2 and C-2 Districts, to the C-2 and M-1 Districts, in accord-
ance with the application of Roy D. Lewis. On motion of Councilman
Dahl, seconded by La'sen and carried, a notice was ordered published
setting the public hearing dat~ as June 7th, 1954, and the Clerk
instructed to include in said notice the description of al! property~

No. 633 recommending the reclassification of property on the west side
of Bristol Street between 17th Street and Me~ory Lane, described as

Incorporated. On motion of Councilman Jerome, seconded by McBride
and carried, a notice of public hearing was ordered published setting

On motion of Councilman Jerome, seconded by Dahl and carried, Tentativ
Map of Tract No. 1517, submitted by Harold H. Greenwald, consisting of
five lots, ~th 55 foot setback lines on First Street, located on the
south side of West First Street between Bristol and Baker Streets, was
approved subject to the condition that an additional 12~ be dedicated
to the City on the south side of First Street for street use.
Communication was read from the Planning Commission recommending that
the proposed annexation of 26~355 acres located approximat~ly 365'
north of the center of St. Andrews Place, between Rousselle and Cedar
Streets, designated "Frank Borchard Annex No. l", be approved, and

Communication was read from the Santa Ana Second Guessers Club
requesting that a new automatic electric football scoreboard, with th,
time shown in numerals, be installed at the Municipal Bowl and sugges'
ing that' the City accept the~offer of Lawrence Pa~terson, of the
Pepsi-Cola. Bottling Company to give and install the approved football
scoreboard at no expense to the City. On moticn of Councilman Dahl,
