None Each member of the City Council having received copies of the Minutes of December 19, 1955, reading of the Minutes was dispensed with and approved on motion of Councilman Heinly, seconded by Jerome and carried. In Re Hearing Vacate portion of Spurgeon St. Reso. No. 56~1 This being ~the date set f~x~ hearing to vacate a portion of Spurgeon Street lying ,! between Twentieth Street and the Southern Pacific Railroad right-of-way; no written! or oral protests were received. Coz~unication' was read,from the Planning Corem1 ssion recommending denial of variance application of Rob~rt~W. Mead to permit the use of existing garage on property at 1230 West Fairview Avenue for a radio-television service, sales and repair shop, with a sw~!l ,n~ ighted sign. Don Fairbanks, lll4 Magnolia Avenue objected to the establishment of the business. Attorney M.S.Bernard, on beh-~* of the applicant, stated that a fence would be constructed on the Magnolia Avenue side of the propert~ and there would not be a sales room. On motion of Councilman D~bl, seconded by Jerome and carried, the rec~ndation of the Planning Commfssion was approved and the variance denied. Co~m~uication of the Planning Commission was read submitting Resolution No. ~lO recommending the reclassification of property consisting of appro~tely 7~ acres, situated on the north side of McFadden Street, bounded on the west for 2245' by the S.P.R.R., extending approximately 782.~' east of McClay Street and north to the Santa Fe Railroad, from the R-1 and R-S Districts to the M-1 District. On motion of Councilman D~bl, seconded by Jerome and carried, a notice was ordered published setting the date of public hearing as January 16th, 1956. On motion of Councilman D~bl, seconded by Jerome and carried, Map of Tract No.2568 submitted by Orange .COmnty Develolmment Company, for the dedication of Lingan Lane, Adrin Way, Dab1 Lane, Wllshire Avenue, Kathy r~Be, Rene Drive, Spruce Street and a portion of Fairview Avenue, was approved subject to the filing of bond in the sum of $81,000.00, and agreement covering improvements was ordered signed. On motion of Counc~ Jerome, seconded by Dahl and carried, the Preliminary Map o~ner presented by Rand ~nvestment Company,/o£ property located at the southeast corner of Bristol Street and Delhi Road, was approved subject to conditions as imposed by the Department of Public Works. On motion of Councilman Heinly, seconded by I~hl slld carried, the Preliminary Map presented by S.A.Southard, owner of property situated on the east side of Freeway Access Road north of Grace Street, east of Grand Avenue, was approved subject to conditions as imposeCl 'by ~he Deparlzuent of Public Works. On motion of Counc~m-B Heinly, seconded by Dahl and carried, the Preliminary Map presented by Mrs. Grace Vandenberg, owner of property consisti~ng of two lots and located on the east side $f Fuller Street approximately 568' south of East Washington Street, was approved. Chandler None None The Clerk read the Ordinance emending Part 1, Chapter 1, Article IV of the Santa Ana ~unicipal Code to roquire vaccination of all dogs for rabies provention. Dr. Edwa~ Lee Russell, County Health Officer, prosented da~a and facts on the rabies outbreak in Orange County and the Santa Ana-Tastin area. Paul C. Phillips, 1215 West First Stroet, protested the adoption of the Ordinance and road a letter stating the curren' outbroak was a "planned epidemic". Mrs. Connie Chandler of Orange, stated there no foundation for this rabies regulation and roquested delay in adopting the Ordinan~. Mrs. Narriett Butler stated that a leash law would be moro effective than a rabies control Ordinance and roquested that such an Ordinance be adopted. On motion of Councilman Heinly, seconded by Dahl and carried, the following Ordinance entitled: "Ordinance No. NS-148 ~nding Part 1, Chapter 1, Article IV of the Santa Aha Municipal Code to requiro vaccination of all dogs for rabies provention" was considered and passed as an emergency Ordinance by the following vote: Ayes, Conncil m~n Noe s, Councilmen Absent, Councilmen The Council having Dale ~. Ohandler Absent, Councilmen None A petition was read signed by 208 persons protesting the $4.00 per month fee for parking on City streets between 2:00 A.M. and 6:00 A.M. and on motion of CouncJ]m-~ D,hl, seconded by Heinly and carried, the petition was received and filed. Mrs. Betty Ruthpert, 811 Brown Street stated many residents were unable to park their cars off the streets at night due to inadequate garage space, the lack of garages, or the availability of garages in the f-.,~diate vicinity. Fred Cook, East lOth Street, stated that only about one-half of the residents have usable garage space. On motion of Councilman Heinly, seconded by Dehl and carried, the Ordinance was referred to the Attorney for redrafting. Communication was read from Attorneys Bra~ey and Bowman, on behalf of Joseph Fitzgerald and Dr. Cash, requesting that any ruling or decision reference the clear. lng of the alley between Edinger and l%~mona Streets be continued and on motion of Councilmen Reinly, seconded by Markel and carried, the communication was received and filed. It was moved by Councilman Jerome, seconded by Markel and carried, thai the City proceed to clear the alley. In Re Request Associated Riding Clubs of Orange County permission to sell Chuc$ Wagon Breakfast tickets on the streets from January 3rd to Ii 15th, 1956, the proceeds to be used for March of D~mes, and on motion of Coancilman ~ Eeinly, seconded by Markel and carried, the conmmmication was received and filed. Communication was read from Boy Scouts of America requesting permission to conduct a parade on Saturday, February 4th, 1956, at l:O0 P.M., for the purpose of bringing attention to Scout Week which is being celebrated February 6th through the 12th, andl on motion of Councilman Eeinly, seconded by Markel and carried, the conm~Anication wa: InRe Jehovah ' s Witnesses Request received, filed and permission granted. On motion of Councilmau Dahl, seconded by Heinly and carried, permissio~ was granted subject to the reasonable control and decision of the Police Department Boy Scouts of America Request In Re City of Orange Proposed ,nnexations with reference to route and number of cars involved. January 27th, 1956 and the Purchasing Agent designated as the auctioneer; the money received to be applied in the funds of ~Vehicle Parking District No. 1. Rowenhorst for an extension of the (extension of 20-minute zone ) twenty-minute parking zone south on Broadway to cover the parking in front of the aut~ parts store at ll0 South Broadway, was denied.
