A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
ANA AMENDING SECTION 3 OF RESOLUTION NO. 58-281 TO ADD
A NEW CLASS TITLE, CHANGE TITLES OF CERTAII~ EXISTING
CLASSES, AND ADOPT NEW AND REVISED SPECIFICATIONS, ALL
PERTAINING TO THE EQUIPMENT MAINTENANCE SERIES OF CLASSES
Whereas, on November 3, 1958, the City Council passed and adopted Resolution
No. 58-281, revising and re-establishing the Basic Compensation Plan for employees
of the City of Santa Ama; and
Whereas, Section 1004, Article X of the City Charter of the City of Santa
Ama requires the City Manager to prepare, install and maintain a position classi-
fication and pay plan subject to civil service rules and regulations and the
approval of the City Council; and
Whereas, after careful study of the positions and classifications assigned
to the Equipment Maintenance Department, it is now desired to add a new class at
an appropriate salary level, change the ~1~ of four existing classes, and adopt
new and revised classification specifications pertaining to the equipment maintenance
series of classes.
NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as
amended, is hereby further amended by:
1. Adding, in proper alphabetical sequence, the class title of Equipment Serviceman
I at Salary Range 220 ($610-$742).
2. Changing the following class titles as next herein set out:

EQUIPMENT MAINTENANCE SUPERINTENDENT
DEFINITION
Under administrative direction, directs, and coordinates the administrative and
technical functions of a large equipment maintenance center engaged in the replace-
m~nt, maintenance, servicing and repair of automotive, construction and related
equipment.
~,XAMPLES OF,DUTIES
Plans, directs, controls and coordinates the operations of repairing and maintain-
ing a wide variety of automotive and heavy construction equipment; supervises equip-
ment preventive maintenance programs; establishes operating policies, regulations
and procedures, includin~ work standards and safety rules; confers with and advises
subordinate supervisory and lead personnel on day-to-day operations and probl<.ms;
supervises and participates in the selection, placement, training and evaluation of
department personnel; supervises and participates in a continuous program of ..afcty
instruction and insures safety regulations are strictly observed and enforced;
assists other departments and divisions in selecting and/or modifying equipment to
suit peculiar requirements; designs and supervises the construction or modifications
of special equipment to meet specific needs; makes regular and special reports
including evaluation of equipment performance to the City Manager; administers a
complete service and cost record for each separate unit of equipment and a perpetual
control system on all parts and materials used in the repair and maintenance of
motorized equipment; recommends an equipment replacement program and prepares
specifications for the purchase of equipment and parts; super~,ises the general
maintenance of the central repair facilities and maintains the security and order
of the Corporation Yard; prepares annual budget estimates and requests and maintains
budgetary controls performs related work as required.
D_I. STINGUISUING FEATURES OF TUE CLASS
Reporting directly to the City Manager,.an employee in this class is responsible
for directing thc operations of the central garage which includes the repair and
maintenance of general or special purpose automotive and heavy-duty construction
equipment, prepares a budget and performs other duties required of a department
head.
RS.COMMENDED MINIMUM QUALIFICATIONS
Gradnation from high school and five years of increasingly responsible experience
supervising or administering the operations, 'repair and maintenance of a fleet of
motorized and mechanical eqoipment, or any equivalent combination of training and
experience which provides the following know]edge, skills and abilities:
Exten~:~ve know]edge of: tile principles and practices of administration as applied
to a large fleet of motorized mechanical equipment, their dcsigu, maintcoance and
repair. Thorough knowledge of: preventive maintenance principles; the occupations]
hazards and safety preceutions of the trade. Knowledge of: office and financial
record-keeping practices as they pertain to a garage. Ability to: p]an, organize
and supervise the work of a varied staff of supervisory, skilled and semi-skilled
tradesmen and office employees in a manner conducive to full performance and high
more]e; write technics] reports and handle complaints, personnel problems and
administrative questions iu an efficient and capable manner; organize shop faciliL~ :
to meet fluctoating and u~usual demands; prepare and interpret specifications for
tho purchase of cqnipment; establish and maintain effective working relatSonships

GARAGE FOREMAN
DEFINITION
Under direction, supervises and coordinates the activities involved in the main-
tenanca and repair of automotive, construction and other mechanical equipment.
EXAMPLES OF DUTIES
Plans, schedules, lays out, assigns and supervises the work of mechanics and
other skilled and semi-skilled workers engaged in the maintenance, overhaul,
repair and modification of automotive, heavy-duty construction and other mech-
aHical equipment; sets operating procedures and production standards; instructs,
trains and evaluates work performance of assigned personnel; interprets organi-
zational policy to subordinates and enforces safety regulations; makes initial
equipment inspections in difficult cases and diagnoses trouble; estimates repair
costs, incluuing parts, materials and labor; inspects work in progress and upon
completion; analyzes and resolves work problems or assists workers in solving
work problems; initiates or reco~mmends personnel actions and receives and responds
· to employee grievances; insures employees are prpperly supplied with materials,
special tools and equipment; requisitions needed parts, tools and supplies; super-
vises maintenance of garage facilities, including machinery and equipment; main-
tains standard shop records and prepares routine reports; assists in handling
administrative functions, such as coordinating equipment maintenance activities
with other departments; recorm~ends measures to improve operating methods and
procedures, manpower and equipment utilizations working conditions, etc.; assumes
duties of higher level supervisor in the letter's absence; and performs related
work as required.
DISTINGUISHING FEATURES OF THE CLASS
Supervision and limited administrative duties are the primary responsibilities
of an employee in this class. Work is performed with considerable independence
%rlthin the framework of policies and objectives established by an administrative
superior who reviews work through reports, conferences and evaluation of results
obtained.
HECO~NDED MINIMUM qUALIFICATIONS
Graduation from high school and three years' full-time experience as a journeyman
equipment mechanic including one year in a supervisory capacity or any equivalent
combination of training and experience which provide the following knowledge, skills
and abilities:
Thorou~l knowledge of: the theory and principles of mechanics of the internal
combustion engine, gear boxes, chassis and parts; the construction, assembly,
adjustment and maintenance of diversified automotive equipment; of tools, equip-
merit, materials and procedures for the performance of the duties of the position,
which includes grinders, drills, reamers, micrometers, brake relining and drum
grinding machines, valve refacing and seat grinding tools. Ability to: plan,
direct and supervise the work of subordinates and to make efficieDt use of labor
and materials at the disposal of the garage; keep stock and performance records
and prepare reports; instruct subordinates in tho safe and proper operation of
shop equipment.
Special Requirement:
Possession of a valid California Driver's License.
CITY OF SAETA ANA
SENIOR EQUIPMENT MECHANIC
DEFINITION
Under general supervision, performs skilled and lead work in the repair, over-
haul and maintenance of a variety of automot£ve, heavy-duty construction and
other mechanized equipment on an.assigned shift.
EXAMPLES OF DUTIES
Assigns, supervises, inspects and participates in the work of a small crew of
equipment mechanics and other personnel on an assigned shift in maintaining,
repairing, overhauling and rebuilding a variety of automotive and mechanical
equipment; transmits and explains supervisor's instructions and work specifica-
tions to assigned workers; motivates workers to meet production standards and
helps workers or supervisor to solve work problems; instructs and trains sub-
ordinates in improved work techniques, the ese of tools and testing equipment,
and safety measures; observes and enforces safety regulations; performs the
more difficult or complex diagnostic and repair work; assists in requisitioning
supplies and parts; performs related duties as required.
DISTINGUISHING FEATURES OF THE CLASS
While an employee of this class takes the lead and gives directions to equipment
mechanics and other assigned workers, supervisory functions are secondary to the
skilled mechanical repair duties he performs.
MINIMUM BASIC QUALIFICATIONS
Graduation from high school and three years' full-time experience as a journeyman
equipmer~mechanic or any equivalent combination of training and experience which
provides the following knowledge, skills and abilities:
Thorough knowledge of: the tools, equipment and procedures used in the overhaul,
repair and adjustment of a wide variety of light and heavy equipment, including
gasoline and diesel-powered engines; fuel, ignition, electrical and cooling systems.
Knowledge of: the mechanical and hydraulic principles essential to the maintenance
and repair of specialized apparatus, pumps and equipment, their use, operation and
standards of performance. Skill in the use of shop tools. Ability to: diagnose
mechanical troubles, to disassemble, check and reassemble automotive components and
to test the operation of repaired equipment; supervise and instruct subordinates in
the safe and proper use of tools and related shop equipment.
Special Requirements: Possession of a valid California Driver'S License. Possession
of a complete set of basic mechanic hand tools. Possession of a valid California
Class "A" Installers and Adjusters License.

EqU'rPMEN~ MECHAI~C ~
~EFINITION
Under general supervision, performs skilled work in the repair, overhaul and
maintenance of a wide variety of automotive, heavy-duty construction and other
mechanized equipment.
EXAMPLES OF DUTIES
Performs field and shop inspections of automotive, truck and heavy-duty con-
struction equipment to determine repair needs or estimate cost of repairs; makes
field repairs when possible; overhauls, repairs and adjusts internal combustion
engines, air compressors and pumps, clutch assemblies, axle assemblies, trans-
missions, differentials, ignitions and electrical, fuel, hydraulic and cooling
systems; fits and adjusts bearings; repairs and installs hydraulic controls;
relines and adjusts brakes; makes minor body repairs and performs regular pre-
.ventive maintenance on a variety of mechanical equipment; assists in in-service
training programs for apprentice-level workers; performs related duties as
required.
DISTINGUISIIING FEATURES OF THE CLASS
Thls is skilled work at the journeyman level in the maintenance, overhaul and
repair of a wide variety of light and heavy gasoline and diesel-powered auto-
motive, truck and heavy-duty construction equipment in accordance with standard
trade practices. Supervision may be exercised over semi-skilled helpers and
apprentice-level workers.
MI,NIMUM BASIC QUALIFICATIONS
Completion of the tenth grade and two years' full-time journeyman-level experience
in the maintenance and repair of mechanical equipment or any equivalent amount
of training and experience which provides the following knowledge, skills and
abilities:
Considerable knowledge of: the assembly, adjustment, maintenance and overhaul
of a wide variety of automobiles, trucks and specialized construction equipment;
the operation and care of the internal combustion engine, of chassis and parts
and their replacement. Skill in: the use of all types of shop tools such as drills,
grinders, micrometers, reamers, brake relining and drum grinding machines; per-
forming valve refacing and seat grinding. Ability to: carry out oral and written
directions; perform heavy physical work and maintain effective working relation-
ships with fellow employees.
Special Requirements: Possession of a valid California Driver's License.
Poss~ssion of a complete set of basic mechanic hand tools. Possession of a
valid California Class "A" Installers and Adjusters License.

EQUIPMENT MECHANIC I
DEFINITION
Under supervision, performs semi-skilled and limited skilled work in assisting
journeyman level mechanics in the repair and maintenance of more complex com-
ponents of heavy automotive equipment and personally repairs and maintains small
motorized equipment.
EXAMPLES OF DUTIES
Inspects motorcycles, chain saws, lawnmowers and similar small motorized equipment
to determine extent of necessary repair; repairs and adjusts internal combustion
engines, transmission, differentials, mechanical linkage, ignitions, electrical,
fuel and cooling systems; makes and installs rotor and gutter brooms; adjusts brakes;
answers road calls, making minor adjustments or repairs, or towing disabled vehicles
to repair shop; assists journeyman level mechanics in disassembling or assembling
motors and accessory parts or in other major repair work; observes safety regula-
tions; as experience is gained, works with increasing independence on less complex
or familiar assignments; performs related duties'as required.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs limited skilled mechanical work on small motor-
ized equipment and assists journeyman equipment mechanics with major repair work
on large, more complex equipment.
RECOMMENDED MINIMUM QUALIFICATIONS
Completion of tenth grade and one year of experience in the repair and maintenance
of light automotive and small motorized mechanical equipment or any combination of
training and experience which provides the following knowledge, skills and abilities:
Knowledge of: the assembly, adjustment, maintenance and overhaul of a wide variety
of small motorized mechanical equipment; machine and hand tools used in mechanical
repair, work. Skill in: use of machine and hand tools involved in servicing and
repairing mechanical equipment; oiling, greasing and other servicing activities on
mechanical equipment. Ability to: perform heavy physical work; follow oral and
written instructions and maintain effective working relationships with fellow
employees.
Special Requirements: Possession of a valid California Driver's License. Possession
of a set of mechanic hand tools. Must possess a valid California Class "A" Installers
and Adjusters License at the end of the probation period.

EQUIPMENT SERVICEMAN II
DEFINITION
Under supervision, lubricates and services automotive, heavy-duty construction
and other mechanized equipment and runs parts.
EXAMPLES OF DUTIES
Lubricates trucks, tractors, power mowers, graders and similar motorized equipment
with fuel, oil and grease using air pressure and hand lubrication tools; performs
oil and filter changes; sands and paints varied equipment; drives truck to parts
house to pick up automotive and heavy equipment parts required by equipment mecha-
nics; changes and repairs tires; may assist equipment mechanics with mechanical
repair and adjustment in a training capacity; operates tow truck when necessary
and performs related duties as required.
pISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs semi-skilled ~aintenance and lubrication work.
Following a short training period, incumbents are expected to have a working know-
ledge of the basic operation, lubrication and service requirements of automotive~
truck and heavy-duty construction equipment.
RECOMMENDED MINIMUM QUALIFICATIONS
One year of experience in servicing automotive equipment or any equivalent com-
hi~ation of training and experience which provides the following knowledge, skills
and abilities:
Knowledge of: the use of oils, greases, oil and lubricating tools, and other
materials used in lubricating varied motorized mechanical equipment. Ability to:
read and write; make minor adjustments or repairs to automotive and heavy equip-
ment; follow instructions; drive a wide variety of motor vehicles; maintain repair
and service records and maintain effective working relations with fellow employees.
Special Requirements: Possession of a valid California Driver.'s License. Possession
of a basio set of hand tools for service station type work.

DEFINITION
~.~UIPMENT SERVICEMAN I
Under immediate supervision, operates and maintains gas island and performs
simple maintenance on varied equipment.
EXAMPLES OF DUTIES
Operates and maintains gas island; checks for proper measure oil, water, tire
pressure and battery; cleans and washes varied equipment; changes and repairs
tires and other related duties as required.
pI.$TINGUISHING FEATURES OF THE CLASS
This is an entry-level class with no education or experience requirements.
RECOMMEEDED MINIMUM QUALIFICATIONS
Any combination of training, experience or aptitude which provides the follow-
ing knowledge, skills and abilities:
Ability to: read and write; learn the methods and use of materials used in
clea~ing, washing and polishing automotive equipment; lear~ the methods and
procedures necessary to change and repair tires and perform basic vehicle service;
follow instructions; keep simple records, and maintain effective working relations
with fellow employees.
Special Requirement: Possession of a valid California Driver's License.
CITY OF SANTA ANA
BLACKSMITH-WELDER
pEFINITION
Under general supervision, performs skilled acetylene and electric welding work
in the fabrication and repair of machinery and rolling equipment along with
general blacksmithing duties.
EXA/4PLES OF DUTIES
Cuts and welds metal using a variety of related tools and welding rod materials;
performs shop and field repair welding on equipment and machinery; maintains
oxy-acetylene tanks and mixer valves and welding equipment to insure their safe
operation; does sheet metal work and mechanical repair involved in fabricating
a variety oi articles including crane boom sections, truck beds, tool boxes,
and racks; sharpens and retempers jack hammer gads and spades; performs related
duties as required.
DISTINGUISHING FEATURES OF THE CLASS
Under general supervision performs varied difficult and creative welding and
blaeksmithing activities requiring a substantial amount of creativity in the
common absence of plans.
RECOMMENDED MINIMUM QUALIFICATIONS
Completion of tenth grade and four years' full-time experience as a journeyman
Blacksmith-Welder or any equivalent combination of training and experience
which provide the following knowledge, skills and abilities:
Thorough knowledge of: the use of equipment and techniques employed in welding,
brazing and hard facing and in cleaning, brushing and grinding welds. Knowledge
of: the working properties of metal; occupational hazards of the trade and
appropriate precautionary measures. Skill in: the use of equipment and techni-
ques utilized in blacksmith welding. Ability to: interpret plans and to work
from rough sketches and samples; make estimates of material requirements.
Special Requiremcnts: Possession of a valid California Driver.'s License. Possession
of a basic set of hand tools utilized in the blacksmith-welding trade.
