HomeMy WebLinkAbout75-073REL;nr 5-28-75 RESOLUTION NO. 75- 73 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA CLOSING ROUSSELLE STREET AT WARNER AVENUE WHEREAS, Section 21101 of the Vehicle Code of the State of California authorizes the legislative body having jurisdic- tion over a city street to close such street to vehicular traffic when in the opinion of the legislative body such street is no longer needed for vehicular traffic; and WHEREAS, Rousselle Street is a street within the jurisdic- tion of the City Council of the City of Santa Ana; and WHEREAS, on February 18, 1975 the City Council of the City of Santa Ana held a public hearing on the question of whether Rousselle Street should be closed at the intersection thereof with Warner Avenue on the north side of Warner Avenue by con- struction of a permanent cul-de-sac on Rousselle Street at such location; and WHEREAS, at such hearing the Council heard and considered the reports and recommendations of the administrative staff of the City of Santa Ana and the evidence of all persons speaking for or against the proposed closure of Rousselle Street; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Ana does hereby authorize and approve the construc- tion of a permanent cul-de-sac on Rousselle Street at its inter- section with Warner Avenue, on the north side thereof, such closure to be permanent unless ordered by resolution of this body to be opened. BE IT FURTHER RESOLVED that the Director of Public Works shall erect or cause to be erected appropriate signs giving notice of such street closure. BE IT FURTHER RESOLVED that by this Resolution the City of Santa Ana does not surrender its title or any portion thereof in or to said street. BE IT FURTHER RESOLVED that the Council does hereby adopt the following as its findings of fact upon which is based its determination to close Rousselle Street as described hereinabove: 1. That Rousselle Street lies immediately adjacent to the Pacific Electric Bike Trail; 2. That through traffic on Rousselle Street between Ana- hurst Place and Warner Avenue endangers the safety of cyclists when traversing the bike trail; 3. That the construction of a cul-de-sac on the south end of that portion of Rousselle Street located between Ana- hurst Place and Warner Avenue will eliminate all but purely local traffic and increase the safety of cyclists using the Pacific Electric Bike Trail; 4. That the street closure will facilitate the construc- tion of a pedestrian-type traffic signal for the cyclists' cross- ing of Warner Avenue. RESOLUTION NO. 75- 73 PAGE TWO 5. That the construction of the cul-de-sac will provide an opportunity to enhance the aesthetics of the area by pro- viding additional landscaping; 6. That the closure of one of the closely-spaced side streets intersecting Warner Avenue will facilitate the movement of through traffic on Warner Avenue and is in keeping with the accepted concept of transportation planning for major arterial roads; 7. That the closure will not have any significant detri- mental effect on the furnishing of police, fire and other muni- cipal services to residents of Rousselle Street; 8. That there is no necessity for continued vehicular traffic access on to Warner Avenue from that portion of Rousselle Street located immediately to the north thereof.
