pLANNING COMMISSION AND GRANTING A VARIANCE ON
VARIANCE APPLICATION 70-28, SUBJECT TO CERTAIN
APPLICABLE CONDITIONS
WHEREAS, after public hearing on notice, the Planning
Commission granted a variance on Variance Application 70-28,
filed by RALPH D. MITZEL, to permit the construction and
operation of night parking facilities for vacation vehicles
and trailers in the R-2 B, C-2 and M-1 Districts at 1401 North
Harbor Boulevard, Santa Ana; and
WHEREAS, the city Council on its own motion set the matter
for hearing; and
WHEREAS, the city Council, after public hearing on notice
has determined that said Variance Application meets the require-
ments of Section 41-638 of the Santa Ana Municipal Code and that
said Variance should be granted ~6bjec% to certain applicable
conditions;
NOW, THEREFORE, BE IT RESOLVED: That the City Council of
the City of Santa Ana does hereby affirm the decision of the
Planning Commission and does hereby grant a variance on Variance
Application 70-28, filed by RALPH D. MITZEL, to permit the
construction a~d~operation of night parking facilities for
vacation vehicles and trailers in the R-2 B, C-2 and M-1
Districts at 1401 North Harbor Boulevard, Santa Ana; said
Variance is granted subject to the following conditions:
That the development be in accordance with the approved
revised plot plan subject to minor modifications approved
by the Blanning Department.
Landscaping plan be submitted to and approved by the Planning
Department for all recreation, park and landscape areas.
Said landscaping shall be installed and permanently maintained.
Revised plot plan be submitted showing a four-foot landscaped
strip around the perimeter of the subject property, except at
the~area of~in~e~s~ndlegress onto Harbor Boulevard. Said
landscaping shall include not less than one tree for every
16 lineal feet of said landscaped strip· Said trees shall
be not less than 10 feet high at time of plan%inq and shall
be of any of the species set forth in Section 41-602 of the
Santa Ana Municipal Code.

THE FOLLOWING CONDITIONS ARE TO BE COMPLIED WITH PRIOR TO THE
ISSUANCE OF A BUILDING PERMIT:
Furnish the Department of Public Works a final grading plan
and an on-site drainage flow plan showing the direction of
flow to the adjacent streets when this property is developed,
to include existing and proposed elevations at the property
lines.
9. Provide a street easement for Harbor Boulevard for a width
of 60 feet from center line to property line.
NOTE:
Dedication shall be initiated by owner, through the
Department of Public Works, at least four weeks prior
to application for a building permit to avoid delay.
10. Comply with all conditions set by Council for approval of
PL 416.
THE FOLLOWING CONDITIONS ARE TO BE COMPLIED WITH PRIOR TO THE
ISSUANCE OF UTILITIES RELEASE BY THE DEPARTMENT OF BUILDING
SAFETY & HOUSING:

Provide sanitary sewer facilities as required by the Depart-
ment of Public Works. NOTE: This Garden Grove Sanitation
District.
12. Place sidewalk at ultimate location on Harbor Boulevard
13. Trash areas are to be enclosed with a six-foot high screen.
NOTE: It is suggested that the applicant investigate regular
City fees for drainage assessment, ornamental street lights
and water main connections.
PASSED AND ADOPTED by the city Council of the city of
Santa Ana at its regular meeting held on the 20th day of July,
1970.
