Ordinance declaring

Mr. Joseph E. Havenner, Manager of the Safety Department of the Auto-
mobile Club of Southern California officially presented a special
plaque citation for pedestrian traffic safety during 1954. The plaque
was accepted with thanks by the Mayor on behalf of the City.
This being the'date set for hearing protests on annexation to the City
of certain uninhabited territory designated "Freeway Annex" and there
being no protests, on motion of Councilman Heinly, seconded by Markel
and carried, the following Ordinance entitled:

This being She continued hearing on the abandonment and closing of an
alley between First and Second Streets west of Lacy Street, a letter of
explanation was read from Attorneys Elliott and Murray. On motion of
Councilman Jerome, seconded by Heinly and carried, the communication wa
received and filed. It was moved by Councilman Heinly, seconded by
Markel and carried,that ~he hearing be continued until the next regular
meeting in order that the Attorneys, on behalf of Ray McCoy may present
a satisfactory solution to the abandonment of the alley which will be
agreeable ~o the property owners.

Wilshire AVenues, from R-1 to R-2, R-3 and C-2 Districts, Gerald J.
Weiler, 1312 Wilshire Avenue, spokesman for approximately one hundred
persons, objected to the rezoning, for the reasons that there are
several shopping centers proposed or already available in the immediati
area and that the zone change would permit multiple dwellings surround~
lng the area of the shopping center in an R-1 District. Douglas
Edwards, subdivider of the property, stated that the shopping center,
as proposed, is needed in the area im order to serve the numerous new
homes being built west a=d north of the area and would not be detri-
mental to the City. Several persons stated that traffic and taxes
would be increased on Bristol Street if the shopping .center is
permitted. On motion of Councilman Heinly,' seconded by Dahl and car~!
tied, the application for the reclassification of the property was
denied.

Communication was read from ~he Planning Com~i~i-~-n recommending ~n~~,
of variance applicatio~ of Frank Silveri to use the property located
on the west side of South Flower Street, beginning at a point 'approx-
imately 118.5~ north of the northwest corner of the intersection of
Flower and Berkeley Streets, in R-1 zone, for construction of eight or
more deluxe two-bedroom units, with garages. John C. Saenz, 1709
South Flower Street, spokesman, for approximately 15 persons, objected
to the variance for the re,sons that it would increase traffic on Scut
Flower Street and that the area contains single-family residences.
Several persons stated that the zoning sho%tld remain as single-unit
dwellings and if the variance is granted, it would decrease their
property values. David Claussen, spokesman for Frank Silveri, said
that the units would be an asset to the area. On motion of Councilma
Markel, seconded by Heinly and carried, the recommendation of the Plan
ning Commission was approved and the variance denied.

On motion of Councilman Jerome, seconded by Dahl and carried, the
recommendation of the Planning Co~miesion was approved and the Varlanc
was granted
9f Santa Aha Woods, Inc.,/to permit the establishment of a temporary
real estate office in dwelling located on Lot 7, and to erect ten 2~x3
temporary feature signs on Lots 7, 8 and 9, located at the southeast
corner of Occidental and Rousselle Streets, facing Occidental Street;
and to erect one 8' x 20' temporary single-face sign in the rear yard
of Lot 6,~located at the northwest corner of Occidental and Oak Stree·
subject to cer~tain conditions.

Communication was read from the Planning Commission recommending denia
of variance application of Earl M. Wilson for permit to construct a
one-bedroom unit duplex ~ith garage, on front of lot, on the northwest
corner cf Grant and Maple Streets,and a new 10~ x 20' detached garage
for the use of existing single-family residence on the rear of the lot.
Carl C. Peabody, 327 Grant Stree~ objected for the reason that most
lots in the vicinity wereoccupied by one or two dwellings and none
occupied by three or more dwellings. On motion of Councilman Markel,
seconded by Meinly and carried, the recommendation of the Planning
Commission Was approved'and the variance denied.

Communications were read from the Planning Commission recommending
granting of variance of Card Construction Company to permit the use of
a 7.77 acre parcel of land located on the west side of Sullivan Street,
330' fronta~e,.beginning at a point approximately 952.36~ south of
First Street, for the e~tablishmen~ of a 113 lot trailer park, complet~
with swimming pool, recreation area, laundry facilities,, etc., subject
to conditions, and from the Department of Public Works that certain
improvements are needed. On motion of Councilman Heinly, seconded by
Markel and carried, the recommendations of the Planning Commission and
Department of Public Works were approved and the variance granted sub-

On motion of Councilman Markel, seconded by Jerome and carried, the
recommendation of the Planning Commission was approved and the varianc~
of Pepito and Joanne [hllet Studio was granted to permit the establish~
ment of a ballet dance and music studio at 1502 North Ross Street, fory
the pttvpose of training and instructing small groups of children.
On motion of Councilman Jerome, seconded by Dahl and carried, the
recommendation of the Planning Commission was approved and the variano~
of L.L.Barnett was granted to permit the manufacture of electronic
timing and control equipment, telemetering system, data recording.,etc.
for a period of only three years at 506 East First Street.
Communication of the Planning. Commission was read submitting Resolutlo~
No. 838 recommending the reclassification of property located on the

east side of Pacific Avenue between First and Pine Streetsa_/from the
R-1 to the R-2 District. On motion of Councilman Jerome, seconded
Ma~-kel and carried, a notice was ordered published setting the date
public hearing as August 15th, 1955.

Communication of the Planning Commission was res. d submitting Resolutiol
No. 839 recommending the reclassification of property located at the
southeast corner of Bristol and Cubbon Streets, three lots facing
as requested by Leroy Sprague,

Councilman Dahl, seconded by Jerome and carried, a notice was ordered
published setting the date of public hearing as August 15th, 1955.
On motion of Councilman Dahl, seconded by Heinly and carried, the
Record of Survey Map filed by John V. Sarinana showing a parcel of lan~
south of 8th Street and west of English Street, bond in the sum of
$1400.00 and agreement, were approved.

On motion of Councilman Dahl, seconded by Markel and carried, Tentativ.
Map of Tract No. 1960, 'submitted by J.W.Pogolianich, on property
located on 8th, 9th and 10th Streets at King Street, and consisting of
33 lots, was approved, subject to conditions as imposed by the Depart-
ment of Public Works and the Planning Department.

On motion of Councilman Dahl, seconded by Helnly and carried, the Tenta-
tive Map, submitted by Continental Baking Company, showing a-parcel of
land which has a f~ontage of 183.73' on the south side of First Street
and a depth of 368' from center line of First Street, at Pacific Avenu~
was approved, subject to the conditions as imposed by the Department
of Public Works and the Planning Department.

It was moved by Councilman Jerome, seconded by Heinly and carried,
that escrow instructions be approved and signed with Hans L. Wolff, as
Guardian of the estate of Else Wolff, in the sum of $300.00, for
property north of Eighth Street between Artesia and English Streets.
It was moved by Councilman Heinly, seconded by Dahl and carried, that
escrow instructions be approved and signed with Interstate Bakeries

Burton P. Porter, Jr., 516 West Santa Clara Avenue, owner of property
at 112 West Santa Clara Avenue,~protested the excessive charge of
$25.00 for weed cleaning on the basis of the amount of work actually
performed and stated that the rear portion of the lot was not cleared
cf the weeds. He also questioned the fact that the City is acting as
a collection agency and a City employee is making arrangements with
the property owner for weed cleaning by a private contractor prior to
the time fixed to have the weeds destroyed. J.A.McCullough, City
emplSyee reported that about two and one-half hours of tractor work
was performed and to the best of his knowledge two or three men worked
on the property. On motion of Councilman Heinly, seconded by Jerome
and carried, the matter was referred to the Manager for investigation.

On motion of Councilman Dahl, seconded by Markel and carried, the
plans and specifications for the construction of a storm drain on
Seventeenth Street from Flower Street to Main Street, were approved
and the Ptu'chasing Agent authorized to advertise for bids 'tO'be opened
August 15th, 195.5, .
It was moved by Councilman Jerome, seconded by Heinly and carried, tha~
the tentative plans and specifications for the West Seventeenth Street
Fire Station be approved and the Architect authorized to proceed with
final plans and specifications.

Communication was read from the Department of Public Works advisin~
that improvements within Tract No. 1299 have been completed and on
motion of Councilman Dahl, seconded by Heinly and carried, bond filed
by Hugh M. Neighbour, Jr., in the sum of $10,000.00 was ordered re-
leased and improvements accepted as completed.
Communication was read from the Department of Public Works advising
that improvements within Tract No. 1341 have been completed and on
motion of Councilman Dahl, seconded by Heinly and carried, bond filed
by James Developmen$ Company, in the sum of $27,500.00 was ordered re-
leased and improvements accepted as completed.
Communication was read from the. Department of Public Works advising
that improvements within Tract No. 2171 have been completed and on
motion of Councilman Dahl, seconded by Markel and carried, bond filed
by Emmet C. Rogers, in the sum of $10,000.00 was ordered released and
improvements accepted as completed.

cations dated July 21st, 1955, together with Resolutions Nos. 1276,

On recommendation of the committee and on motion of Councilman Dahl,
seconded by Heinly and carried, the request of forty residents that a
boulevard stop sign be installed at the intersection of Cypress Avenue~l
and Anahurst Place, was denied.
It was moved by Councilman Markel, seconded by Dahl and carried,that
the curb usage committee submit a report as to the advisability of
installing a stop sign on Broadway at Tenth Street.
On motion of Councilman Dahl, seconded by Jerome and carried, the
written recommendation of the Manager, dated July 29th, 1955, setting
forth salary step increases for four employees, effective August 1st,
1955, was received, filed and approved.
Oh motion of Cduncilman Dali1, seconded by Markel and carried, the
Attorney was instructed to prepare a Resolution, for presentation at
the next meeting, to initiateproceedings for the issuance of revenue
bonds to improve the water works system of the City.
