REVISED CLASSIFICATION SFECIFICATIONS
WHEREAS, the City Council of the City of Santa Ana has heretofore estab-
lished certain position classification titles and classification specifications; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa
Ama requires that the City Manager prepare, install and maintain a position classi-
fication plan.., subject to civil service rules and regulations and the approval of
the City Council; and
WHEREAS, in order to maintain the position classification plan in a current
and viable condition, it is occasionally necessary to revise the duties, responsi-
bilities and/or requirements of certain existing classifications; and
WHEREAS, it is now deemed advisable to modify slightly the specifications
for certain existing classifications in order to more clearly and accurately describe
and distinguish their duties and responsibilities.
NOW, THEREFORE, BE IT RESOLVED: That the revised classification specifications
for the following classes of positions, said specifications being on file in the Office
of the Director of Personnel, be approved and adopted as those to be used in recruit-
ing for persons to fill any vacancies in said positions and for other purposes related
to employment and employee relations:

Under supervision, performs a variety of routine clerical work involved in maintaining
financial and statistical records, handling cash, serving at a public coun=er, and per-
forming other related duties as required.

Gathers, assembles, tabulates, checks and posts financial and statistical data; makes
extensions and computes charges or rates from established schedules; maintains simple
accounts, posting entries from supportive documents and records; serves at a public
counter completing routine contract' arrangements for water and refuse services or
· :equests for service discontinuance, verifying eligibility for and issuing various
~ermits or licenses, and providing information and answering complaints in accordance
· ~ith established policy; accepts payments and fees; makes change and issues receipts;
luards against ~ecetpt of counterfeit money and post-dated checks; assista in tracing
' ~orthless checks and verifying dates and signatures; records and balances records of
expenditures for budgetary control; may calculate and record labor, material, equipment
and other cost data for departmental projects; operates adding machines, calculators
amd similar office machines; may perform light typing assignments and performs other
general clerical duties as assigned.
DISTINGUISHING FEATURES OF THE CLASS --
The work of this class involves the performance of varied clerical operations in keeping
financial accounts and records and requires the application of Judgment based upon know-
ledge gained through experience. Decisions made are in acc0rda~he with established pre-
' cedence and departmental policies.
MINIMUM BASIC QUALIFICATIONS
Education and experience equivalent to graduation from high schooI~ including or
supplemented by courses in office practice, and experience in performing financial,
statistical or other clerical work offering specific and. substantial preparation for
the performance of the duties described above.
DESIRABLE KNOW'LEDGE, SKILLS AND ABILITIES ~
Knowledge of modern office practices and procedures and of business English, spelling
and arithmetic. Knowledge of the methods of handling and receipting for maintaining ~
records of money received. Ability to make change with speed and accuracy. Ability to
understand and carry out oral and written directions. Skill in making arithmetical
computations, filing, maintaining office records and in the operation of office eqqip-
ment. Good judgment in making minor decisions in accordance with laws, ordinances,
regulationS, and departmental policies and procedures. Ability to establish and maintain
satisfactory working relationships with other employee~ a~d with the public.

DE?hNITION
Under supervision, performs responsible clerical work in processing documents involved
in financial transactions and in preparing and maintaining financial and accounting
records.
EXAMPLES OF DUTIES
Gathers, assembles, tabulates, compares, verifies and posts financial and statistical
data; prepares or verifies and processes bills and similar documents; posts and bal-
ances cash books, ledgers, subsidiary journals, and other municipal financial and
accounting records in accordance with predetermined classifications and procedures;
makes adjusting, opening and closing entries; reconciles accounts to general ledgers
end prepares routine reports and statements; computes, clasaifies, and prepares bill-
ings; maintains bond registers and clips coupons; sends motices and keeps records of
payment delinquencies; closes cancelled accounts; receives money and maintains records
of receipts; maintains files of invoices, and other financial transaction documents;
operates various office machines, including adding machines, comptometers, calculators,
bookkeeping machines and typewriters; may assign and review the work of subordinate
level clerical personnel; may compose and type routine correspondence incidental to
primary assignment and perform other general office clerical work as required.
DISTINGUISHING FEATURES OF THE CLASS
This is responmib]e clerical work of a specialized nature reqqiring the application
of bookkeeping principles, the exercise of independent judgement, and the skilled
operation of bookkeeping and related machines in the maintenanffe of financial and
other accounting recordg. Work is performed with independence in accordance with
'clearly established systems and procedures and is reviewed through internal controls
and periodic audit.
REqUIRm~ENTs
Education and experience equivalent to graduation from high school, including or sup-
plemented by courses in office practice, and considerable responsible experience in
performing financial, statistical or other clerical work offering specific and sub-
stantial preparation for the performance of the duties described above.
DESIRABLE ~OWLEDGE, SKILLS AND ABILITIES
Knowledge of the application of bookkeeping principles and practices and skill in
applying these principles to the keeping of accounts and the preparation of financial
statements. Knowledge of governmental accounting methods and some knowledge of the
principles of fund accounting. Ability to make arithmetic calculations accurately
and rapidly. Ability to understand and carry out general oral and written instruc-
tions. Ability to establish and maintain effective working relationships wit% other
employees and the general public. Skill in the operation of adding machines, cal-
culators, bookkeeping and similar office machines. Skill in filing and maintaining
office records.

RELATIONS ASSlSTA~.%
DEFINITION
Under direction, works with citizen groups, civic organizations and governmental agencies
in developing and implementing community relations programs directed toward the better-
ment of the City's social, cultural and physieal well-being.
BXANPLES OF DUTIES
Meets with cormmunity groups with the object of improving community relations and advises
on courses of action in specific problem areas; assists groups in analyzing and evalua-
~tng community conditions and needs and assists in establishing goals and techniques for
~ execution of community relations programs; provides oral and written information to
:izens, citizen groups, civic organizations and governmental bodies at ali. levels, and
~aks before groups on subjects related to community relations; investigates and studies
uplaints and counsels with citizens on a wide variety of problems and assists indivi-
~als or groups in solving difficulties in inter-group or inter-personal relationships;
.erves as liaison between members and representatives of community groups to develop
and maintain communications between such groups and the City government; reviews various
federal and state aid programs for municipalities to determine possible areas of assist~
an~e; collects data and prepares the formal application by the City; assists in the
supervision of community center and community relations staff; assists in the preparation,

An employee in this class is responsible for the applicatio~ of knowledge and skill to

on establishing an effective working relationship with minority or disadvantaged resi-
dents of the community, Supervision is received directly, from the Assistant to the
City Manager-Co~nunity Relations,
ASIC REqUIRm mTS
Education equivalent to graduation from a four-year college or university with a degree
in a behavioral science, public or business administration, or related field. Respon-
sible work experience in pubiic administration or related field concerned with the
improvement of intergroup relations, social development or public or private community
improvement may be substituted for up to two years of college on a year for year basis.

Kno¥1edge of the causes and effects of racial, religious and ethnic social problems on
all social strata; knowledge of the principles.of counselling and guidance; ability to
organize groups and direct group activity; ability to ~ork with and speak before the
general public, community leaders and people of various cultural, socio-economic and
ethnic backgronnds; ability to analyze various types of community relations problems
and to make recommendations as to their solution; ability to prepare and present com-
plete and accurate reports; ability to assist in the coordination of the planning ~n}!

STOREKEEPER
DEFINITION
Under direetl0n, supervises and participates in the aetivites of the City'~ central
stores operation.
EXA}[PLES OF DUTIES
Develops and implements procedures for the control of storekeepfng operations~ inglud-
ing material handling and disposition, inventory control, and security systems; plans,
organizes, supervises and participates in the work involved in ordering, receiving,
storing, issuing and accounting for a wide range of materials, supplies, tools, equip-
ment and parts; inspects quantity and quality of goods received for conformance to
~rchase orders and specifications; establishes appropriate stock levels and reorder
oints; orders materials and supplies for replacement of inventory; obtains price
iuotations from local vendors for special items and makes purchases on interim purchase
.rders; confers with departmental representatives to ascertain unusual or special
apply requirements; maintains perpetual inventory and other stores records; conducts
'ad prepares reports on periodic inventories and cycle counts; establishes criteria
and makes recommendations on the disposition of surplus, obsolete or damaged materials
and supplies; maintains stores facilities in a safe, clean and orderly condition; per-
f~rms .related work as required.
DISTINGUISHING FEATURES OF THE CLASS . . ~"
The work of this class involves responsibility for the operation of a large central
stores facility and involves the reordering or purchase of certain stock supplies and
the snpervision of assigned subordinates. Work is performed wi~h considerable inde-
pendence under general direction and in accordance with municlp~l purchasing policies
and procedures. Work is reviewed through periodic review of records and evaluation
of effectiveness and efficiency of operations.
MINIMUM BASIC QUALIFICATIONS
Education and experience equivalent to graduation from high school and experience
involving considerable responsibility in the receipt, storage and issuance of a wide
variety of stores or in performing other related work offering specific and substan-
tial preparation for the performance of the duties of the class.
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES
Working knowledge of materials, supplies, tools, equipment and parts and their uses.
Considerable knowledge of storekeeping methods and practices, including inventory
control and stores records systems. Ability to establish and maintain accurate and
current records of stores transactions; to manage a large stores operation; to plan,
organize and supervise the work of others; and to establish and maintain effectige
working relationships with employees, vendors and others contacted in the course of
work.
