Each member of the City Council having received copies of the Minutes of
January 7th, 1957, reading of the Minutes was dispensed with and approved
on motion of Counei~man Eeinly, seconded by Jerome and carried.

Anr~x" ~ ~ ?~
This being the date set for the continued hearing of protests on annexation to the
City of certain uninhabited territory designated "Delhi and Newport Annex", the
Clerk read protests from the Irvine Company and Santa Fe ~nd Improvement Company.
On motion of Councilman Heinly, seconded by Markel and carried, the protests were
received and filed. It was moved by Counc~]m~ Heinly, seconded by Jerome and
carried, that it is determined that more than 50~ of the ownership of the territory

has protested and no further proceedings sh~11 be taken.
William D. Winterbourne, President, Junior Chamber of Commerce, presented plaques
to ~ayor Dabl and to the Council, c~m~ending the Council for the efficient manner
in which they reach decisions and extended the Chamber's gratitude and appreciation
for the benefits which have ~ccrued from a most cordial relationship, and personA.~ ly
complimented Mayor Dahl upon the excellent Job he is doing as Mayor.

On motion of Counc~lm~n Hein]y, seconded by Taylor and carried, the recommendation
of the PI ,n=ing Commission was approved and the variance of Roy D. and Alice P.
Moulton granted to permit conversion of existing one-story block-wall house on
property at 1510 Grand Avenue, into a store building to be used for a retail
business of hardware and paint, with a 6' x 3' neon sign, subject to two conditions.
On motion of Councilman Jerome, seconded by Heinly and carried, the recommendation
of the Planning Commission was approved and the variance of New-port H~mes Surety
Development Company granted to permit the erection of temporary directional signs
instead of the 20' x 15' sign,
as follows: one double-face 10' x 20' sigmA/as requested, seven double-face 3' x 4'i
signs and five double-face 3' x 4' signs, at stated locations, and to establish a
sales office, in a model hnme, on lmroperty on the west side of Fairview Road, approx~
imately 600' northerly of the intersection of Harvard Street and Fairview Road, and :
on property on the east side of Fairview Road Just opposite the above described
property, subject to conditions.
On motion of Councilman Jerome, seconded by Reinly and carried, the recommendation
of the Pl,nning Cnmmission was approved and the variance of Nerbert L. Johnson
granted to permit the use of the rear 48.50' portion of property at 2207 Victoria
Drive, for off-street parking in connection with adjoining P-District property on
Broadway.
On motion of Councilman Heinly, seconded by Markel and carried, the recommendation
of Harry M. K~lso
of the Planning Commission was approved and the request/granted for an extension
of time Of one year from September 16, 1956, on variance granted September 16, 1955,1
permitting the erection of temporary directional signs and temporary real estate
office in Tract No. 2248, at Bristol Street and Fairview Avenue, subject to conditic~a
that two bonds be furnished, in amount of $100.00 each, to guarantee removal of the
signs at the expiration of one year.
It was moved by Counc~m-= Heinly, seconded by Jerome and carried, that escrow
instructions be approved and signed with Inez and Frances Lopez, for property on the
southwest corner of West Eighth Street and Artesia Park, in the sum of $6,000.00.
On motion of Councilman Heinly, seconded by Markel and carried, Preliminary Me4~ of
Wright Ltd., on property located on the west side of Spurgeon Street, at the Freeway~
and consisting of three lots, was approved subject to the conditions of the Depart-
ment of Public Works.
On motion of Councilman Fminly, seconded by Jerome and carried, Revised Tentative
Map of Tract No. 1960, of John L. Nobles, on property located on the easterly side
of King Street, from Ninth to Tenth Streets, and consisting of appro×~m~tely 6.64
acres, divided into twenty~ight lots, was approved with the exception of the sewers
which must be located in accordance with the requirements of the Department of
Public Works.

Councilman Heinly, seconded by Markel and carried, the following Resolution entitledi:

The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Heinly, seconded by Jerome and carried, the following Resolution entitled:
R solution No. 57-16 orderi~ that a proposition be submitted to
the electors of the City at a General Municipal Election to be held
on April 9, 1957, to amend Section 402 of the Charter of the City
of Santa Aha to increase the salary of Councilmen from $75.00 to
$125.00 per month"

On motion of Councflm~ Heinly, seconded by Jercm~ and carried, proper officials
were authorized to execute lease dated January 21, 1957, with the Santa Aha C~apter,.
Izaak Walton League of America, Inc., for the leasing of certain property located
south and west of the westerly end of Santa Clara Avenue, north of 22nd Street, at
a rental of $5.00 per year and for a term of twenty-five years.
It was moved by Councilman Heinly and seconded by Jerome, that the 0rdin~ce regm-
lating public dances in the City be passed to second reading with certain exceptions~
i.e.: Section 6375 which reads "No public d-ncc b-11 or public dance permit shall be
granted and no person shall ,.]low dancing in any building where intoxicating liquors
~re sold" to be stricken; Section 6372 be amended un~er p~ragraph "a" to read
years"; Section 6372 paragraph "d" sbe!l read from "2:00 A.M. to 9:00 A.~{."; Section
6374 shall read, "shall not be longer than 21 days from the date of such filing";
Section 6375 shall be modified to read "supplied by at least two musicians", and
that Section 6375 be further amended "different room from the bar" to be eliminated.
Motion lost. It was moved by Councilman Jerc~e, seconded by Heinly and carried,
that each person be limited to five minutes speaking time. Reverend Wesley Roloff,
representing the Council of Churches, said the proposed Ordinance has mauy loopholes
and weaknesses and would increase juvenile delinquency. Reverem~d Bob Shuler, Pastor
of The First Methodist Church handed copies of an "opposition" stand to the proposed
Ordinance to the audience. Reverend Shuler read the five and one-half page docament
and then stated the Ord~nan.ce would allow the bar-~ce combination which would
mean a very undesirable honky-tonk type and the proposed Ordinance is very
inadequate. R.C.Hoiles stated he did not tD~nw the Ordinance liberal enough and
should go farther. Mrs. Florence Slabaugh said that Santa Aha is a fast growing
metropolis and people should be entitled to dine and dance and the proposed Ordinance
could be amended to take care of any problems which might arise. Hiram Weiner
remarked he did not have any objection to dancing but did object to the honky-tonk
type of establishment, and intoxicating liquors should be separate from the dancing
area. Milton Foster, representing the Musician's Association said people who enjoy
drinking and dancing are now going out of town and it was his opinion that the
Council has careib~lly considered the proposed Ordinance. Frank Gelinas, of the

Chamber of Cow~erce, stated that members of the Chamber felt the proposed Ordinance
was a good Ordinance and if it is abused, amendments may be enacted. It was moved
by Councilman Markel, seconded by Jereme and carried, that the portion of the
Ordinance be amended to change the wording "~00 square feet of floor space" to be
maintained for dancing. On motion of Councilman Heinly, seconded by Jerome and
carried, the matter was tabled. It was moved by Councilmmn Helnly, seconded by
Jerome and carried, that the matter be brought up for first reading at the next
regular meeting of the Council.
On motion of Councilman Heinly, seconded by Jerome and carried~ the following
Ordinance entitled:
"Ordinance ~m~nding Article IX of the Santa Aaa Municipal Code
creating changes in district bounSaries, and amending Sheet
No. 37 of the District~ng Map to show the reclassification"
of property on the northwest corner of Bristol and W~lnut Streets, fr~n R-2 to the
C-2-PK District, and the southwest corner of Bristol and Walnut Streets and the
north side of Walnut Street west of Bristol Street to Pacific Avenue from R-2 to
the C-1-PK District~ in accordance with amendment application of Nathan Rubaloff,
et al, was introduced, considered and placed on file for second reading.
The Council having unanimously waived the reading of the Ordinance, on motion of
Councilman Heinly, seconded by Markel and carried, the following Ordinance entitled:
"Ordinance No. NS-226 amending Article IX of the Santa Aaa Municipal
Code creating changes in district boundaries, and amending Sheets
No. 4 and 7 of the Districting Map to show the reclassification"
of property located on the north side of Walnut Street from Maple Avenue to Cedar
Street, from the R-3 District to the P-PK District, reference planning Commission
initiated amendment, was considered and passed by the following vote:

It was moved by Councilman Heialy, seconded by Jerome and carried, that the Council
go on record of declaration of notice to dedicate that portion of the property on
East First Street, owned by the City, being Prentice Park, that area extended from
East First Street to Main Street, Tustin, from the east side of the present curb
line of Mabury Street through the Park to the west property line of the Park to be
dedicated for street purposes, on notice and when the Elk's Lodge dedicate a strip
6 feet in width x-~-ning from East First Street to Main Street, Tustin, on their
east property line for street and sidewalk purposes, and that said property shall
be placed on a no lesser use than an R-3 zone whenever the Elk's Lodge mske their
application for a zone change.
On motion of Counci~m~ Heinly, seconded by Jerome and carried, the request of
Ernest H. Winbigler was granted for an extension of one year in order to complete
the improvements on property on the southeast corner of E. 17th and Lincoln Streets,q
adjacent to the Santa Fe Railway main line and its 17th Street crossing, subject to
the existing agreement dated February 6, 1956.
On motion of Counci~,~n Markel, seconded by Jer~e and carried, the request of
Martin B. Weinberg, Vice-President, Temple Beth Sholom, was granted to sponsor a
concert and variety show to be held in the Municipal Bowl, the evening of either
N~y 18th or May 25th, at a fixed rental of $550.00.
Petitions were presented signed by 32~ owners of property requesting that proceedings
be initiated for an assessment district to pave strip between existing pavement and

Advertise for

Anahurst and Delhi Road, and on motion of Councilman Markel, seconded by Jerome and
carried~ the petitions were referred to the Clerk to contract for the checking of
the percentage of the area represented by the petitions.
Communication was read from the Santa Aua Library Board of Trustees advising of
the appointment of certain members to the Library Building Plans Committee and
recommending that the Council make necessary arrangements for Francis Keally,
Consulting Architect, to hold a consultation with the Library Board, the Building
Plans Committee and Harold Gimeno, Archite~t, on plans for the new Library Building,
On motion of Councilman Heinly, seconded by Markel and carried, the communication
was received and filed.
It was moved by Councilman Heinly, seconded by Markel and carried, that arrangements
be made to have Francis Keally, Consulting Architect, hold a consultation with the
Library Board, the Building Plans C~,m~ttee and Harold Gtmeno, Architect, on plans
for the new Library Building, and -1] transportation costs to be paid by the City.
It was moved by Councilman Heinly, seconded by Taylor and carried, that the maturity
date of the bonds for the construction of the new Library Building be established
for a twenty-y~ar period, in eq, m~ installments or as nearly equal as practicable.
On motion of Collncl~msn Heinly, seconded by Taylor and carried, the request of
Santa Aha Uptown Lions Club was granted to solicit, fr~m house to house, the sa~e
of light bulbs, for the purpose of raising money which will be given to the
H%mgarian Refugees' Fund, through Lions International; the campaign to be completed
before February 28th, 1957.
Co~...unication was read from the Board of Education requesting that the Council
further reconsider the possibility of placing a crossing ~a~d at the intersection
of ~emory Lane and North Flower Street, for the safety of the children attending the
Santiago School, and on motion of Councilman Jerome, seconded by Heinly and carried,
the communication was received and filed.
On motion of Councilman Heinly, seconded by Markel and carried, the request of the
Orange County Society for Crippled Children and Adults, Inc., was granted to sell
paper lapel Easter lilies on the streets, April 12th and 13th, 1957.
On motion of Councilman Heialy, seconded by Jerome and carried, the resignation of
Nat H. Neff, as a member of the Planning Commission, effective January 31st, 1957,
was accepted with regret aud the Clerk instructed to address a letter of appreciation
to Mr. Neff for his long, faithful and unfailing service on the Con~nission and for
the City of Santa Ann.
On motion of Councilman Markel, seconded by Jerome and carried, the c~mmm!cation
from Charles Linger suggesting that a protest be submitted to the State of California
to Santa Ana
for a proper turnoff and sigr~_/at the Santa Ama Freeway at the Harbor Boulev~.-~l
intersection, was received and filed.
On motion of Councilman Reinly, seconded by Mark~l und carried, the application of
the Metropolitan Coach Lines before the Public Utilities Cmmnission for authority
to operate a passenger stage service between Santa Ann, Riverside, San Bernardino
and the Santa Anita Race Track at Arcadia, was received and filed.
On motion of CounciLman Heinly, seconded by Markel and carried, the Purchasing
Agent was authorized to advertise for bids for furnishing of lighting systems in the
picnic and playground area, and in the baseball field area of the Fairview and
Center Street property; bids to be opened February 4th, 1957.

Mrs. Warold L. Godsh~l 1, Chairman of Santa Ana Area, 1957 March of Dimes Campaign,
for permission to solicit funds on January 31st, 1957, fr~ 7:00 P.M. to 10:00 P.M.~
was granted.
On motion of Counc~lm,n. Jerome, seconded by Taylor and carried, CounciLman Dale H.
Heinly was granted permission to leave the State for not more than fifteen days
within the next twenty days.
On recommendation of the Manager, it was moved by Councilman Jerome and seconded
by Markel, that the request of The Excelsior Creamery Company for three 24-minute
zones in front of 'the office and plant at 926 East First Street, be denied.

On motion of Co~ucilmau Jerome, seconded by Reinly and carried~ the written
mendation of the Manager dated January 8, 1957 setting forth salary step increases
for one employee effective December l, 1956, for three employees effective January
1, 1957 and one employee effective February l, 1957~ was received~ filed and
approved.
The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Heinly, seconded by Markel and carried~ the following Resolution entitled:
~'Resolution No. 57-19 of the Council of the City of Santa Aha,
requesting a grant from the County of Orange for the development
of Edinger Street"
was considered and passed by the following vote:
