Absent: Councilmen None Each member of the City Council having received collies of the Minutes of March 21st, 1955, reading of the Minutes was dispensed with and app~oved cn motion of Councilman Jerome, seconded by Dahl and carried. In Re Hearing "State and Allstate Annex" Ordinance Declaring Annexation This being the date s~t for hearing protests on annexation to the City of certain unir~abited territory designated "State and Allstate Annex", and no protests being received; on motion of Councilman Dahl, seconded by Larsen and carried, the following Ordinance entitled: "Ordinance declaring the annexation of that certain territory designated 'State and Alls~at~ Annex~'' In Re Hearing "B~lstol Street Baptist Church Annex" .Ordinance Declaring Annexation was introduced, considered and placed on file for second reading. On motion of Councilman Dahl, seconded by Lateen and carried, the follow- lng Ordinance entitled: "Ordinance amending Article IX of the Santa Ana Municipal Code creating changes in district boundaries and amending Sheet No. 34 of the di'stricting map to show the reclassification" was introduced, considered and placed on file for second reading. This being ~he date set for hearing on the amendment application of Allison Honer Company; no protests were received against the reclass- ification of property on the south side of West 5th Street between King Street, if extended, and the west City Limits, from the R-1 District Zo the M-2 District. On motion of Councilman Lateen, seconded by Jerome and carried, the following Ordinance entitled: "Ordinance amending Article IX of the Santa Ana Municipal Code Creating changes in district boundaries and amending Sheet No. 50 of the districting map to show the reclassification" was introduced, considered and placed on file for second reading. The tabulation of bids was submitted for the widening and resurfacing of East First Street from Santa Fe Railroad to Mabury Street, as follows:' Total Sully-Miller Contracting $6~i'~.50 Certified check in the sum of $7500.00. It was moved by Councilman Lateen, seconded by Jerome and carried, that the bid of Sully-Miller Contracting, in the total sum of $68,511.50 be accepted, subject to the approval of the State Highway Department. On motion of Councilman Jerome, seconded by Dahl and carried, the recommendation of the committee was approved and the bid of the Shell 0il Company was accepted and the other bids rejected. On motion of Councilman Dshl, seconded by Lateen and carried, the recommendation of the Planning Commission was approved and variance granted to permit Arthur M. Blanding to use the property at the north- east corner of Wilshire Avenue at Sycamore Street, for the growing and storing of shrubs and trees, in cans, subject to the conditions that no shrubs bo in excess of 4 feet or permitted within the setback line and no empty cans, bean straw or fertilizer to be stored on the premises. It was moved by Councilman Jerome, seconded by Dahl and carried, that the petition signed by nine residents on South Sycamore Street, stating they have no objections to the present use of the nursery lots effected by the variance, was received and filed. On motion of Councilman Dahl, seconded by McBride and carried, the recommendation of the Planning Commission was approved and variance granted to permit Arthur M. Blanding to use the property at 1316 South Sycamore Street, for the purpose of gro~ing palms and bird of paradise plants in the ground, with the understanding that this use will be terminated June let, 1956 and the storage building removed at that time. On motion of Councilman Dah!, seconded by Lateen and carried, the recommendation of the Planning Commission was approved and variance granted to Federated Construction Company to erect a l0t x 20t sign on property at the southeast corner of Bristol and Myrtle Streets, to advertise the sale of houses and lots in the tract one and one-half blocks to the'west, the proposed sign to be at least 13~ from the ground and to remain for a period of one year or less. Communications were read from the Planning Commission recommending granting of variance to Elmer Lee and Kathlcen B. Mylar, to permit the use of property situated on the west side of Townsend Street between the Pacific Electric Railway and the west extension of Third Street, 2?5.36' frontage on Townsend Street and approximately 750~ deep, for the est~.bllshment and operation of a ready-mix concrete plant, and the right to have sand and rock bunker, and from the Department of Public Works that the dedication of sufficient width on Townsend Street to provide a 60~ right-of-way and thc construction of curb, sidewalk and paving out to centerline, is needed. On motion of Councilman Dahl, seconded by Jerome and carried, a petition signed by approximately sixty-four property owners in the vicinity protesting the establishment and operation of She ready-mix concrete plant, was received and filed. Ygnacio O'Campo, 1805 W. 2nd Street,stated that~ the dust, noise and truck travel on the unpaved streets would be detrimental to the r~sidents of the area and that their properties would decrease in value. Mr. Flanagan, an associate of Mr. Mylar, stated the building will be housed thereby preventing any air poll 298 luti0n and the operation of the plant would not be harmful to the ~ health of the residents. On motion of Councilman Jerome, seconded~by Lateen and carried, the recom~nendation of the Planning Commission was approved and variance granted subject to the conditions as imposed by! On motion of Councilman Jerome, seconded by Dahl and carried, the recommendation of the Planning Commission was approved and variance granted to Calland Brothers to erect an 8' x 10~ temporary directional sign on property at 1302 Richland Street, to advertise the sale of houses in "Monta Vista Estates" at the corner of Monta Vista and Rait$ Streets, the sign to be clevated a minimum distance of 6' from the In Re Variance Norwood and DeLonge ground, and to remain for one year or less. On motion of Councilman Jerome, seconded by Dahl and carried, the recommendation of the Planning Commission was approved and variance granted to Norwood and DeLonge to permit erection of an 8' x l0~ temporary sign on property on the east side of Bristol Street, approx~ imately 450~ from the center of Bristol Street and Memory Lane, and also one 8~ x lC' sign on property on the south side of Memory Lane, approximately 600~ from the corner of Bristol Street and Memory Lane, the signs to be erected at lea. st 4~ off the ground and to remain for a In Re Variance ~dward J. Costello period of one year or less. Communication was read from the Planning Commission recommending denial of variance application of Edward J. Costello ~o permit the use of property at the southeast corner of Washington Avenue and Flower Street, 820 West Washington Avenue, for construction of a one-story professional office building, with off-street parking. Attorney Ridley C. Smith gave various reasons why the variance should be denied as recommended by the Planning Commission. The applicant stated the house, which more than fifty years old, would be removed, and the erection of the In Re 'Vaa'iance Santa Ana Lumber professional office building, with off-street parking would be a distinct asset to the neighborhood. On motion of Councilman Jerome, seconded by Dahl and ca~ried, the recommendation of the Planning Commission was approved and variance denied. Communication was read from the Planning Commission recommending granting of variance to permit the Santa Ana Lumber Company to use the next lot west of 1709 W. 3rd Street, for expansion of their lumber yard and lumber business facilities, adjoining this property on the west, which involves the s~ocking and storage of lumb~r, and eventuall~ the construction of additional storage sheds or other building facilities used in connection with the business, with a 3~ yard all around. Attorney Lester Van Tatenhove, representing the two property owners the north of this lot, stated reasons why the variance should be denied and objected to the side yard requirements being waived and requested that no machinery be housed on this lot and no storing of lumber be permitted. James Maynard, a representative of the Santa Aha Lumber Company requested permission to have the lumber stored, as re- quested in the variance, and have the storage sheds built on the southerly part of the lot. Communication was read from the Planning Commission recommending that minimum sotback lines of 20' be established on lots in Tentative Tract No. 2483, involving property bounded on the north by McFadden Street, east by Standard Avenue, south by Hobart Street and on the west by the Pacific Electric Railroad, and consisting of 266 lots, as requested by Jennings-Halderman, Incorporated. On motion of Councilman Dahl, seconded by Jerome and carried, the communication was received and filed. The Manager gave an oral report on the petition signed by 56? members of the Wilson Elementary School P.T.A. requesting a mechanical stop and go signal at the intersection of Washington and Bristol Streets. It Was moved by Councilman Dahl, seconded by McBride and carried, that regular standard signals be Installed immediately at the intersection of Washington and Bristol Streets. The Manager requested a transfer of funds from Fund 11-000-911 Un- applied Appropriation to Fund 51-563-643, in the amount of $3,000.00, for the purchase and installation of traffic signals at the intsrsectien of Washington and Bristol Streets, and on motion of Councilman Jerome, seconded by Dahl and carried, the transfer of funds was approved. On motion of Councilman Dahl, seconded by Jerome and carried, Preliminary Map, submitted by John V. Sarinana, showing a parcel of land located at the southwest corner of the intersection of 8th and English Streets,. was approved, subject to the conditions as imposed by the Department of Public Works and the Planning Department. On motion of Councilman McBride, seconded by Larcen and carried, Tentative Map of Tracts Nos. 2487 and 2534, submitted by John M. Hoy, on property loca=ed at 01d Newport Road, Raitt Street and south of West O-ccidental Stree$ and consisting of 280 lots in Tract No. 2487 and 241 lots in Tract No. 2534, was approved with the exception of that portion of Tract No. 2534 lying on the easterly side of Raitt Avenue, which portion was deleted from said Tentative Map. On motion of Councilman Dahl, seconded by McBride and c&rri~d, the communication from the Planning Commission recommending approval of minimum setback lines of 20~ on lots in Tentative Tract No. 2648, located at the north~,;est corner of Fruit and Mabury Streets, as quested by Hugh Gibbs, ~,~as received and filed. On motion of Councilman McBride, seconded by Dahl and carried, Tentative Map of Tract No. 2648, submitted by Hugh Gibbs, on property located north of Fruit Street, west of Mabury Street, at the Santa Ana Freeway, and consisting of 251 lots, was approved subject to the various mendationS as set forth in letter of the Planning Departmcnt dated In Re Resol. Communication was read from the Personnel Board advising that at hear- ing held March 23rd, 1955, the Personnel Board unanimously removed the residence ruling by deleting Rule XVII, Section 2 of the Civil Service Rules and Regulations.
