A RESOLUTION OF THE CITY COUlqCIL OF THE CITY OF SANTA AlqA
AMENDING RESOLUTION NO. 72-104 BY ELIMINATII~G THE CLASS OF
POLICE LIEUTENANT FR~M THE CAREER DEVELOPMEIqT PROGRAM
WHEREAS, on November 3, 1958, the City Council passed amd adopted Resolution
No. 58-281 revising and re-establishing the Basic Compensation Plan for employees
of the City of Santa Aha; and
WHEHEAS, on October 19, 1964, the City Council passed and adopted Resolution
No. 64-152 establishing a special salary rate for the designation of Senior Police
Officer and establishing the criteria for such designation; and
WHEREAS, on October 5, 1970, the City Council passed and adopted Resolution
No. 70-98 which expanded the "Career Development Program" with emphasis on the
enhancement of assignment to uniformed patrol responsibilities, and set forth
additional special salary designations and the criteria therefor; and
WHEREAS, on September 1, 1972, the City Council passed and adopted Resolution
72-104 which consolidated and clarified several provisions of said program and set
forth certain limitations upon the future coverage of the program; and
WHEREAS, it is now desired to further consolidate and clarify the several sub
sections of Resolution No. 58-281 relating to the Police Career Development Program
by eliminating obsolete provisions and renumbering the remaining provisions;
NOW, THERE, BE IT RESOLVED that this Resolution shall be known as the Police
Career Development Program Resolution, and such program shall be based upon the infor-
mation hereinafter set forth in amended sections of Resolution ~o. 58-281:
SECTION 3.2: For the purposes of establishing criteria for the designation of
special C.S.I. (Crime Scene Investigator) and/or F.T.O. (Field Training Officer),
courses of training in these specialties shall be the courses developed and administered
by the Santa Ama Police Department or such alternative courses as designated for such
purpose by the Police Chief.
SECTION 3.3: For the purposes of establishing criteria for the Career Develop-
ment Program designations as set out below, the definition of units (or points) shall
be as follows:
a. Educational Units. One "semester" unit in an academic course of instruction
approved by the Police Chief and in an accredited college or university shall
equal one educational unit. One "quarter" unit achieved in an educational
institution as above shall equal two-thirds of an educational unit. "Trimester"
units or other standards of measurement used as a basis in awarding scholastic
credits will be accorded the same evaluation and weight as provided by the
respective accredited college or university.
b. Trainin8 Units. Twenty (20) classroom hours or its equivalent of approved
police training shall equal one unit. Regular, periodic on-the-job training
programs shall not be considered as fulfilling this requirement. Neither shall
the special training set out for C.S.I. or F.T.O. officers be given credit for
the award of training units, nor shall basic introductory training or similar
training given during a probationary period as Patrolman be credited as training
units.
(1) When college credit is awarded for special training in police work,
such units of credit may be counted for either training units or education
units as the officer may select.
(2) Training units may be earned by the assignment to and performance of
Police duties other than uniformed, field patrol, with one full and con-
tinuous month of such assignment equal to one training unit. Credit for
experience in assignments other than patrol work shall not be given, unless
at least three continuous months of such assignment have been completed. Not
more than six (6) units of training through assignment to non-patrol duties
may be earned in any one year and not more than fifteen (15) such training
units by assignment shall be used in meeting the criteria for Career Develop-
ment Program designations as set out in this Resolution.
SECTION 3.4: Any sworn, uniformed Police Officer who attains the following
educational and experience requirements and the approvals as set out below shall be
paid at the same step, but at a salary range set two and one-half (2~) per cent above
the basic Patrolman range and step to which he would be otherwise entitled. The
criteria for such designation shall be as follows:
a. Completion of two (2) years of experience as a sworn Police Officer in the
Santa Aha Police Department.
b. Completion of at least thirty (30) educational or training units.
c. Assignment to uniformed field patrol duty.
d. Qualification as C.S.I. or F.T.O. by having completed the special training
courses for Crime Scene Investigators, Field Training Officers and/or Advanced
Officers School as set out in Section 3.3 above.
e. Approval of the Police Chief.
The number of such designations as C.S.I. or F.T.O. Patrol Officers shall be
no larger than the requirements of the department as determined by the Police Chief.
SECTION 3.5: Any sworn, uniformed Police Officer who fulfills the requirements
established in this section shall be designated as a Senior Police Officer I and shall
be paid at the same step, but at a salary range set seven and one-half (7~) per cent
above the basic Patrolman range and step to which he would be otherwise entitled. The
criteria for such designation shall be as follows:
a. Completion of five (5) years of municipal Police experience and attainment
of the "E" step of the appropriate base salary range for Patrolman.
b. Completion (acquisition) of at least sixty (60) educational or training units.
c. Assignment to uniformed, field patrol duty.
d. Approval of the Police Chief.
SECTION 3.6: Any sworn, uniformed Police Officer who fulfills the requirements
established in this section shall be designated as a Senior Police Officer II and shall
be paid at the same step but at a salary range set twelve and one-half (12~) per cent
above the basic Patrolman range and step to which he would be otherwise entitled. The
criteria for such designation shall be as follows:
a. Completion of seven (7) years of municipal police experience and attainment
of the "E" step of the base salary range for Patrolman.
b. Completion (acquisition) of at
units or hold an Associate of Arts
with an additional fifteen (15) or
least ninety (90) educational or training
academic degree from an accredited college
more educational or training units.
c. Assignment to uniformed, field patrol duty.
d. Approval of the Police Chief.
SECTION 3.7: Any sworn, uniformed Police Officer who fulfills the requirements
established in this section shall be designated as a Senior Police Officer III and shall
be paid at the same step but at a salary range set fifteen (15) per cent above the
basic Patrolman range and step to which he would be otherwise entitled. The criteria
for such designation shall be as follows:
a. Completion of nine (9) years of municipal Police experience and attainment
of the "E" step of the salary range for Patrolman.
b. Completion (acquisition) of at least one hundred twenty (120) educational or
training units, or hold an Associate of Arts Academic degree from an accredited
college with an additional sixty (60) or more educational or training units.
c. Assignment to uniformed, field patrol duty.
d. Approval of the Police Chief.
SECTION 3.8: Any officer holding the rank of Police Sergeant in the Santa Ana
Police Department, regardless of duty assignment, who meets the following requirements
shall be designated as a Senior Police Sergeant I and shall be paid at the same step but
at a salary range set seven and one-half (7%) per cent above the basic Sergeant range
and step to which he would be otherwise entitled. The criteria for such designation
shall be as follows:
a. Completion of six (6) years of municipal police experience.
b. Completion (acquisition) of at least sixty (60) educational or training
units.
c. Approval of the Police Chief.
A Police Sergeant with twenty (20) or more years of service with the Santa Aha
Police Department as of October 1, 1970, may be appointed to Senior Police Sergeant
I~ as set out in this section, by special designation by the Police Chief.
SECTION 3.9: my officer holding the rank of Police Sergeant in the Santa Aha
Police Department, regardless of duty assignment, who meets the following requirements
shall be designated as a Senior Police Sergeant II and shall be paid at the same step
but at a salary range set ten (10) per cent above the basic Sergeant range and step to
which he would be otherwise entitled. The criteria for such designation shall be as
follows:
a. Completion of eight (8) years of municipal police experience and attainment
of "E" step in the basic Police Sergeant salary range.
b. Completion (acquisition) of at least ninety (90) educational or training
units, or hold an Associate of Arts academic degree from an accredited college
with an additional thirty (30) or more educational or training units.
c. Approval of the Police Chief.
SECTION 3.10: The following items are intended to clearly establish certain
procedures and to avoid possible misconceptions related to special pay provisions as
set forth in Sections 3.2 through 3.10 above:
a. An individual authorized an increase in pay as a result of any provision
of the Police ~'areer Development Program cannot also receive any additional
special pay increase set forth in the footnotes to Section 3 of this Resolution.
The only exception to this rule is the one per cent incentive allowance for
sworn officers who have demonstrated a conversational Spanish language fluency.
b. Salary step determination upon promotion (such as Patrolman to Sergeant)
remains related to the base salary range. Advancement in the new base salary
range shall continue to be to the lowest salary step which allows a five (5)
per cent increase.
BE IT FURTHER RESOLVED: That this Resolution shall take effect as of the first
day of February, 1975.
