Dahl Each member of the City Council having received copies of the Minutes of July 2, 1956, reading of the Minutes was dispensed with and approved on motion of Councilman Heiuly, seconded by Markel and carried. The Council having unanimously waived the reading of the Resolution, on motion of Councilman Jerome, seconded by Markel and carried, the following Resolution entitled: "Resolution No. 56-197 ordering the vacation, abandonment and closing of West Orange Road" was considered and passed by the following vote: . D~hl This being the date set for hearing protests on the amendment application of Williaml H. Allen, Jr., for the reclassification of a triangular-shaped parcel of property located on the south side of Grace Street approximately 120 feet west of Linwood Avenue and bounded on the southwest by East Washington Place, from the R-1 to the R-3 District, Attorney Delbert L. Larsh, representing the owners of Cameo Park Tract~ filed a petition bearing 140 names protesting the change of zone, and submitted an affi~avit signed by Hugh Gibbs, Architect, for the Cameo Park residential development, stating that at a public auction held by the State, Mr. Gibbs wished to purchase subject property as an adjunct to the Cameo Park Development, but the present owner and applicant for said zone change bid more than two times the price paid for the adjoin. ing acreage in Cameo Park. Attorney Larsh stated the applicant was aware that the property was zoned R-1 and knew it adjoined the acreage where Cameo Park Homes were to be built and requested the rezoning application be denied and establish a pattern:~ to keep it as R-1 District. Attorney Robert Barnes, representing the applicaut~ presented zoning maps and photographs of the property and stated the property is not incompatible to the adjoining property. Councilman Dabl arrived at 8:05 P.M. Three persons voiced their objections to the rezoning of the property as R-3 District. On motion of Councilman Jerome, seconded by Markel and carried, the following Ordinance entitled: "Ordinance amending Article IX of the Santa Ana Municipal Code creating changes in district boundaries and amending Sheet No. 9 of the Districting Map to show the reclassification" was introduced, considered and placed on file for second reading. This being the date set for the continued hearing and no protests having been was considered received~ the amendment application of Edith E. Alsbach_/for the reclassification of property located on the southwest corner of l?th Street and Grand Avenue~ from the R-l, R-2 and C Districts to the C-1-PK District. On motion of Councilman Markel, seconded by Jerome and carried, the following Ordinance entitled: "Ordinance amending Article IX of the Santa Ana Municipal Code creating changes in district bouoa~ies and amending Sheet No. 6 of the Districting Map to show the reclassification" was introduced, considered and placed on file for second reading. A tabulation of bids was presented by the Manager for the construction of a brick and concrete work room addition to the Bowers Memorial Museum, as follows: Charles W. On recommendation of the Manager and on motion of Co~mc]]m~ Jerome, seconded by Markel and carried~ the bid of Gallegos Company, in the sum of $17~600.00 was accepted and the other bid rejected. Councilman Heinly abstained from voting. On motion of Councilman Jerome, seconded by D~h~ and carried, the recommendation of the Planning Commission was approved and the variance of Arlo G. Campbell was granted to permit the construction of a 12' x 20' gara6e, with apartment above, in addition to the existing three-stall garage with three-room apartment above, on property at 823½ North Van Ness Avenue, subject $o a condition. On motion of Councilman Dab] ~ seconded by Jerome and cal~ried~ the recommendation of the Planning Commission was approved and the variance of LeRoy C. and Helen E. Miller was granted to permit the construction of a second residence and attached single garage at the front of lot at 1928 South Garnsey Street, to be in line with other houses on South Garnsey Street, subject to certain conditions. On motion of Councilman Dahl~ seconded by Markel and carried~ the recommendation of the Planning Commission was approved and the variance of Ottmer H. and Dorothy L. Schuette was granted to permit construction of a two-bedroom duplex on rear part of property at 1901 West Washington Avenue~ in addition to existing single-family dwell- ing on the lot, subject to a condition. On motion of Councilman Dahl, seconded by Markel and carried, the recommendation of the Planning Commission was approved and the variance of Fred James Investment Company was granted to permit deletion of rear yard requirements on property at 2815 Halladay Street and seven lots adjoining on the south, subject to the conditions that the applicant comply with the installation of necessary street improvements, 15 feet in width measured from the property line, in accordance with standards of the Public Works Department. 65¸ Rand Prot~rties, Inc. and J.M.Miller Variance Clark L. Paul Calhoun, 1306 South Main Street, objected to the location of a hospital in a rosidential zone and shopping center area but wished to state he had no objection to any c~npetitive business. On motion of Councilman Markel, seconded by Jerome and carried, the matter was continued until the next rogular meeting. Communication was read from the Pla~ing Con~nission reconEaending denial of variance application of Clark L. and Zelinor D. Loomis to permit use of property at 2201 South Bristol Street for a roal estate office, with 25 square foot sign erocted in the front yard at right angles to Bristol Stroet, due to inadequate space for park- lng. On motion of Councilman Dahl, seconded by Jerome and carried, the recommend- ation of the Planning Commission was approved and the variance denied. Con~nunication was read from the Planning Commission recommending denial of variance application of Robert W. Mead to permit the use of property at 1230 West Fairview Avenue, for a radio-television repair and service shop, with sign. Attorney William C. Adams presented a petition signed by 15 persons roquesting approval of the variance. On motion of Councilman Jerome, seconded by Neinly and carried, the petition was received and filed. The Council having unanimously waived the roading of the Resolution, on motion of CounciLman Dahl, seconded by Neinly and carried, the following Resolution entitled: "Resolution No. 56-198 granting Variance where Planning Commission recommended denial" was considered and passed by the following vote: Ayes, Councilmen Date H. On motion of Councilman Dahl, seconded by Jerome and carried, a notice was ordered published setting the date of public hearing on August 6th, 1956. On motion of Councilman Jerome, seconded by Markel and carried, said documents were received and filed. Chandler Councilmen None Councilmen None On motion of Counci]m~an Dabl, seconded by Heinly ~nd c~rried, the communication from the Chamber of Co~m~erce, Civic Beautification Committee, suggesting the planting of low-growing, droUght-resistant shrubs around the perimeter of the parking lots in the City, and especially the city-owned ones, to partially conceal some of the trash and litter which ~ccumulates, w~s received and filed. On motion of Cotu~eilman Dahl, seconded by Mark~l and carried, the communication from the Chamber of Co,amerce, Civic Beautification Co~mnittee, urging the erection of anti-litter law warning signs, within the City limits or Just below or above the City limit signs, such as are posted by the Cities of ~naheim, Fullerton and Newport Beach, was referred to the Manager for report. Co~m~micatton was read from the Santa A~a-Tustin Community Chest requesting per- mission to use street harmers, flags, etc., for the purpose of the Campaign, from September 15th through November 30th, 1956, and on motion of Councilman Dab1, and seconded by Hei~ly, permission was granted to use the flags on the light poles and the other requests were denied. It was moved by CounciLman Dahl~ seconded by Heinly and carried, that the motion be amended to grant permission for a period of not ~ore than one month, beginning September 15th, t9~6. Motion carried. Communication was read from Pacific E~ployers Insurance Company requesting release of subdivision bond 01-B-49833, in the sum of $122,0OO.O0, filed by Rand Prol~erties, Inc., in Tract No. 2~94. On motion of Councilman Dab_l, seconded by /{einly and carried, the bond was ordered released subject to the condition that a bond in the suz~ of $~,0OO.OO be posted to insure construction of a sewer line of sufficient size between Central Avenue ~ud the new pumping plant at San Lorenzo Street on Bristol Street. On motion of Councilman Dab_l, seconded by Jerome and carried, the Purchasing Agent was authorized to advertise for bids for an Accounting Machine, for the Finance Dep~rtment; bids to be opened August 6th, 1956. On motion of Councilm~n Jero~ae, seconded by Markel and carried, the application of Southern Counties Gas Company, before the Public Utilities Commission, for a general increase in gas rates under Section ~SQ of the Public Utilities Code, was received and filed. On motion of Councilman Jerome, seconded by Markel and carried, the claim of Carl Andreasen, in the sum of $90.00, for damage to a Salvation Army bus caused by a low overhanging branch of a tree at 818 East Third Street, was referred to the Attorney and Insurance Carrier. Heine " " " " " " On motion of Councilman Markel, seconded by Heinly and carried, Mrs. Idella Dye was appointed as a member of the Board of Recreation and Parks, under the conditions of the Board as to lengt~h of term. On motion of Councilman Dahl, seconded by Heinly and carried, Herbert L. Hill, Donald P. Kennedy and Lee J. Hasenjaeger, were appointed as members of the Commission of the Santa Ana Vehicle Parkin~ District No. l, under the conditions of the Commis- sion as to length of term. Communication was read from Mrs. Dean O. ~eidt, 2~37 South Shelton Street, request- ing that the residents in the "Colorama Homes Tract" on South Shelton Street be permitted to use the vehicle ramps to enter and exit from South Shelton Street to Delhi Road, and on motion of Councilman Dahl, seconded by Heinly and carried, the matter was referred to the Manager for an answer. On motion of Councilman Dahl, seconded by Jerome and carried, the communication dated July 6, 1956, together with Resolution No. 1371 from the City of Orange advising of proposed annexation of certain real property, was received and filed. The Manager reported that quotations were received from three accounting firms for auditing services for the fiscal year 1956-57 and recommended that the proposal of Dlehl, Evans and Company be accepted. On recommendation of the Manager and on motion of Councilman Jerome, seconded by Heinly and carried, proper officials were authorized to execute agreement dated July 16th, 1956, with Diehl, Evans and Company. On motion of Councilmau Dahl, seconded by Jerome and carried, the written recommend- ation of the Manager, dated June 22, 1956, setting forth salary step increases for six employees, was received, filed and approved. It was moved by Councilman Dahl, seconded by Heinly and carried, that action be deferred until the next meeting on the request of Knox Cleaners, 702 South Main Street, for two 12-minute parking zones. It was moved by Councilman Dahl, seconded by Heinly and carried, that action be deferred until the next meeting on the request of Armet & Davis, on behalf of Y%~nmies Restaurant, for two thirty-foot approaches at 17th and Bristol Streets. On recon~mendation of the Mannger and on motion of Councilman Dab_l, seconded by Heinly and carried, the request of Jezowski & Markel, on behalf of Todd's Dairy, 2731 Halladay Street, to construct a 35 foot driveway approach to be located approx- imately 150 feet north of Dyer Road, was granted. Councilman Markel remarked that he has heard some very complimentary and congratu- latory remarks about the new Municipal Swimming Pool at Santa Ana Memorial Park.
