HomeMy WebLinkAbout70-044RESOLUTION 70-44 FAVOPdNGTHE PERIPHERAL CANAL PROJECT WHEREAS, the Peripheral Canal Project is proposed as a general use feature of the california State Water Project, and the Federal Central Valley Project; and WHEREAS, the State Department of Fish and Game, after over eight years of study at a cost of over three million dollars has concluded that the Peripheral Canal Project is the only plan that can protect the fish and aquatic resources of the Delta and also provide opportunities for their enhancement; and WHEREAS, the State Department of Water Resources, after conducting comprehensive studies on Delta Recreation, Delta Levy Protection, Delta and Bay Water quality and other environment studies at a cost of over one thousand man years of effort and ten million dollars has found the Peripheral Canal to be the best plan for the protection of the Delta environment and contracted requirements of the State Water Project; and WHEREAS, the quality of Colorado River Water, Santa Ana River Water, and ground water is approaching U.S. Public Health minimum drinking water standards and therefore cannot be utilized for combining with reclaimed water; and WHEREAS, the State of California is presently diverting 6.2 million acre feet of Colorado River water to its use and must reduce the diversion to 4.4 million acre feet when the State of Arizona starts diverting its allotment as prescribed by the United States Supreme Court, and WHEREAS, the taxpayers of Santa Ana have contributed $346,000 in the fiscal year 1968-69 for construction of the california Water Project and will continue to pay taxes in increasing amounts as assessed valuations increase even if the same tax rate is maintained by the Metropolitan Water District, and WHEREAS, the Peripheral Canal Project would provide the City of Santa Ana with a source of high quality Sacramento River water by transporting it around the Delta without comingling the river water with brackish Delta water or saline San Francisco Bay water. If the river water is transported through natural channels to the Clifton Forebay, the water quality will be degraded and the ecology of the Delta will be endangered. NOW, THEREFORE, BE IT RESOLVED: That the City of Santa Ana urges the Honorable Ronald Reagan, Governor of the State of california, to promptly approve the 1969 Bureau of Reclamation Feasibility Report un the Peripheral Canal and promptly transmit the State's comments to the U.S. Secretary of the Interior, and that necessary agreements with the Federal Government for its construction and operation be executed; and BE IT FURTHER REsoLVED: That Congress is strongly urged to enact legislation to authorize the Peripheral Canal and to provide funds for its construction in order that the 1977 completion date may be met.
