A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA ENDORSING THE ASSESSMENT
TREATMENT SERVICES CENTER AND ENCOURAGING
THE COUNTY OF ORANGE TO PROVIDE THE NECESSARY
FUNDING
WHEREAS, the local Assessment Treatment Services Center
(ATSC) was developed as an alternative to the Juvenile Justice
System to provide guidance and treatment to emotionally and
behaviorally disturbed juveniles, without formal processing
by the court; and
WHEREAS, in the approximate two years of its operation
the ATSC has demonstrated a high degree of success in effectively
assisting young people with problems; and
WHEREAS, ATSC has maintained an excellent working
relationship with the Santa Ana Police Department; and
WHEREAS, the ATSC is currently funded by a demonstration
grant from the California Council on Criminal Justice and
Orange County Probation Department, which funding program is
scheduled to expire on December 31, 1974; and
WHEREAS, the County of Orange Probation Department is
currently administering the program effectively; and
WHEREAS, the County of Orange is considering discon-
tinuing funding of the program after the Federal grant lapses;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Santa Ana hereby encourages the County of Orange
to continue the funding for the Assessment Treatment Services
Center beyond the December 31, 1974, funding expiration date;
BE IT FURTHER RESOLVED that, if necessary to insure
the continuation of the program, the City of Santa Ana will
be willing to assist in the funding of the program with other
agencies;
BE IT FURTHER RESOLVED that the City Clerk is directed
to forward a copy of this resolution to the other cities in
Orange County urging their participation and cooperation in
encouraging the County to continue the Assessment Treatment
Services Center.
