A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING AGREEMENTS WITH
OTHER ORANGE COUNTY CITIES FOR PARTICIPATION
IN THE ORANGE COUNTY NARCOTICS INDEX AND
AUTHORIZING THE MAYOR TO EXECUTE SAID
AGREEMENTS
WHEREAS, the City of Santa Ana and other Orange County
cities have entered into prior agreements under the terms
of which the parties agreed to participate, with other cities
within Orange County and with various County of Orange agencies,
to form a Narcotics Task Force; and
WHEREAS, identical new agreements have been prepared
providing that each city pays a pro-rata share of the expense,
based on its population, to the City of Santa Ana in return
for the City of Santa Ana's agreement to administer the Nar-
cotics Index; and
WHEREAS, such Narcotics Task Force will provide essential
timely, expeditious and continually available support to the
Task Force members and interface with other law enforcement
agencies in the area of narcotic oriented intelligence collec-
tion, analyzation and distribution; and

NOW, THEREFORE, BE IT RESOLVED that the Mayor is hereby
authorized to execute an agreement with the cities of Anaheim,
Brea, Buena Park, Costa Mesa, Cypress, Fountain Valley,
Fullerton, Garden Grove, Huntington Beach, Irvine, Laguna
Beach, La Habra, La Palma, Los Alamitos, Newport Beach,
Orange, Placentia, San Clemente, San Juan Capistrano, Santa
Ana, Seal Beach, Stanton, Tustin, Villa Park, Westminster,
Yorba Linda with the following terms:
In consideration of the benefits to be derived from the
establishment of the Narcotic Index Office, by each party,
the parties hereto agree as follows:
The Director of Finance for the City of Santa Ana
shall, upon award of a Grant resulting from said
application, simultaneously establish a special
trust fund designated for Narcotics Task Force
Hard Cash Matching Funds. Said trust fund shall
be in the amount of Five Thousand Three Hundred
and Thirty Three Dollars ($5,333.00) and shall be
disbursed in a manner consistent with the grant
conditions. He shall also establish a special
trust fund to provide the required accountability
for the project.

Santa Ana Chief of Police, as Project Director,
shall order and provide project direction and make
payment on behalf of each city for services pro-
vided on aforesaid grant that are required in es-
tablishing the Narcotic Index Office.
Each city agrees to deposit with Santa Ana, within
ninety (90) days said city's pro-rata share of the
Narcotics Task Force Hard Cash Matching Funds. The
above pro-rata share to be immediately returned to
each of said cities if said grant is not awarded.

in the grant application.
The Project Director and Financial Officer shall
receive and disburse project funds through the above
two trust accounts in accordance with all legal
requirements for the accounting of funds under the
Omnibus Crime Control Act and Safe Streets Act of
1968 and any amendments thereof.
The Project Director shall direct the Financial
Officer to reimburse each city for any portion
of its contribution remaining unexpended at the
completion of the project.
BE IT FURTHER RESOLVED that the City Council of the
City of Santa Ana approves the terms of each of said agree-
ments.

A. The following are considered' to be the project objectives
as stated:
Reduce the trafficking and availability in illegal
narcotics and restricted dangerous drugs in Orange
County by 5%. The comparison will be made by match-
ing 1974 statistics with 1973 statistics.
2. Develop an operational I~arcotlcs Intelligence Net-
work in conjunction with DALE.
Increase the quality of arrests and improve the ratio
of convictions to arrests for illegal narcotics and
restricted dangerous drug offenses.
4. Increase the coordi-nation and cooperation to exchange
information within each individual agency and among
local, state, and f~d~ral agencle~ in the reduction
of illegal narcotics and restricted dangerous drug
offenses. Second year imput'by member agencies will be

5. Cooperate with health care delivery services in the
area of drug abuse prevention and treatment resources.
6. Participate at all levels in a comprehensive uniform
naccotic enforcement training program.

A. Harcotic Traffickiug
Impact: The Task Force concentrates on locating major
supplic~r~ and distributors of illicit: drugs,'loc~tin~j
and seizing any clandestine laboratories manufacturing
or cultivnting illicil drugs L~nd narc'otics; assJ~ting
local police agenci(~s in initiating, investigating and
apprehending narcotic and ~lrug violators (i.e. street
pushers and users); steill t~le flow o[ drugs into the
County through a coordinc~ted effort with re, doral , StaLe
oild oth(~r County enforcement agencies by apprehending
inter-jurisdictional ~r;~f f ick(~rs.
The Task Force will continue in its attempt to
achieve these goals by the use of 'informants,
surveillance, "buy programs", and joint operations
with other departments, which include exchange of
intelligence and narcotics activities and other
drug-related crimes. Through the use of informants
introducing agents into 'the lower level of drug
trafficking, 'the agent then works his way toward
the target of the Unit.- the so-called wholesalers
of drug traffic. We will employ all known investi-
gative procedures in our effort to stem or stifle
and control the 'sale and illegal use of narcotics
and dangerous dr~gs within Orange County.

Result: If the wholesalers are eliminated, the im-
porter ~s denied a market for his goods, and the
source of supply is cut off for the street peddler.
With the decrease in the flow of the sale of narcotics
and dangerous drugs in Orange County and an increase
in the number of drug violator apprehensioms, we
hope for some measure of effectiveness.

We will measure the effectiveness of Our efforts
by looking at the overa!] drug picture - an increase
in the price and a decrease in the qusiity of illicit
drugs and narcotics,'due 'to the scarcity and risk
involved in selling ~sme; .thereby, making it less
available to the youth and general public or Orange
County. It will also result in a dec,ease of drug-
related crimes, such as - burglary, petty theft,
purs'e snatch, a~to burglary, an~ the like.

Tim secon~ phase would be the creation of a
narcotics intelligence system capable of re-

information on an area-wide basis. The Task
Force will continue to be a designated respons-
ible member for the narcotics intelligence
network for all Orange County, and other con-
cerned jurisdictions throughout Nevada~ Arizona
and California.
We hope to continue to have a measure of effect-
iveness by the documentation of the design, de-
velopment, implementation, and use of ~ntelligence
evaluation system for the purpose of assessing
the effectiveness of the Narcotics Task Force
within the County of Orange;
C. Arrests - Conviction, Ratio
Impact - The Task Force will continue to attempt:
through training and increased equipment qvaila-
ability to increase both the number of arrests
pertaining to drug violations and the eventual
conviction of the violator(s), Within the county.
Result - Reducing the number of drug traffickers
on the street~ by obtaining convictions of
criminal charges, will reduce 'the availability of
drugs.
D. Coor~na~tloL & CooT)eration
Impact - The Task Force will continue to maintain
and %mprove the e×Jsting coordination and cooper-
atJon bet~een enforcemen~ agencies working within
the county.
Result -.The resu].ts of improved coordination and
cooperation are obvious. It ~s imperative that
the law enforcement agencies exch~nge info'~';nation
and work together ~in order to achieve the state<]
objectives oF this grant.

F. Narcotics Enforcement .Training Program
Irapact - The Task Force Analyst will attend the
InteIligence Analysis and Collectors Schools, in
order %o receive necessary specialize5 training
to better qualify him to perform his function,
Six members of the Task Force ha~e already com-
pleted the two-week Narcotic Officers School in
accordance with the figst year grant. They will
in turn train their personnet~ while on the job~
in the new methodology and techniques learned at
the Institute.
Result - As a result of this intensive specielized
training~ the members of the Task Forca will be
better able to perform their functions within the
Task Force, and this will mmp~ct on many objectives
of this grant. For example, they will be able to
improve the quality of arrests and convictions
pertaining to drug v~olstions~ while the Analyst
and Coordinator ;.;ill be able to perform their
very specialized tasks. ~
G. Impact on Related Crimes
Impact - Due to the nature of these persons in-
volve(] in the usc of an0 addiction to narcotics
and dangerous drugs~ iz has been found that many
times 'they resort to othef crimes~ such as robbery
or burglary/ in order to finance their purchases
of the contraband.
Result - By the lnvest~getion and arrest of these

and this is then sn~lyzed by the analyst and
necessary data distributed through the proper
channels. This data is submitted to the O,C.N.I.
office from the various members of the Task Force
as it becomes available.
Result - The result of this data is self evident
and enables law enforcement to better understand

35. Methodology
A. 9roposed Approach
The objectives of 'the Orange County Narcotics Index
will have to be evaluated, at the end of the grant
period, via statistical data ob'tatned and objective
and subjective analysis by trained personnel. There-
fore, it is imperative that certain data be collected
and analyzed. In order to have a starting point
upon which to base quantifiable objectiYes, it was'
agreed in the f~rst year grant by LEAA and the Orange
County Narcotics Task Force that six (6) cities
within Orange County would be used as s data base
for determining the effec't of the Orange County
Narcotics Index over the time period covered by the
grant, it was agreed that the cities would be Santa
Ana, Anaheim~ Garden Grove~ Orange~ Fullerton, and
the Orange County Sheriff. The criterta used ih
selecting these specific cities is the fact that the
population composing these six cit~e~ is equal to
over ~Z~ of.the total population of O~ange County
(Populatio~ of Orange County is 1,575,481 per the
19?2~census and the total population of Santa Aha is
169,o17 plus Anaheim 183,405 plus Garden Grove 129,021
plus Orange 82~773.plus Futlerton 88,646 plus the
unincorForated area [72~499 totals o~t to 825,961 or
52.33~). It was £urther ~greed by the Orange County
Narcotics Task Force Executive Committee member~hJp
that these six cities represent an overall view of
the ~arcotJcs problem ss it e×ists within the county.
The Orange County Narcotics Index Office wi].] collect
data fro:u these ti'ties pertaining to past years and
then the Coordinator~ Analyst and o~fice staff will
compare these past figures with the new figures
obtained.during the period of the gr~nt to 5etc,'mine

Thc number of law bnforcement officers assigned
to the Task Force will vary with the size of the
department. Ail law enforcement officers assigned
will be fully experienced ill narcotics and nar~
cotJcs enforcement. The nucleus of the Task Froce
Js the Executive Committee. The Executive Com~
mittee is composed of six sergeants, three of
whom are replaced semi-annually by election of
the membership.
Narcotic Indek.- The Orange County narcotics Task
Force now in operation is supported by ah Orange
County Narcotics index which is staffed by a
coordinator~ analyst, stenographer and clerk
typist, The narcotics index is subordinate to
the Orange County Task Force and look to it for
direction and inte!lJgence input.
C. Objectives
The major task of the Orange County Narcqtic Index
is to assist local law enforcement ~arcotJc officers
to subs%ant!a].ly reduce 'the drug abuse problem
and related crimes in their respective jurisdictions.
By analyking narcb'tic intelligence information sub -
mitred from throughout .the county, the Index staff
will be able to establish trends and patterns in
narcotic moveraent. In addition~ narcotic peddlers
of interest %o multiple agencies car, be ~dentifie~
and "targeted'~ for a joint effort by the agencies
concerned. Dissemlnatiom~ of analyzed information
wi!] be the responsibi!~ty of the Index staff where
the central files and index caf'da will be maintained.

F. Working Relationships
The Orange County Drug and Narcotic Task Force
enjoys a reputation of being one of the more
closely knit organizations of its type in the
COuntry. Numerous major narcotic investigations
have been brought to a successful conclusion by
total cooperation of many agenqies both from within
and outside Orange County. The Brotherhood of
Eternal Love is a prime example.'
G. Duplicate Programs
Inasmuch as all police agencies in the county are
members of the Task Force, the problem of duplication
of effort on major investigations has been minimized.
Training of Staff
Monies hame been set aside in the first year grant
so that the analyst can attend two two-week narcotic
analyst and collectors schools. Additional. fun(~s

37. Management Records
A..Project File Security
Of paramount importance to the successful operation
of the Drug Crime Unit is the security of information.
It ia therefore imperative that the data collected
by the Unit be safeguarded against compromise in ~
any form. The security must be a safeguard against
two forms of unauthorized revelation; i.e.~ physical
removal and/or oral communication.
To protect the information in the former instance,
all data is maintained in the Drug Crime Unit offices
in file cabinets which meet accepted standards of
security for Classified information. In addition~
keys to the Unit's offices are issued only to members
of the Unit. The policy of "last to leave the office
locks the door" has been instituted even if it is
necessary for all personnel to be absent simultsne~-
ously~ even for short periods of time. Also, when
files are not. in active use~ they remain lo~ked.
To protect against oral d.L~,clo.~ur~, the following pro-
cedures are followed:
Prior to accepting any person for assignment to
.the unit~ a thorough investigation of their
sonal background is conducted to determine t~eir
reliability. Insofar ss regulations permit., no

B. Utilization of lnvesvmgatlve Funds
The agent or officer in charge of the investigation
unit to which the imprest fund is assigned must author-
ized all advances of funds up to $500 to agents or
officers for the purchase of information or evidence.
Payments in excess of $5~0 must be approved by the
Head of the Law Enforcement Unit to which the subgrsnt
was made, or the project Coordinator~ or the Chairman
of the Task Force Executive Committee..Such authori-
zation must specify the informatRon or evidence to be
received, the amount of expenditures, and assumed
name of informer.
There are maintained by the Index, confidential files

The necessary data wJ'll be submitted to the Orange County
Narcotics Index Coordinator's Office by each of the par'ti-
cipating agencies as it becomes avaitr~ble. This data will
b~ collected at the Orange County Narcotic Index Office
at the Santa Aha.Police Department and then analyzed as to
its content and relevance by the £~nalyst and other office
staff. The analyst is assisted by a staff as described
in the Budget Narrative section of this grant application.
Standard cards and forms used for ihtelligance information
will be used to record intelligence 5ata obtained and rele~
vent data will then be placed into the intelligence system
by the Coordinator. The final evaluation of the program
will be mode by the Coordinator and his staff with 'assistance
when necessary by the Task Force.
Systemwide Impact
In Orange County Urug oriented problems compose over 40~
of 0Il major crimes in the County. It has been foond that
many individuals who are addicted to the use of narcotics
or 5angerous ~rugs are forced to commit other crimes~ such
as theft and robbery, in order to pay for the contr~banO.
On a larger scale many times the purchase of large amounts
of illegal narcotics and dangerous drugs is f~.nanceO
subsidized .by the porchase of large amounts of firearms and
other types of illegal weapons. It is felt that with the
comtinuation of the Narcotics Index in Orange County, the
presently existing Orange County Narcotics Task Force will
be better equippe~ to ~eal ~.:ith the existing an5 projected
drug problem within the County and surrounding area by
having increased information available for their use. ~his
i~format~on properly analyze~, and ~istribute~ ~i!l lea~
to taking the drug trafficker eff the streets and thereby
re~ce the avaJlab:~l~Ly of 5r~]gs thereon. If the drugs are
not available for purchase there wi!] be a dir~c't reduction
in the number of thefts and cr~mes,committed te obtain money
to buy s~me. it is the belief of law enforceme~'~t officers
within the Coun'~y of Orange that a redt~ctJon in overall crime
will result from a concentrated ef~'ort at narcotic
suppression.
