HomeMy WebLinkAbout73-059RESOLUTION NO. 73-59 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA UPHOLDING THE DECISION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ANA AND APPROVING CONDITIONAL USE PERMIT 73-3 FILED BY THE APOSTOLIC ASSEMBLY OF FAITH IN JESUS CHRIST. BE IT RESOLVED: That based upon the findings of fact of the Planning Commission of the City of Santa Ana, the City Council of the City of Santa Ana does hereby grant CuP 73-3 filed by the Apostolic Assembly of Faith in Jesus Christ, 223 N. Harper, Santa Ana, to build an addition to an existing chruch, subject to the following conditions: 1. Restriction of service on weekdays to no later than 9:00 p.m. and on Friday and Saturday to no later than 10:00 p.m. 2. Elimination of all electric a~plification on the premises after 8:00 p.m. on weekdays, and after 9:00 p.m. on Fridays, Saturdays and Sundays. 3. That no windows be permitted along the southerly wall of the proposed addition. 4. That the southerly wall of the proposed addition be soundproofed.in a manner acceptable to the Director of Planning and the Director of Building and Safety. 5. That improvements to the offstreet parking faci- lity be completed prior to the issuance of a building permit for the proposed addition. 6. That the "CUP" be subject to annual review. 7. The following standard requirements must be met: a. That all conditions of the Building Depart- ment be met. be That a landscape plan be submitted to and approved by the Planning Department, in- including theYprovisions of Sec. 41-618 of ~he Zoning Ordinance (prior to issuance of a building permit) and that said land- scaping be implemented (prior to utility release) and be continuously maintained. c. That any trash areas be enclosed in accor- dance with the Planning Department standards. d. That all condition~ of the Fire Department be met. 8. Pay street lighting deposit for future street lights. 9. The following requirements must also be met: That a revised plot plan be submitted showing a 20' wide driveway, 23 parking spaces (17 spaces in 90° parking and 6 in parallel), RESOLUTION NO. 73-59 complete paving and striping of all driveway and parking areas to City's standards. That the gates at the driveway entrance be removed and gates providing a 20' opening be provided (or gates at driveway entrance be eliminated). The existing utility pole adja- cent to the front property line is to be moved to accommodate a 20' wide driveway. That the existing single family residence be completely demolished upon completion of the new building or six (6) months after construc- tion commences, whichever comes first. d. That all lights for the parking area be re- flected away from adjacent residences. That services in the church and activities in the meeting hall not be held concurrently in order to avoid parking problems. f. The following requirements are also to be com- plied with prior to issuance of a building permit: 1. Pay water main charges for Harper Street if connection to City main is desired. Provide a cash bond for future pavement, curb and gutter, sidewalk, drive approach, tree and street plans for Harper Street. The building and its use shall conform to the regulations of Title 19, California Administra- tive Code (Public Safety) and the Uniform Fire Code.
