OF RESOLUTION NO. 58-281 TO ADD CLASS
TITLE OF PUBLIC INFORMATION OFFICER
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution
No. 58-281, revising and re-establishing the Basic Compensation Plan for employees
of the City of Santa Aha; and
WHEREAS, it is now desired to add a new class to the list of class titles
contained in said Resolution No. 58-281, as amended, and to allocate salary and
wage schedules thereto; and
NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as
amended, is hereby further amended by adding to Section 3 thereof, in proper alphabetical
sequence, the following class title and salary range numbers as next herein set out:

DEFINITION
Under general s~:perv~sion, to conduct a comprehenslve publtc rela~£ons and public tnformatlon
program for the City and to do related work as assigned.
EXAS~LES OF DUTIES
Writes, edits, and performs research and layouts for the City newsletter. Prepares regular
news releases and develops, promotes and maintains contacts with all news media including
newspapers, magazines, radio, press and television. Advises the Mayor and members of the
'City Council, City Manager and department heads on matters pertaining to relations with
the public. Assists City Council, committees and commissions with the promotion of specific
?/ojects. Writes and distributes annual reports and newsletters and designs their format.
g~courages the distribution of City government information to all school classrooms. Designs
~blio Relations Program (both internal and external) to develop a thorough understanding
~ local government activities by citizens, public officials and City personnel. Maintains
~aison with community groups interested ~n City affairs; helps develop and coordinate work-
shops and discussion groups. Answers inquiries orally and in writing relative to general
City policies and procedures. Performs additional duties as required.
DISTINGUISHING FEATURES OF THE CLASS
Assignments under ~is class are received in the form of general or oral outlines and are
carried out with a high degree of independent creativity requiring the exercise of independen
judgment and initiative. The Public Information Officer acquires an intimate knowledge of
ell departments and their activities, all community projects under'way and proposed for the
future, and promotes public understanding and citizen participation' in City government.
MINIMUM BASIC QUALIFICATIONS
Graduation from an accredited college or university with a degree in public administration,
public relations, advertising, journalism, English or a related field and two years' experien,
in a responsible administrative staff capacity, advertising agency, news media management 'or
public relations firm. Additional experience may be substituted for education on a year-for-
year basis up to two years.
DESIRABLE KNOWLEDGE~ SKILLS AND ABILITIES
Knowledge of municipal organization and functions and the relationships within municipal
government and with other levels of government. Knowledge of the principles, practices and
techniques of public information and public relations work. Extensive knowledge of basic
principles, practices and techniques of professional journalism and art work layout and
report format. Ability to communicate clearly and concisely, orally and in writing.· Ability
to establish and maintain effective working relationships with other City officials, employee
municipal officials and the public. Ability to grasp cormmunity projects under way and be
capable of reporting such progess as it relates to City government and to the people. Posses
a high degree of creativity and be able to devise, interpret and create reports and pamphlets
