A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA REAFFIRMING RESPONSI-
BILITY OF CITY OFFICIALS TO ADHERE TO
CODE OF ETHICS.
WHEREAS, in our representative form of government it
is essential that the conduct of public officers and employees
hold the respect and confidence of the people, and
WHEREAS, public officials must avoid conduct which is in
violation of their public trust or which creates a justifi-
able impression among the public that such trust is being
violated, and
WHEREAS, at the same time, under a free government it is
both necessary and desirable that all citizens, public officials
included, have a personal interest in the decisions and policies
of their government, and
WHEREAS, the people of the State of California, by their
Legislature, have adopted a comprehensive set of statutes to
guide public officers and employees so as to avoid conflicts
of interest and unethical behavior in the discharge of their
public duties and in their private contacts with government,
NOW, THEREFORE, BE IT RESOLVED, that every elected and
appointed officer and every employee of the City of Santa Ana
is bound to adhere to the highest ethical standards in the
independent and impartial discharge of his or her public res-
ponsibilities, and
BE IT FURTHER RESOLVED, that the City Councilmen of the
City of Santa Ana are, and expect every appointed officer and
employee of the City to be, aware of and guided by both the
letter and the spirit of the provisions of the Government Code
and especially Sections 1090 through 1127 pertaining to the
conduct of public officials, and
BE IT FURTHER RESOLVED, that the government of the City
of Santa Ana is pledged vigorously to enforce the laws of the
State of California pertaining to the conduct of public
officials, and to require the highest ethical standards of
all City officers and employees, to the end that public confi-
dence and respect in city government continues to be justified
and assured.
PASSED AND ADOPTED by the City Council of the City of
Santa Ana at its regular meeting held on the 6
day of August , 1973.
