A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA OPPOSING A PROPOSED
~XTENSION OF THE JURISDICTION OF THE
CALIFORNIA COASTAL COMMISSION
WHEREAS, the South Coast Regional Commission of the California
Coastal Zone Conservation Co~ission has prepared a proposed Powers,
Funding and Government element for inclusion in its Coastal Zone
Plan, which proposed element is scheduled for public hearing on
December 16, 1974; and
WHEREAS, the said proposed element includes within its recom-
mendations, as Recommendation XI thereof, a proposed extension of
territorial jurisdiction for the Coastal Commission or its pro-
posed successor agency, so as to allow it an authority to condi-
tionally approve all projects upon or affecting any river or
stream emptying into the Pacific Ocean which the said Commission
or its successor agency determines to have an adverse environmen-
tal impact upon the coastal zone; and
WHEREAS, it is the opinion of this Council that sufficient
environmental safeguards are already in existence with respect
to potential development of the areas adjacent to the Santa Ana
River and Santiago Creek, through the requirements of the Cali-
fornia Environmental Quality Act and the conservation elements
of local general plans, and by the operations of the Greenbelt
Commission and the Flood Control District; and
W~EREAS, it is further the opinion of th&s~ouncil that the
proposed extension of the jurisdiction of the Coastal Zone Com-
mission, if adopted, would further add to the administrative
burden of development within the river-land areas, imposing
additional time delays and inhibiting the efforts of local
governments to upgrade such areas;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Santa Ana does hereby declare its opposition to the pro-
posed extBnsion of the jurisdiction of the Coastal Zone Commission,
or any successor agency thereto, to projects on or affecting the
rivers and creeks emptying into the Pacific Ocean.
PASSED AND ADOPTED by the City Council of the City of
Santa Ana at its adjourned regular meeting held on the
9th day of December , 1974.
