A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA OVERRULING THE DENIAL
OF THE ZONING ADMINISTRATOR AND GRANTING
MINOR EXCEPTION APPLICATION 72-13 FILED BY
GREAT WESTERN RECLAMATION, INC
BE IT RESOLVED: That based upon the finding of fact of the
Zoning Administrator, the City Council of the City of Santa Ana
does hereby overrule the decision of the Zoning Administrator
and grants Minor Exception Application No. 72-13 filed by Great
Western Reclamation, Inc. to waive required solid fence or wall
and require a chain link fence with slats in conjunction
with outdoor storage for a refuse collection business at 1800
S. Grand Avenue in the M 1 District subject to the following
conditions.
That development be according to the approved plot plan,
except for minor modifications approved by the Planning
De~a~t~nent,

That all conditions of the Building and Fire Departments
be met.
Submit to the Department of Public Works, for their approval,
an acceptable final grading plan or an on-site drainage plan
or both, showing the direction and means of flow to the
adjacent street(s) or channel(s) when this property is de-
veloped. Plan is to include existing and proposed elevations
at the property lines. Applicants should check with the
Department of Public Works for extent of study needs.

Submit an on-site water system study and plan to the Department
of Public Works.
5. Provide construction plans for:
a. required street improvement.
6. Pay City sanitary sewer main assessment fee.
7. Pay water service connection charges.
8. Pay street lighting deposit for future street lights.
9. Pay street tree charges.
10. Construct necessary street improvements:
a. paving,
b. curb and gutter,
c. sidewalk,
d. driveway,
e. tree wells.
11. Construct necessary sewer facilities as required by the
Department of Public Works.
12. Construct necessary storm drain facilities as required by the
Department of Public Works.

Ail plans and surveys for required public improvements shall
be prepared under the direction of a registered Civil Engineer
and shall be submitted to the Department of Public Works for
approval.

Ail public improvement construction shall be subject to
inspection and approval by the Department of Public Works.
Ail elevations shall be referenced to the 1958 Orange County
Survey Datum.
Required property dedications shall be initiated by the owner,
through the Department of Public Works, at least four weeks
prior to application for a building permit, or use as appli-
cable, to avoid delay.
17. The following requirements must also be met:
The following requirements are also to be complied with
prior to the issuance of a building permit:
(1)
Pay water main charges for Grand Avenue and pay 340
feet of frontage for 20 inch reservoir main discharge
line if service is desired from this line.
(2) Provide special warning signs for truck turn.
NOTE:
To be no curbside parking on Grand Avenue. Left
turn may not be possible from proposed drives on
Grand Avenue when future raised median is con-
structed.

Pay $1.00 per foot for street improvement plans for
Santa Fe Street. (City is providing.)
B. Details of Requirements:
(1) Dedications
(a) Santa Fe Street
1. Street easement for a width of 30 feet from
construction center line to property line.
(b) Grand Avenue
Street easement for a width of 50 feet from
center line to property line.
NOTE:
City will quitclaim vehicular access rights
except at the south 46 feet of the north
47 feet and at the north 31 feet of the
south 48 feet of this frontage on Grand
Ave Rue.
(2) Improvement Plans
(a) Grand Avenue
(3) Improvements
(a) Santa Fe Street
Provide pavement to the construction center
line and curb and gutter at 20 feet east of
the construction center line.
(b) Grand Avenue
Provide pavement to meet existing pavement,
curb and gutter at 42 feet west of the center
line and full width sidewalk.
PASSED AND ADOPTED by the City Council of the City of
Santa Ana at its regular meeting held on the 18th day of
September , 1972.
