Present: Councilmen Dale E. Heinly, J. Ogden Markel, WLLliam Je~. Absent: Cotmci~en M/.l~ord W. Dahl Each ~her of the City Council having received copies of the Minutes of October 15th, 1956, reading of the Minutes was dispensed with and approved on motion of Councilman Neinly, seconded by Markel and carried. Hearing Planning Co~nission initiated amendment Ordinance (West side Bush fram 100' Nc.of 6th St. to rear of C-1 ~ont/~_;on 17th St. ) This being the date set for hearing and no protests having been received, the amendment application initiated by 'the P]-nn~ng O-...-~ssion was considered for the reclassification of property located on the west side of Bush Street from 100 feet north of Sixth Street to the rear of C-1 zoning on 17th Street, and the east side of Bush Street frc~ 100 feet north of Sixth Street to Washington Avenue, f~-um the R-2 and R-3 Districts to the P-PK District. On motion of Councilm~ Neinly, seconded by Markel and carried, the following Or~!nance entitled: "Ord~ne~ce amending Article IX of the Santa Ana Municipal Code creating changes in districtboundaries, and emending Sheets No. 2 and B of the Districting Map to show the reclassification" Planning Co-~ssion initiated amendment (So.side 2nd St. and Nc.side Walnut St.) ~¥/ was introduced, considered and placed on file for second read~. This being the date set for hearing and no protests having been received, the amendment application initiated by the pl,nn~g ~=~$sion was considered for the reclassification of property located on the south side of Second Street and the north side of Walnut Street from Artesia Street to Birch Street, from the R-2 and R-3 Districts to P-PK District, and to modify the existing C-1 and C-2 Districts by adding PK thereto. Pearson et ux This being the date set for hearing and no protests hav~g been received, the amendment appIication initiated by the Planning C~m~ission was considered for the reclassification of property located on both sides of Bristol Street, to a depth of 150 feet, from Santa Clara Avenue to Delhi Road, from R-1 to R-2 District, except between Fifth and Walnut Streets, where it is proposed to reclassify the property from R-2 to C-1-PK District, a~ modify the existing C-2 District by adding PK thereto. On motion of COUllc!lm~ N~rk~l, seconded by Heinly and carried, the amendment application was referred back to the Plamu!mg ¢.:,.,~dssion to determine more specifically the areas to be designated for the particular district. This being the date set for hearing and no protests having been received, the amendment was considered application of Nathan Rubaloff, et al,_/for the reclassification of two properties located at the northwest and southwest corners at the intersection of Walnut and Bristol Streets, with 145 feet fronting on Bristol Street and 170 feet fronting on Walnut Street be rezoned f~ R-2 to C-2-PK District; that the property located on both sides of Walnu Street, from a point 170 feet west of Bristol Street to the east line of Pacific Avenue be reclassified from R-2 to C-1-PK District. Nathan Rubaloff gave an explanation of his reclassification application. It was moved by Councilman Markel and seconded by Heinly that the amendment application of Nathan Rubaloff, et al, and the Planning C~mmfssion initiated ~nt for the reclassification of property located on the south side of Second Street and the north side of W~l~ut Street, from Artesia to Birch Streets, be refe~,~d back to the Planning Co~!ssion and Planning Director for recon- sideration. Thomas Shnen objected to the delsey caused by the referral of ~r. Rubaloff'. application and stated +.bat the majority of the property owners were in favor of the reclassification. MotiOn carried. On motion o£ Councilman Heinly, seconded by Markel and carried, a notice was ordered published setting the date of public hea~ing on December Srd, 1956, on amendment initia~ by the Planning Co,.,!ssion for the proposed reclassification of property on bo~h sides of West First Street from Artesia to Birch Streets, frc~ the R-2 and R-3 to the C-1-P~ and ¢-2-PK Districts, and for modification of existing C-1 and C-2 District by the addi- tion of. McColl~ granted to permit the construction of five duplexes, instead of triplexes, as requested, on property on the west side of Cedar Street, beginning at a point appro~m~tely 455 fee~ north of St. Andrew Street and continuing north approximately 428 feet, with attached garages,~ aceerding to plot plan, subject to conditions of Dep~Ad-ment of Public Works. On motion of Counc~lm-~ Heinly, seconded by Markel and carried, the rec~ndation of the Pl~-uing Commission was approved and the variance of Trued T. and Ethel J. Communication was read from the Planning Cn, w.t ssion submitting Resolution No. 1066 recom- mending the reclassification of property included in the area from Walnut Street~to Bisho Street, and frc~ Shelton Street to the rear of lots facing Flower Street, excluding R-3 property on Bishop Street, fr~a the R-1 DiStrict to the R-.2 District, reference C.=~ssio initiated amendment application. On motion of Councilmen Reialy, seconded by Markel and carried, a notice was ordered published setting the date of public hearing on .~ovembe ~9~, ~.956. C~mm.mication was read from the Planning ~ission rec~nding the establishment of a setback of 30 feet from center line of street on both sides of Cypress Avenue, from Goetz Avenue on the north, to an ,renewed street on the south, a distance of approximately 400 feet. On motion of Counc~lm~, Markel, seconded by Re~n!y and carried, the Attorney was instructed to prepare a Resolution of Intention to establish a setback line on the property. The C~uncit having ,,---tmously waived the reading of the Resolution, on motion of Council m~, Markel, seconded by Heinly and carried, the following ~solution entitled: "Resolution No. 56-278 accepting Grant Deed" from United Brotherhood of Carpenters and Joiners of America, without cash consideration, for property on West First Street w~st of Bristol Street, was considered and passed by the following vote: Ayes, Councilmen J. Dahl Melvin Seplak~ a teacher of the evening division of the Santa Aha High School presented, as a ~roup, his class of students who are studying Oove=~ent laws and stated they will secure their citizenship papers in December. Carl Laarss~ a member of the class, stated there should be a law requ~ring bicycles to have lights so that they will be visible afte ~k. The Chief of Police exple/ned such a law is on ~he~books. On motion of Counctlm~ Heinly, seconded by Markel and carried, the ~inutes from the Board of Supervisors and report of the County ~u~weyor and Road ~issioner reference proposed improvement of certatn roads entering the City of Santa Aha on the west, were received and filed. C~Anication was read from ~he Department of Public Works advis!ng that a portion of the required sidewalk on the l~cOrd of Survey Map, sul~nitted by S.A.Southard, at East Place and Grace Street, has been campleted and rec.-~a~nded the return of a portion of hi cash bond in the s~ of $280.00. ' On motion of Councilman Reinly, seconded by Markel and carried, the rec~w~udation was approved and a portion of the cash bond, in the st~ of $280.00, was ordered released. On motion of COllBCilma~ ~rk~l, seconded by Reinly and carried, the c.~..,,.~u~cation from the Church of the Palms ex-pressing their thanks for pemission to solicit funds and the 'use of sound equipment October 16th and the last week in November and the first three and one-half weeks in December, was received and filed. Communication was read from Walter D. Webb, Los Angeles, expressing his appreciation for the fine traffic control system in effect in Santa Aha, and on motion of Councilman M~rkel, seconded by Heinly and carried, the cc~mmdnication was received, filed and the Clerk directed to acknowledge the c~m, unication. On motion of Councilman N~inly, seconded by Markel and carried, the application of ~ack Fisher Chapter 23, Disabled American Veterans, for pemission to solicit funds and sell forget-me-nots, November 9th and 10th, 1956, was granted. On motion of ~ounctlm-~ M~rkel, seconded by Heinly and carried, the Vice-Mayor was authorized to e~euute Lease No. GS-O9B-4~8, dated May 14th, 1956, with General Services Administration, Public Buildings Service, District Office, for the rental of Rooms 212 and 213 at the ~-.=i.-tty Center Building, for the term beginning July 1st, 1956 and ending June 30th, 1957. On motion of Counctlm-- He~m]y, seconded by Markel and carried, proper officials were authorized to e~ecute agreement dated November 5th~ 1956 with B. Truman Martin, for the installation of two poles, and a string of lights which will be over and upon the City street ea~nt at 1206 West First ~treet. It was moved by Counc~lm-n Heiuly, seconded by Markel and carried, that action be deferred until the next meeting on the requests of the Northwest Santa Aha Homeowners Association, Inc., Mrs. Georgia M. Bradley, 309 East Wa~-,At Street and Pacific Telephone and Telegraph Company. On rec.~.-~-~ndation of the curb usage c.----.~ttee and on motion of Councilm~ Heinly~ seconded by Markel and carried, the request of P~ichfield Oil Corporation for two 35 foot driveways on Flower Street and two 30 foot driveways on F~nger Street, was granted, for Reso. No. 56-283 i~rohlbitin~ on Main St, Walnut v. ~enth St. with exceptions the service station to be constructed at the northwest corner of Flower and Edinger Street, subject to the condition that none of the driveways encroach on the curb return. ~e Council having unanimously waived the reading of the Resolution~ on motion of Council man Heinly, seconded by Markel and carried, the following Resolution entitled: "Resolution No. 56-283 prohibiting parking on Main Street, Walnut to T~nth Street, with exceptions, between 7:00 A.M. to lO:00 P.M. from December 3, 1956 to January 5, 1957" was considered and passed by the following vote: Ayes~ Councilmen J.
