TRANSPORTATION ASSOCIATION OF SOUTHERN
CALIFORNIA SEEKING REDUCED AND SIMPLIFIED
FEDERAL CONTROLS RELATED TO THE "TOPICS"
PROGRAM
WHEREAS, the Transportation Association of Southern california
has by action of its Executive Board adopted a resolution at its
regular meeting of August 28, 1969, that the Department of Transpor-
tation of the Federal Government take action to reduce the compli-
cated system of procedures pertaining to the TOPICS Program,
(Traffic Operations Program to Improve Capacity and Safety); and
WHEREAS, Southern California Association of Governments of
which the City of Santa Ana is a member has on October 2, 1969,
taken action supporting the resolution of the Transportation
Association of Southern California; and
WHEREAS, the Congress of the United States in the 1968
Session added a new Section 135, "Urban Area Traffic Operation
Improvement Programs," amending Chapter I of Title 23, United States
Code of the Federal-aid Highway Act; and
WHEREAS, the Transportation Association of Southern california
believes that the TOPICS Program, under the intent of Congress, can
greatly improve the capacity and safety of urban streets; and
WHEREAS, the United States Department of Transportation,
Federal Highway Administration, Bureau of Public Roads, under their
various Policy and Procedure Memorandums are complicating the use
of the funds authorized by Congress with the numerous reports and
controls placed upon these funds;
NOW, THEREFORE, BE IT RESOLVED: That the city of Santa Ana
does hereby endorse the resolution of the Transportation Association
of Southern california adopted August 28, 1969, and the recitals and
recommendations therein contained and hereby proposes that every
effort be made to revise and decrease the excessive Federal
procedures and controls related to the TOPICS Program.

Ana at its regular meeting held on the
