HomeMy WebLinkAbout71-004RESOLUTION 71-4 AMENDING SECTION 3 OF RESOLUTION NO. 58-281 TO REVISE SALARY ALLOCATION OF PLAN EXAMINER WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for employees of the City of Santa Ana; and WHEREAS, on October 20, 1969, Resolution No. 58-281 was further amended to add class title of Plan Examiner. NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as amended, is hereeby further amended by revising the salary allocation of Plan Examiner as next herein set out: CLASS TITLE SALARY RANGE NO. Plan Examiner 47 BE IT FURTHER RESOLVED: That this amendment shall take effect on January 1, 1971. The purpose of this plan examination is to insure adequate provision for structural safety and compliance with pertinent building regula- tions and State laws prior to issuance of a building permit. EXAMPLES OF DUTIES Examines the plans for proposed structures such as conventional commer- cial or industrial buildings, residential buildings, and auxiliary structures, such as signs, walls or fences, to determine compliance with pertinent building regulations and State laws, approves or dis- approves such plans, and assists in the review of particularly complex plans; advises and assists engineers, architects, contractors, builders and owners and the general public with regard to interpretation and application of pertinent building regulations and State laws; checks structural calculations and test reports; may occasionally perform structural inspections in the field on special projects. Assists in certain specified administrative functions such as the development of statistics and the preparation of reports related to the departmental work program, reviews and makes recommendations regarding departmental forms and procedures, and performs other related activities as required. DISTINGUISHING FEATURES OF THE CLASS This is responsible technical work which requires the employee to exer- cise good judgment in the examination of plans for building construc- tion, alterations or repair, to determine compliance with pertinent legal requirements, and to approve or disapprove the plans. This work is performed under the general direction of the Plan Checking Engineer. An employee in this class also provides administrative assistance in specified areas. MINIMUM BASIC QUALIFICATIONS Graduation from a four-year college or university with a degree in engineering or architecture, and one year experience in the checking of building plans. This qualification may be met by an equivalent combina- tion of education and experience; for example, a valid Engineering-in- Training Certificate issued by the State of California may substitute for the degree requirement, or progressively responsible experience in building plan checking or in structural project design may substitute for the required education on a year for year basis. Plan Examiner Page 2 DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Knowledge of building construction methods, practices, techniques, and materials; working knowledge of the principles of structural engineer- ing; working knowledge of the Uniform Building Code, Housing Code, Uni- form Plumbing Code, Uniform Mechanical Code, and the National Electri- cal Code; knowledge of modern office practices, procedures and equip- ment; ability to analyze and interpret complex construction plans and specifications; ability to make engineering computations and to analyze building constrUction computations; ability to establish and maintain effective working relationships with engineers, architects, contractors, builders and owners, the general public and other City employees; ability to organize and present ideas effectively in written or oral form.
