THROUGH 3:10 TO RESOLUTION NO. 64-152
WHEREAS, on October 19, 1964, the City Council passed and
adopted Resolution No. 64-152 establishing a special salary rate for
the designation of Senior Police Officer and establishing the criteria
for such designationi
NOW, THEREFORE, BE IT RESOLVED that a further "Career Devel-
opment'' program for Police Officers assigned to uniformed patrol re-
sponsibilities be established in accordance with the further pro-
visions of the added sections as contained herein as follows:
Section 3.3: Any member of the Police Department designated
as a Senior Police Officer as of October 1, 1970 shall continue in
such designation until placed in a Level I or Level II designation
as described below or until such time as he shall be removed from the
designation of Senior Police Officer by action of the Chief of Police;
however, no further designations of Police personnel shall be made to
Senior Police Officer as established by Section 3.2 of Resolution No.
58-281 as amended.
Section 3.4: For the purposes of establishing criteria for
the designation of special C.S.I. (Crime Scene Investigator) and/or
F.T.O. (Field Training Officer), courses of training in these spe-
cialties shall be the courses developed and administered by the
Santa Ana Police Department or such alternative courses as desig-
nated for such purpose by the Chief of Police.
Section 3.5: For the purposes of establishing criteria for
the designation of Senior Police Officers - Levels I and II as set
out below, the definition of units (or points) shall be as follows:
EDUCATIONAL UNITS
One "semester" unit in an academic course of instruction approved by
the Chief of Police and in an accredited college or university shall
equal one education unit. One "quarter" unit or "trimester" unit
achieved in an educational institution as above shall equal two-thirds
of an educational unit.
TRAINING UNITS
Twenty (20) classroom hours or its equivalent of approved police train-
ing shall equal one unit. Regular, periodic on-the-job training pro-
grams shall not be considered as fulfilling this requirement. Neither
shall the special training set out for C.S.I. or F.T.O. officers be
given credit for the award of training units, nor shall basic intro-
ductory training or similar training given during a probationary
period as Patrolman be credited as training units.
When college credit is awarded for special training in Police work,
such units of credit may be counted for either training units or edu-
cation units as the officer may select.
Training units may be earned by the assignment to and performance of
Police duties other than uniformed, field patrol, with one full and
continuous month of such assignment equal to one training unit.
Credit for experience as assigned to other than patrol work shall not
be given unless at least three continuous months of such assignment
have been completed. Not more than six (6) units of training through
assignment to non-patrol duties may be earned in any one year and not
more than fifteen (15) such training units by assignment shall be used
in meeting the criteria for Senior Police Officer or advanced pay
levels for Sergeants or Lieutenants as set out in this Resolution.
Section 3.6: Any sworn, uniformed Police Officer who attains
the following educational and experience requirements and the approvals
as set out below shall be paid at the same pay step, but at one pay
schedule higher than the base schedule to which he would be otherwise
entitled. The criteria for such designation shall be as follows:
A. Completion of two (2) years of experience as a sworn Police Officer
in the Santa Ana Police Department.
B. Completion of at least thirty (30) units of educational or train-
ing units.
C. Assignment to uniformed field patrol duty.

Qualification as C.S.I. or F.T.O. by having completed the special
training courses for Crime Scene Investigators, Field Training
Officers and/or Advanced Officers School as set out in Section 3.4
above.
E. Approval of the Chief of Police.
The number of such designations as C.S.I. or F.T.O. Patrol Officers
shall be no larger than the requirements of the Department as deter-
mined by the Chief of Police.
Section 3.7: Any sworn, uniformed Police Officer who fulfills
the requirements established in this section shall be designated as a
Senior Police Officer - Level I and shall be paid the same pay step,
but at three pay schedules above the base schedule and step to which
he would be otherwise entitled. The criteria for such designation
shall be as follows:
Completion of five (5)

C. Assignment to uniformed, field patrol duty.
D. Approval of the Chief of Police.
Section 3.8: Any sworn, uniformed Police Officer who fulfills
the requirements established in this section shall be designated as a
Senior Police Officer - Level II and shall be paid the same pay step
but at five pay schedules above the base schedule and step to which
he would be otherwise entitled. The criteria for such designation
shall be as follows:
Completion of seven (7) years of municipal Police experience and
attainment of the "E" step of the appropriate base salary schedule
for Patrolman.
Completion (acquisition) of at least ninety (90) educational or
training points, or hold an Associate of Arts academic degree from
an accredited college or university with an additional fifteen (15)
or more training units.
C. Assignment to uniformed, field patrol duty.
D. Approval of the Chief of Police.
Section 3.9: Any Officer holding the rank of Police Sergeant
in the Santa Ana Police Department, regardless of duty assignment, who
meets the following requirements shall be paid at the same pay step
but at three (3) pay schedules above the base schedule and step to
which he would be otherwise entitled. The criteria for such advanced
pay status shall be as follows:
A. Completion of six (6) years of municipal police experience.
B. Completion (acquisition) of at least sixty (60) educational or
training units.
Approval of the Chief of Police.
A Police Sergeant with twenty (20) or more years of service with the
Santa Aha Police Department as of October 1, 1970 may be considered
for advanced pay status as set out in this section by special desig-
nation by the Chief of Police.
Section 3.10: Any Officer holding the rank of Police Lieutenant
in the Santa Ana Police Department, regardless of duty assignment, who
meets the following requirements shall be paid at the same pay step,
but at two (2) pay schedules above the base schedule and step to which
he would be otherwise entitled. The criteria for such advanced pay
status shall be as follows:
A. Completion of six (6) years of municipal police experience.
B. Completion (acquisition) of at least sixty (60) educational or
training units.
C. Approval of the Chief of Police.
A Police Lieutenant with twenty (20) or more years of service with
the Santa Ana Police Department as of October 1, 1970 may be considered
for advanced pay status as set out in this section by special designation
made by the Chief of Police.
BE IT FURTHER RESOLVED, that this Resolution shall take effect
as of the 1st day of October, 1970.
PASSED AND ADOPTED by the City Council of the City of Santa Ana
at its regular meeting held on the 5th day of October, 1970.
