COMMISSION OF THE CITY OF SANT ~g[~g~ ~ !'~ "'
WHEREAS, the City Council of the City of Santa Ana has
appointed a preliminary commission to study the field of human relations
within the City, and
WHEREAS, it has held a public hearing at which many of its
citizens participated, and
WHEREAS, the Council finds that:
(1) there may be a lack of understanding and communi-
cation between certain individuals and groups, and that there does exist
prejudice, intolerance and discrimination against persons because of
age, sex, race, religion, national origin and cultural background which
causes tensions and conflicts among them thereby menacing peace and
public welfare;
(2) that said human conditions are contrary to the
teachings and principles of our democratic way of life.
NOW, THEREFORE, BE IT RESOLVED that in order to pro-
mote better understanding and relations between all persons and to
advance public health both emotional and physical and to secure increased
welfare and security the Human Relations Commission of the City of
Santa Ana is hereby created as an instrument to promote good will and
better relations among all the citizens of the City.
BE IT FURTHER RESOLVED that the Commission shall be
comprised of fifteen (15) members who shall as nearly as possible be
representative of the various and diverse religious, racial, cultural
and age groups within the City and that this commission shall as its pri-
mary and fundamental purpose seek to develop programs and plans
designed to lessen prejudice and to promote better understanding between
the citizens of the community in all aspects of their life without regard
to age, sex, race, religion, national origin or cultural background.
The Commission shall be specifically required:
(1) to cooperate with and assist those other individuals and
community agencies so engaged in serving human needs and in fostering
mutual understanding among all persons and groups.
(2) to recommend to the City Council the enactment of any
required legislation which has as its purpose the improvement of the
human environment within the City.
(3) to cooperate with appropriate City departments in
identifying human relations problems.
(4) to receive complaints by its citizens of possible tensions
or practices of discrimination or acts of prejudice against any person
or group because of age, sex~ race, religion, national origin or cultural
background.
(5) to conduct such studies and research and to render such
written reports as the City Council may hereinafter direct them to
perform.
BE IT FURTHER RESOLVED that the City Council of the City
of Santa Ana shall take all expedient steps to appoint such a Commission
within the near future, cognizant of the need to obtain the services of
the citizens of this community dedicated to the advancement of the general
propositions set forth in this resolution.
BE IT FURTHER RESOLVED that Resolution Number 70-2 is
hereby rescinded.
PASSED AND ADOPTED by the City Council of the City of
Santa Aha at its regular meeting held on the 19th day of January, 1970.
