CITY OF SANTA ANA AUTHORIZING THE FILING OF
APPLICATION BY THE CITY MANAGER FOR GRANT TO
ACQUIRE AND DEVELOP OPEN-SPACE LAND
WHEREAS, Title VII of the Housing Act of 1961, as amended,
provides for the making of grants by the Secretary of Housing and
Urban Development to states and local public bodies to assist in
the acquisition and development of permanent interests in land
for open-space use where such assistance is needed for carrying
out a unified or officially coordinated program for the provision
of open-space land as part of the comprehensive planned development
of urban areas; and
WHEP~EAS, the City of Santa Ana, herein sometimes referred
to as "Applicant", desires to acquire and develop a fee simple
interest in and to certain land known as the proposed park site
at Center and Chestnut Streets in the City of Santa Ana, which land
comprises 9.471 acres of unimproved property more particularly
described as follows:
PARCEL 1: (a) That portion of Lot 56 of Tract 2752, in the city of
Santa Ana as shown on a map recorded in Book 79, Pages 30 and 31 of
Miscellaneous Maps, Records of Orange County, California, described
as follows:
Beginning at the southwesterly corner of said Lot 56; thence North
0° 04' 39" West along the West line of said Lot 56 a distance of
299.69 feet; thence North 89° 29' 24" East 300.00 feet; thence
South 0° 04' 39" East 128.40 feet; thence North 89° 53' 24" East
449.01 feet to the northwesterly corner of Lot 51 of said Tract
2752; thence South 0° 06' 36" East 170.00 feet to the Southeasterly
corner of said Lot 56; thence South 89° 37' 54" West 749.11 feet to
the point of beginning.
(b) Lots 41, 42, 43, 44, 45, 46, 47, 48, 49, 50 and 51
of Tract 2752 in the City of Santa Ana, as shown on a map recorded
in Book 79, Pages 30 and 31 of Miscellaneous Maps, Records of Orange
County, California;
and
WHEREAS, Applicant desires also to acquire and develop a fee
simple interest in and to certain land known as the proposed park
at Edna Drive and the Santa Ana River in the City of Santa Ana,
which land comprises 8.32 acres of unimproved property more partic-
ularly described as follows:
PARCEL 2: That portion of the southwest corner of Section 2,
Township 5 South, Range 10 West, in the Ranchos Los Bolsas as
shown on a map thereof recorded in Book 51, Page 12 of Miscellaneous
Maps and Records of said Orange County described as follows:
Beginning at the southeast corner of Lot 10, as shown on a map of
Tract 6744, in Book 254, Page 23, Miscellaneous Maps and Records of
Orange County; thence South 89° 31' 45" West 282.14 feet; thence
North 0° 36' 25" West 89.96 feet to a tangent curve concave South-
easterly and having a radius of 15 feet; thence Northeasterly along
said curve through a central angle of 90° 08' 10" an arc distance
of 23.60 feet to a tangent line; thence South 89° 31' 45" West 90.00
feet to a tangent curve concave Southwesterly having a radius of
15 feet; thence Southeasterly along said curve through a central
angle of 89° 51' 50" an arc distance of 23.53 feet to a tangent line;
thence South 0° 36' 25" East along said tangent line a distance of
90.04 feet; thence South 89° 31' 45" West 100.00 feet; thence South

6° 36' 25" East 30.13 feet; thence South 0° 36' 25" East 661.95
feet; thence North 89° 23' 40" East 239.66 feet; thence North
34° 48' 00" East 56.55 feet; thence 34~ 50' 11" East 667.59 feet;
thence North 0° 38' 46" West 235.57 feet to the center line of
Edna Drive as shown on said Tract 6744; thence South 89° 31' 45" West
along the center line of said Edna Drive a distance of 199.57 feet;
thence South 6° 44' 55" West 136.08 feet to the point of beginning;
and
WHEREAS, Applicant desires also to acquire a fee simple
interest in and to certain land known as the proposed park site
at Seventh and Jackson Streets in the City of Santa Ana, which
land comprises 5.49 acres of unimproved property more particularly
described as follows:
PARCEL 3: That portion of the Northeast quarter of the Southwest
quarter of Section 10, Township 5 South, Range 10 West, in the
Rancho Las Bolsas, in the City of Santa Ana, County of Orange, State
of California, as shown on a map thereof recorded in Book 51, Page
12 of Miscellaneous Maps, records of said Orange County, described
as follows:
Beginning at a point in the North line of Tract No. 447, as shown
on a map recorded in Book 17, Page 12 of Miscellaneous Maps,
records of said Orange County, distant thereon 40.00 feet West of
the Northeast corner of Lot 8 of said Tract, and running thence
North, parallel with the East line of said Lot 8, 460.00 feet;
thence East, parallel with said North line of Tract No. 447, a
distance of 520.00 feet to the Northerly prolongation of the East
line of Lot 14 of said Tract; thence South 460.00 feet to the
Northeast corner of said Lot; thence West, along the North line of
said Tract, 520.00 feet to the point of beginning;
and
W~EREAS, Title VI of the Civil Rights Act of 1964, and the
regulation of the Department of Housing and Urban Development
effectuating that Title, provide!that no person shall be discrimi-
nated against because of race, color, or national origin in the
use of land acquired and developed hereunder; and
WHEREAS, it is recognized that the contract for a federal
grant will impose certain obligations and responsibilities upon the
Applicant and will require, among other things, (1) compliance with
federal labor standards, and (2) compliance with federal requirements
relating to equal employment opportunity; and
WHEREAS, it is estimated that the cost of acquiring said
interest will be $855,377.00; and
WHEREAS, it is estimated that the cost of development of
said land will be $751,445.00;
NOW, THEREFOP~E, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA THAT:
An application be made to the Department of Housing and Urban
Development for a grant in the amount authorized by Title VII
of the Housing Act of 1961, as amended, which amount is
presently estimated to be $803,411.00, and that the Applicant
will pay the balance of the cost from other funds available
to the Applicant;

The City Manager is hereby authorized and directed to execute
and to file such application with the Department of Housing
and Urban Development, to provide additional information and to
furnish such documents as may be required by said Department,
to execute such contracts as are required by said Department,
and to act as the authorized correspondent of the Applicant;

The proposed acquisition and development is in accordance
with plans for the allocation of land for Open-Space, and,
should such grant be made, the Applicant will acquire,
develop, and retain said land for the uses designated in said
application and approved by the Department of Housing and
Urban Development.
The United States of America and the Secretary of Housing and
Urban Development be, and they are hereby, assured of full
compliance by the Applicant with regulations of tHe~Department
of Housing and Urban Development effectuating Title VI of the
Civil Rights Act of 1964.
The United States of America and the Secretary of Housing and
Urban Development be, and are hereby, assured of full compli-
ance by the Applicant with Federal Labor Standards imposed
under Title VII of the Housing Act of 1961, as amended.
PASSED AND ADOPTED by the City Council of the City of
Santa Ana at its regular meeting held on the 1st day of December,
1969.
