RESOLUTION NO. 72-102
RESOLUTION 72-102 AUTHORIZING THE EXECU-
TION OF AN AMENDED JOINT POWERS AGREE-
MENT BETWEEN THE CITY OF SANTA ANA AND
THE EXISTING MEMBERS OF THE SANTIAGO
LIBRARY SYSTEM AND APPROVING AMENDMENTS
TO THE RULES AND PROCEDURES AND PLAN OF
SERVICE OF THE SANTIAGO LIBRARY SYSTEM
WHEREAS, the City Council of the City of Santa Aha, pur-
suant to Resolution 71-16, authorized the Mayor to execute a
Joint Powers Agreement between the City of Santa Ana and the
existing members of the Santiago Cooperative Library System;
and
WHEREAS, the Mayor of the City of Santa Ana, executed a
Joint Powers Agreement dated February 16, 1971, making the City
of Santa Aha a member of the Santiago Library System, and approv-
ing the Rules and Procedures and Plan of Service of the Santiago
Library System; and
WHEREAS, Clause 9 of said Joint Powers of Agreement pro-
vides that other public libraries may apply for membership in
the Santiago Library System, provided they meet the require-
ments for the system membership as established by the California
State Library and by the laws of the State of California, and
further provides that applicants will be considered for the
Santiago Library System membership if their application is
approved by the majority of the system council and further pro-
vides that approved applications must be submitted to the
governing board of each library member, and further provides
that membership will be granted upon approval of the governing
board of each member library; and
WHEREAS, it is desired by the City of Anaheim to join the
Anaheim Public Library System, to the Santiago Library System;
and
WHEREAS, it is necessary to amend the aforesaid Joint Powers
Agreement dated February 16, 1971, in order to add the Anaheim
Public Library as a member of the Santiago Library System, and
to adopt the amendments to the Rules and Procedures and Plan of
Service of the Santiago Library System;
NOW, THEREFORE, BE IT RESOLVED: That this Council, as the
governing body for the Santa Ana Public Library, adopts and
agrees to be bound by that certain amended Joint Powers Agreement
of the Santiago Library System dated August 26, 1972, a copy of
which is attached hereto and made a part hereof by reference as
though set out in full herein;
BE IT FURTHER RESOLVED: That this Council as the governing
body for the Santa Ana Public Library, adopts and agrees to be
bound by an amendment to the Rules and Procedures and Plan of
Service of the Santiago Library System a copy of which amended
Rules and Procedures and Plan of Service of the Santiago Library
System are attached hereto and made a part hereof by reference as
though set out in full herein;
BE IT FURTHER RESOLVED: That the Mayor and the City Clerk
of the City of Santa Ana be and are hereby empowered to execute
the amended Joint Powers Agreement dated August 26, 1972 on behalf
of the City of Santa Ana and the Santa Ana Public Library.
