A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA REAFFIRMING THE CITY OF
SANTA ANA'S COMMITMENT TO A POLICY OF
EQUAL E~iPLOYMENT OPPORTUNITY AND SUPPORT-
ING THE USE AND REQUIRING THE IMPLEMENTA-
TION OF AN AFFIRMATIVE ACTION PROGRAM
WHEREAS, Section 1010 of the City Charter prohibits
employment discrimination on the basis of race, religion,
or political opinions; and
WHEREAS, Title VII of the Civil Rights Act of 1964, as
amended by the Equal Employment Opportunity Act of 1972, out-
laws employment discrimination on the basis of race, color,
religion, sex, or national origin; and
WHEREAS, the City of Santa Ana is committed to a policy
of equal employment opportunity in the recruiting, hiring, re-
tention and training of persons in all job classifications,
without regard to race, color, religion, sex, national origin,
age, political affiliation, physical handicaps or cultural
differences; and
WHEREAS, the City of Santa Ana is co~unitted to a policy
to insure that promotion decisio~ are in accord with principles
of equal opportunity by imposing only valid requirements and
competitive selection processes for promotional appointment
considerations; and
WHEREAS, the City of Santa Ana is committed to a policy
to insure that all other personnel actions such as compensation,
benefits, transfers, layoffs, return from layoff, City-sponsored
training, education, tuition assistance, social and recreation
programs, will be administered on the principle of equal employ-
ment opportunity; and
WHEREAS, ethnic minorities and women are not sufficiently
represented within all occupational levels of the City's work
force; and
WHEREAS, equal employment opportunity as defined in law
and governmental regulations, requires affirmative steps to
insure the full utilization of minorities and women in our work
force and it is the intention of the City of Santa Ana to adhere
to both the letter and spirit of these laws and regulations; and
WHEREAS, the City of Santa Ana pledges itself to a program
of aggressive affirmative action as the most viable method to
assure true equality of employment and work environment with-
out discrimination; and
WHEREAS, a committee has been established comprised of key
City department heads and members of the City's Human Relations
Commission who have held several meetings and discussions with
the result that said members jointly and strongly recommend the
adoption of a comprehensive Affirmative Action Program.
NOW, THEREFORE, BE IT RESOLVED: That the Santa Ana City
Council does hereby: 1) reaffirm its commitment to equal oppor-
tunity for all persons regardless of race, color, sex, religion,

national origin, age, political affiliation, physical handicaps
or cultural differences, 2) adopt a policy supporting manage-
ment's development of an affirmative action program to achieve
the equal employment opportunity goal and calling for top level
administrative direction, practical plans for specific steps to
be taken, vigorous administration at all levels of supervision,
and thorough evaluation of operations, 3) direct the Personnel
Department to provide, by September 1, 1973, full documentation
of the City's Affirmative Action Program to include those com-
ponents which are already operational. Said program to include,
but not be limited to, the following components:
Purpose and Policy.
Policy Dissemination.
Responsibility.
Review of Personnel Policies and Procedures.
Utilization and Work Force Analyses.
Goals and Timetables.
Method of Evaluation.
4) direct that such program shall be updated and a written
report reviewed annually in the light of experience, revised
laws and regulations or their evolving interpretation, and
further understanding of effective approaches which will assure
truly equal employment opportunity for all, 5) direct that the
Director of Personnel shall be responsible for coordinating the
Affirmative Action Program, 6) direct that the City Personnel
Board shall be the proper authority for review of the progress
of the Affirmative Action Program; that the Human Relations
Commission shall work constructively with appropriate City
Departments in identifying human relations problems.
PASSED AND ADOPTED by the City Council of the City
of Santa Ana at its regular meeting held on the 6
day of August , 1973.
