NATIONAL BANK AS THE DEPOSITORY FOR CITY
OF SANTA ANA FUNDS EFFECTIVE JANUARY l, 1972,
AND DESIGNATING SIGNATURES AUTHORIZED FOR
THE PURPOSE OF WITHDRAWAL OF SAID FUNDS
WHEREAS, heretofore the City Council of the City of Santa Ana
has declared a policy of designating a bank in the City to handle the
demand deposits of City funds and, conforming to said expressed policy,
now declares a new period to begin January 1, 1972:
NOW, THEREFORE, BE IT RESOLVED: That the United States
National Bank, 710 North Main Street, Santa Ana, California, is hereby
designated as the banking institution to receive and handle deposits of
Santa Ana City funds and trust funds in the control of said City beginning
January 1, 1972, and continuing for a term of two years, unless sooner
terminate d.
BE IT FURTHER RESOLVED: That the Director of Finance of
said City is hereby authorized for and on behalf of said City, and as its
officer and agent, to sign City of Santa Ana checks for the withdrawal
of said funds so deposited both by facsimile signature machine-imprinted
upon City checks and by his manually affixed signature.
BE IT FURTHER RESOLVED: That the Deputy City Treasurer is
hereby authorized for and on behalf of said City, and as an agent of said
City, to sign City of Santa Aha checks for the withdrawal of said funds so
deposited by his manually affixed signature.
BE IT FURTHER RESOLVED: That said Bank is hereby authorized
and directed to pay out from said City funds to the payee designated on
any City checks, signed in the manner and by persons hereinabove
authorized, in the amount shown on the face of the said check.
BE IT FURTHER RESOLVED: That because of physical absence,
incapacity or death of said agents it may be necessary on a temporary
basis to write emergency orders for the signing of City checks, the
City Manager is hereby authorized to designate in writing an agent or
agents who shall then be authorized to sign City checks for the payment
or withdrawal of said funds. Any such authorization shall set forth the
necessity for the designation, the period of time during which
authorization shall continue, by giving the exact starting and terminating
dates, and shall contain the certification of the Clerk of the Council of the
City of Santa Ana over the official seal of the City of Santa Aha certifying
that said authorization is, in fact, signed by the qualified and acting City
Manager, and shall bear a specimen signature of the person designated as
such temporary agent.
BE IT FURTHER RESOLVED: That a certified copy of this
Resolution, together with copies of the signatures of the two agents herein
authorized to act in manual form and a copy of the facsimile signature
machine-imprint certified by the Clerk of the Council to be the signatures
of said persons, and an imprint of the official facsimile signature plate,
shall be delivered to said bank before the first day of January, 1972.
BE IT FURTHER RESOLVED: That the Clerk of the Council shall
deliver to said Bank before the first day of January, 1972, her certificate
as provided for in the paragraph next above. At any time either or both
of said agents leave the employment of the City, is absent therefrom, or
incapacitated for a period of time that will affect the making of City checks,
the Clerk of the Council shall notify said Bank of said fact and shall
certify the names, titles, and signatures of the person or persons then
designated as agents of the City for the purpose of signing City checks in
the manner hereinabove provided for and shall so notify said Bank of
every termination of such authorization immediately upon receiving such
information, and such information shall be her first duty and responsibility
in the event of termination of any such authorization of any such agent for
the City.

I, FLORENCE I. MALONE, hereby certify that I am the Clerk of
the Council of the City of Santa Aha; that in compliance with Resolution
71-95 adopted October 4, 1971, I hereby furnish this Certificate
designating the names and signatures of the two agents of the City and
the facsimile signature machine imprint which are authorized by the
City Council of the City of Santa Ana to order pay out of City funds by
City check, all as set forth in said Resolution.
I certify that L.M. Shaffer is the Director of Finance of the City
of Santa Ana duly appointed and now acting, and that he affixed his
manually written signature hereto in the space next in this Certificate.
I certify that R. Lundell is the Deputy City Treasurer of the City
I certify that the imprint on the card attached to this Certificate
by staples and adhesive immediately below this paragraph is an imprint
made on the official facsimile signature machine with the official plate
and is the duly authorized official facsimile signature for use on City
checks.
I furnish this Certificate in duplicate for the restrictive use of
the United States National Bank as provided for in said Resolution 71-95
and certify under penalty of perjury that the statements herein contained
are true and correct. I attach hereto, in the lower left-hand corner
opposite my signature, the official seal of the City of Santa Arm.
