RESOLUTION NO. 75-55
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA FOR THE NON-SUPPORT OF
SENATE BILL 95 (MOSCONE) -- DECRIMINALIZATION
OF MARIJUANA
W~EREAS, Senate Bill 95 (Moscone) has already been
passed by the California State Senate and is presently be-
fore the California State Assembly Committee on Criminal
Justice; and
WHEREAS, no uncontroverted evidence has been produced
that the unrestricted use of marijuana is beneficial; and
WHEREAS, the increased revenue from citations to be
issued under Senate Bill 95, should it be adopted, does
not compensate for the possible potential harm to the pub-
lic of unrestricted use of non-concentrated marijuana; and
WHEREAS, the proposed procedure for issuing citations
for misdemeanor possession, use or transportation of mari-'
juana would require a new local program to design, issue
and prosecute these citations, which would be no more effec-
tive than existing procedures.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Santa Ana:
1. That this City Council hereby opposes Senate Bill
95.
2. That all persons in public office renew their efforts
to enforce existing laws and to prosecute and rehabilitate
those under the influence of all drugs including marijuana,
and thereby to foster a respect for law and order and the
rights of others; and
3. That the City Clerk of the City of Santa Ana shall
cause copies of this resolution to be forwarded to Assembly-
man Richard Robinson representing this City, and to the
Intergovernmental Coordinating Council of Orange County
Resolution Service for disseminiation to all Orange County
cities.
PASSED AND ADOPTED by the City Council of the City of
Santa Ana at its regular meeting held on the
5th day of MaY , 1975.
