HomeMy WebLinkAbout75-075HS: rs 6-2-75 RESOLUTION NO. 75~5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA DESIGNATING THE CITY MANAGER AS THE AUTHORIZED OFFICER TO CONDUCT ALL NEGOTIA- TIONS TO OBTAIN GRANT-IN AID UNDER THE NATIONAL HISTORIC PRESERVATION ACT FOR THE HOWE-WAFFLE AND CARRIAGE HOUSE WHEREAS, the office of the Secretary of Interior of the United States has reviewed the City of Santa Ana's historic application and as of March 17, 1975 has placed the Howe-Waffle House and the Carriage House on The National Register. WHEREAS, the City of Santa Ana desires to undertake a pro- ject to relocate the Howe-Waffle House and Carriage House to a site near the old County Courthouse at 7th and Sycamore and to restore them to their original condition. WHEREAS, matching grant-in aid is available for such historic relocation through Tke National Register for Historic Places and the National Trust for Historic Preservation in the United States (63 STAT. 927) under the National Historic Preservation Act of 1966 (Pl. 89-665, 80 STAT. 915, 16 USC 470, et seq.). WHEREAS, the City of Santa Ana has submitted an appli- cation to receive $54,000 from the National Trust for Historic Preservation, a federal agency, to relocate and restore the Howe- Waffle House and the Carriage House, and to have the same amount be matched by local funds as so designated by the Santa Ana Historical Preservation Society and/or the Santa Ana Bicentennial Committee. WHEREAS, the office of the Director of the California State Department of Parks and Recreation (who has been designated the State Historic Preservation Officer of the National Park Service and is assigned the responsibility for disbursing funds under the National Historic Preservation Act},has requested this City to submit a resolution naming the officer or employee of the governing body who will be authorized to conduct all nego- tiations and sign contracts to secure National Trust funds for the preservation of the Howe-Waffle House and Carriage House. NOW, THEREFORE, BE IT RESOLVED, that the City Manager of the City of Santa Ana, Bruce C. Spragg, is authorized to submit an application for matching grant-in aid funds to the National Trust for Historic Preservation, and such other appli- cation and documents required by the California State Department of Parks and Recreation, this State's Historic Preservation Officer of the National Park Service. BE IT FURTHER RESOLVED, tbat the City Manager is authorized to e~ec,~te all contracts, including any extensions RESOLUTION NO. 75-75 PAGE TWO or amendments thereof, that may be required for historic relo- cation and preservation purpose of the Howe-Waffle House and Carriage House, and to conduct all negotiations that may be appropriate in order to properly secure National Trust funds under the National Historic Preservation Act of 1966.
