A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA AMENDING RESOLUTION NO. 73-147
EMPOWERING THE CITY MANAGER TO AUTHORIZE THE
CITY TO ENTER INTO CONTRACTS IN WRITING WITHOUT
ADVERTISING AND WITHOUT PREVIOUS APPROVAL BY
THE CITY COUNCIL FOR EACH SPECIFIC ITEM FOR THE
PAYMENT OF CHARGES OF SUPPLIES, LABOR OR OTHER
MATTERS.
WHEREAS, Section 421 of the Santa Ana Municipal Charter
provides that the City Council may authorize any officer of
the City to bind the City on contracts in writing without
advertising and without previous approval by the City Council
of each specific item for the payment of charges for supplies,
labor, or other valuable consideration furnished to the City,
in amounts not exceeding Two Hundred Dollars ($200) in any
one contract; and
WHEREAS, aforementioned Section 421 additionally provides
that the City Council may authorize the City Manager to bind
the City on contracts in writing without advertising and with-
out previous approval of the City Council for each specific
item for the payment of charges for supplies, labor, or other
valuable consideration to be furnished the city, in amounts
not exceeding two thousand dollars ($2,000.00) in any one con-
tract; and
WHEREAS, in administering various city governmental func-
tions items must be purchased in the day to day operation of
the City most of which items involve relatively sma%! amounts
of money; and
WHEREAS, the purchase of many of these numerous items
cannot wait for individual approval by the City Council; and
WHEREAS, the volume of important matters which City Council
hears is so great that the Council's time could more usefully
and expeditiously be spent on other matters;
NOW, THEREFORE, BE IT RESOLVED: That Resolution No. 73-
147 is amended to be in conformance with this Resolution.
BE IT FURTHER RESOLVED: That the City Council
chooses to exercise the power provided in Section 421 of the
Santa Ana Municipal Charter and hereby authorizes any officer
of the city to bind the city on contracts in writing without
advertising and without previous approval Of this Council of
each specific item for the payment of charges for supplies,
labor, or other valuable consideration furnished the city,
in amounts not exceeding Two Hundred Dollars ($200.00) in any
one contract.
BE IT FURTHER RESOLVED: That any contract which any
city officer has entered into either personally or through
an authroized agent for the purpose of obtaining fuel during
the present fuel crisis is hereby expressly ratified provided
said contract is in an amount not exceeding Two Hundred
Dollars ($200.00).

BE IT FURTHER RESOLVED: That the City Council chooses to
execute the power provided in Section 421 of the Santa Ana
Municipal Charter and hereby authorizes the City Manager to
bind the City on contracts in writing without advertising and
without previous approval by the city council of each specific
item for the payment of charges for supplies, labor, or other
valuable consideration to be furnished the city, in amounts
not exceeding two thousand dollars ($2,000.00) in any one
contract.
BE IT FURTHER RESOLVED: That for the purpose of this
resolution the term "officer of the city" shall mean only
the following: City Manager, City Attorney, Clerk of the
Council, Assistant City Manager, Assistants to the City Mana-
ger and the heads of each of the following departments:
Bowers Museum, Building Safety and Housing, Equipment Mainte-
nance, Finance, Fire, Library, Personnel, Planning, Police,
Public Works and Recreation and Parks.

of Santa Ana at its regular meeting held on the 7
day of January , 1974.
